Preventive intervention, though an old practice, has recently come under widespread discussion due to concerns about international terrorism and the potential availability to rogue states or terrorists of weapons of mass destruction (WMD). With the 2003 war in Iraq, the Bush administration made preventive intervention part of United States military policy. In a recent issue of Ethics & International Affairs, Allen Buchanan and Robert Keohane argued that the preventive use of military force may be justified in some circumstances. In this essay I take issue with their argument.

Unconventional threats to the security climate in South-Eastern Europe and, specifically oriented on states openly engaged in the fight against international terrorism,organized crime and the proliferation of WMD (weapons of mass destruction) will persist due to logistical disparities between states. Regarding common work, aimed at applying juridicinternational framework, in the field of fighting terrorism, in the field of countering crime, measures such as cutting terrorism financing, denying access of terrorist groups to biologicand chemical substances, devices or nuclear technologies, communication systems are a common necessity for all nowadays democratic countries.In this paper, our research focuses on the analysis of the extended framework of international cooperation for counterting unconventional threats and on detailing the modalities ofinformative and police cooperation in the field of contemporary unconventional threats.Keywords: security, cooperation, threats, terrorism, organized crime, prevention, countering.

Terrorism is now a widespread phenomenon of concern that threatens international peace and security and that its crimes constitute one of the most serious crimes against the peace and well-being of mankind. In this regard, we would like to highlight the study’ importance, since all the circumstances and facts of reality have made it necessary to include the crimes of international terrorism within the jurisdiction of the International Criminal Court, which was established as a basis for the maintenance of international peace and security by prosecuting and punishing the perpetrators of the most serious crimes against peace and human security. There is no doubt that the crimes of international terrorism are among the most serious, if not the most dangerous crimes at present. Through this research paper, we have tried to explain and clarify the jurisdiction of the International Criminal Court (ICC) to deal with crimes of international terrorism and whether this jurisdiction can be exercised in accordance with the current Statute of the Court or in the context of future amendments to the ICC, to conclude the study with a set of findings and recommendations that we consider necessary to counter this type of crime.

This article analyses the factors bearing upon achieving organizational change in the world of secret intelligence in the US and the UK, identifying for success the need for a convincing narrative, adequate budgetary control and understanding of the special psycho-dynamics to be expected in secret organizations. The article examines in that light the different paths of development of the concept of a single national intelligence community in the US and in the UK, and identifies common reasons for renewed pressure in the light of the experiences of international terrorism and the pre-war failures of intelligence over Iraqi weapons of mass destruction. Both US and UK intelligence communities, for different reasons, are seen to be some way short of where they need to be to face the challenges of future intelligence work against global threats that span the domestic and overseas spaces.

The security and development of the Republic of Poland are defined by modern chal- lenges and threats which are of both internal and external nature, and which should be treated in a complex way. The main ones include the following: international terrorism, proliferation of weapons of mass destruction, scarcity of raw materials and energy supplies, issues related to growing migration, possible instability in the international surroundings, development of organised crime, deterioration of the in- ternational status of the State connected with on-going reforms of international orga- nisations (like NATO and the EU) as well as the necessity of engagement in solving regional conflicts, also outside of Europe. In the light of these considerations, there is a need for an integrated state security system based on professional know-how and modern structures, as well as the need for a mature culture of security. Varnost in razvoj Republike Poljske opredeljujejo sodobni izzivi ter grožnje interne in eksterne narave, ki jih je treba obravnavati celovito. Med glavne izzive in grožnje spadajo mednarodni terorizem, širjenje orožja za množično uničevanje, pomanjka- nje surovin in energentov, problematika naraščajočih migracij, možnost nestabilnosti v mednarodnem okolju, razvoj organiziranega kriminala, nazadovanje mednarodne- ga statusa države, povezanega s trenutnimi reformami mednarodnih organizacij, na primer Nata in EU, ter nujnost vključevanja v razreševanje regionalnih konfliktov, tudi zunaj Evrope. V luči teh dejavnikov se kaže potreba po integriranem državnem varnostnem sistemu, ki bo temeljil tako na strokovnem znanju in sodobnih struktu- rah kot na potrebi po zreli varnostni kulturi.
