The process of designing and creating an integrated distributed information system for storing digitized works of scientists of research institutes of the academic city of Almaty, carried out within the framework of the grant project of the Ministry of Education and Science of the Republic of Kazakhstan AP05131806. The requirements for the storage of digital objects are defined. The system fully provides the necessary computing resources for ongoing research and educational processes, simplifying the prospect of its further development, and allows to build an advanced IT infrastructure for managing intellectual capital, an electronic library that is intended to store all books and scientific works of the Kazakhstan Engineering Technological University and research institutes of the Almaty academic city.

Описана модель интегрированной распределенной библиотечной информационной системы, объединяющей оцифровываемый книжный фонд и научные труды Казахстанского инженерно-технологического университета и ряда научно-исследовательских институтов, расположенных в Академгородке г. Алматы. Проанализированы возможности и потребности всех участников научно-образовательного кластера для построения оптимальной архитектуры распределенной информационной системы. Приведено описание и представлены результаты реализации подсистем цифрового репозитория интегрированной распределенной библиотечной информационной системы Академгородка г. Алматы. The purpose of the work is to create an integrated distributed library information system that allows preserving the result of intellectual activity of Kazakhstan Engineering Technological University and a number of research institutes located in the Academgorodok of Almaty in an actual form and to provide access to them based on Web technologies. The relevance of the work is related to the fact that significant amounts of information obtained as a result of research of these institutions, their continuous expansion and heterogeneity in the nature of storage and distribution, along with the lack of unified access to them create significant problems of their effective use. These problems lead to the need to find new approaches and solutions to the problems of creating a repository of information resources, their organization, means and ways to access users. In addition, the work is consistent with the goals set within the framework of the State Program “Digital Kazakhstan” for 2017-2020. The following results were obtained in the present work: 1. The analysis of the capabilities and needs of all participants of the scientificand educational cluster for building the optimal architecture of the distributed information system is carried out. 2. The model of integrated distributed library information system of Almaty Akademgorodok was developed. 3. The results of the implementation of its subsystems are presented. As a result of the conducted research, it was concluded that this system corresponds to the needs of participants in the scientific and educational cluster both in terms of information content and support for sectoral and linguistic specifics, since it solves the main tasks for these systems: providing a system for reliable long-term storage of digital (electronic) documents with preservation of all semantic and functional characteristics of source documents; ensuring “transparent” search and access of users to documents, both for familiarization and for the analysis of the facts contained therein; organization of collection of information on remote digital repositories supporting the OAI-PMH, SRW/SRU, and Z39.50 protocols.

An approach to the dynamic formation (adjustment) of schedules for distributed photogrammetric image processing in a network of ground centers included in the United geographically distributed information system for receiving and processing Earth remote sensing data from space is considered. Having the fullest satisfaction of requirements of consumers to the satellite images of necessary areas, the approach provides the formation of self-organizing B2B enterprises in the specified network providing information, software and hardware resources of the ground-based facilities of various departmental and other accessories for photogrammetric processing of any received images of the area from the the United geographically distributed information system. It is shown, that a search in B2B enterprise nodes and borrowing the required resources will allow ground centers to flexibly scale physical and virtual means of photogrammetric processing of Earth remote sensing data, quickly form their local structural and functional organizations depending on the current properties of the consumer requests flow for receiving Earth remote sensing data in the United geographically distributed information system, characteristics of the flow of terrain survey materials from orbital monitoring tools, and also take into account the visual and measuring properties of images of the area subject to photogrammetric processing. A method for truncating the set of potential performers of the application in accordance with the existing semantic and other restrictions on the composition of the desired set of performers is proposed. Also mechanisms to encourage ground centers to provide idle resources to B2B enterprise nodes are proposed. They are based on the possibility of receiving monetary or other remuneration from a ground center for participating in distributed application servicing. The development of a well-known model of a self-organizing B2B enterprise creates conditions for a more efficient organization of servicing the flow of applications in the United geographically distributed information system by attracting unused software, information and hardware resources of ground centers of various departmental affiliations.
