Amateur Humanitarianism, Social Solidarity and ‘Volunteer Tourism’ in the EU Refugee ‘Crisis’

The article comprises the overview of the essential legal, administrative and financial means that the EU has at its disposal in case of rapid influx of immigrants, as well as a selection of major obstacles to the use of these tools, based on observation of the activities of the EU and its member states taken up to deal with the aforementioned situation which took place in 2015. Using the abovementioned observation and an analysis of relevant documents, it is argued that the refugee crisis of 2015 has revealed the necessity of a profound institutionalisation of the European immigration policy as the most effective way to overcome difficulties in response to such situations. The analysis leads also to the conclusion that the EU is caught in a dilemma of either suspending the Dublin system in crisis situations or creating a new system of intensive support for border member states.

The European refugee crisis has been communicated visually through images such as those of Alan Kurdi lying dead on the beach, by body bags on the harbor front of Lampedusa, by people walking through Europe and by border guards and fences. This article examines the broader visual environment within which EU policy-making took place from October 2013 to October 2015. It identifies ‘tragedy’ as the key term used by the EU to explain its actions and decisions and points out that discourses of humanitarianism and border control were both in place. The article provides a theoretical account of how humanitarianism and border control might be visualized by news photography. Adopting a multi-method design and analyzing a dataset of more than 1000 photos, the article presents a visual discourse analysis of five generic iconic motifs and a quantitative visual content analysis of shifts and continuity across four moments in time. The article connects these visual analyses to the policies and discourses of the EU holding that the ambiguity of the EU’s discourse was mirrored by the wider visual environment.

This chapter outlines changing relationships between Scandinavia and Europe. The Scandinavian ‘isolationist’ approach to Europe after the Napoleonic wars shifted to more active integrationist policies in the 1920s, with the arrival of left governments and the acceptance of the League of Nations; a new isolationist trend (‘neutrality’) set in after 1933. Against the backdrop of this long-term pattern, the focus is on shifting Scandinavian attitudes to the project of European integration and on attempts to be both within and outside Europe. Before and after the Danish entry into the EU in 1973, tensions between different approaches and between the countries concerned have been evident. The Cold War was a major factor, and its end reinforced the pro-integration approach. More recently, problems with the euro and the refugee crisis have provoked more ambiguous responses, but less so in Finland than in the Scandinavian countries.

This chapter focuses on Central and Eastern European (CEE) member states of the EU, and how they positioned themselves in the new constellation of conflicts within the EU in the aftermath of the multiple crisis. It deals mainly with the Visegrad Group (V4) and explores its ‘repositioning’ in regard to two crisis-ridden policy fields of the EU: controversies about the rule of law and the refugee crisis. With regard to the former issue, the chapter discusses Poland as the most prominent case among the CEE countries. Against this background, it highlights two specific aspects of domestic politics: the memory games that the V4 countries play with their past and the Euroscepticism of government circles as well as a broader public.

The chapter provides a Kantian reading of EU internal market law and the refugee crisis of 2015. The chapter argues that the EU should be viewed as a cosmopolitan union. The authors ask whether EU law, understood as positive cosmopolitan law, can be qualified as an extension of the legal condition, and whether it can be viewed as consistent with the other two parts of public law, especially with the freedom of EU member states which also depend on the possible connection to global, much less extensive, systems of positive cosmopolitan law such as migration law.

The Eastern European political and para-political responses to the ‘refugee crisis’ demonstrate a schism between the ‘old’ and the ‘new Europe’. Hostile attitudes reveal how unresolved post-imperial pasts currently manifest themselves in a seeming inability to show solidarity and empathy for the human suffering of others. To address this question critically, I utilize the notion of ‘independence’ to disentangle the specific neoliberal political mentality that has developed in the Central and Eastern European region, along with a variety of ethno-nationalisms which relive their own past wounds. In countries which have wiped away almost all reminders of their socialist past, solidarity and collectivity are not widely subscribed-to values. Apart from the immediate need to act alongside other European countries and help to accommodate current refugee flows, the Eastern Bloc has a long and necessary journey ahead. This is to negotiate and address their own social and cultural pluralities, which have been deliberately ignored in the rush to join the club of the worlds’ wealthiest democracies in the EU. During this formally accelerated political process, insufficient attention has been paid to social transformations in these new EU countries, including their reluctance to take in and accommodate new migrants and refugees.

Abstract The implications of the comprehensive approach to the EU refugee crisis are becoming apparent in the current actions of different players in the central Mediterranean, where a Common Security and Defence Policy (CSDP) military operation is present alongside Frontex’s joint operation Triton. Both cooperate closely with Libyan border authorities and the European Migrant Smuggling Centre of Europol. But this not only poses humanitarian problems as to how the EU should cooperate on these matters with Libyan officials, it also leads to a confusing meddling of different EU actors from distinct policy areas in matters of crucial importance to the Union. Against this background, the article delineates the competences and powers of the different actors. Another issue is the role of the European Parliament in the situation: it has little influence in the CSDP but strong links to the agencies. In this context the article will discuss the influence of the cooperation on parliamentary accountability.

Abstract This article analyses the recent growth in asylum applications both in and at the borders of Europe. It enriches the scholarship on the so-called ‘refugee crisis’ with an emphasis on structural transformations and geographical processes. While an increase in regional violence near Europe in 2015 played a key role in triggering displacements, we suggest three longer-term factors that may have facilitated access to European borders but led to urgent and often dangerous migratory situations for asylum seekers: the ‘shortening’ of distances, the crisis of containment policies and the geographic asymmetry of rights. On this basis, we interpret the EU policy of closing borders as an attempt to (re)create a geographic buffer separating refugees from their destinations in the context of the globalization of asylum-related issues.

AbstractThe value of preferential market access schemes has fallen sharply. Drawing on a relaxation announcement of July 2016 simplifying origin requirements for access to the EU that should help improve market access, thereby contributing to alleviate the refugee crisis in Jordan, this paper argues that a simplification of origin requirements is a straightforward way to enhance preferential market access. Yet, the EU decision limits the beneficiaries who must be located in designated special economic zones, which limits preferential market access. The paper compares the performance of Jordanian exports to the EU and the US under their respective FTAs. It shows that Jordanian exports to the US have grown more rapidly than exports to the EU over the last 15 years. The study documents lower utilisation of preferences in the EU than in the US, especially in Textiles and Apparel (T&A) in spite of non-negligible preferences. Three contributing factors are identified: (i) higher adjusted preferences for apparel in the US than in the EU; (ii) greater competition from other suppliers (mostly from LDCs) in the EU market than in the US market; (iii) simpler origin requirements in the case of the Jordan–US FTA. Comparative evidence from the two FTAs and econometric estimates suggest that this should help restore market access for Jordanian exports to the EU. These estimates provide additional evidence that origin requirements suppress market access. Other pathways to simplify origin requirements are offered in the conclusion.
