The COVID-19 pandemic has brought forward myriad challenges to public policy, central of which is understanding the different contextual factors that can influence the effectiveness of policy responses across different systems. In this article, we explore how trust in government can influence the ability of COVID-19 policy responses to curb excess mortality during the pandemic. Our findings indicate that stringent policy responses play a central role in curbing excess mortality. They also indicate that such relationship is not only influenced by systematic and structural factors, but also by citizens’ trust in government. We leverage our findings to propose a set of recommendations for policymakers on how to enhance crisis policymaking and strengthen the designs of the widely used underlying policy learning processes.

Maintaining the quality and reliability of electricity transmission lines is central to effective energy governance. However, transmission line siting is often a contentious policy decision since permitting and constructing lines may involve private and public property, residents and communities, and localized and national concerns. Yet, policy conflict in transmission siting across cases and over time has remained largely understudied. This article derives and tests hypotheses about policy conflict in the context of transmission lines completed or constructed between 2017 and 2018 in the United States. In exploring the full population of transmission lines, we find that a majority exhibit relatively low and moderate levels of conflict and attention rather than high levels. We further examine a subset of six of these cases that represent a range of conflict and attention intensity. We describe variation in the diversity of actors and frames, advocacy coalitions, and the volume of discourse associated with transmission line siting over time. As problems related to energy governance have become more complex, energy siting disputes are likely to remain a fruitful area for research on policy conflict.

Interagency collaboration helps governments to better resolve various complex societal problems. This contribution examines the mechanisms underlying the collaboration of disparate national government agencies engaged in Chinese environmental protection. We test three dominant mechanisms, namely, the institutionalization of collaborative networks, resource interdependence and exchange, and preferential attachment. It is concluded that a collaborative network over time becomes cohesive, that national government agencies prefer to collaborate with popular agencies and tend to collaborate with those whose resources are different from their own, and that popular agencies tend to maintain their core positions over time. Our study enriches the current governance and policy literature through adding building blocks for the evolution of collaborative network and network partner selection.

The study explores whether elected officials’ involvement in the way street-level bureaucrats implement policy affects social equity. This question is addressed empirically through interviews and focus groups with 84 Israeli educators and social workers. Findings indicate that elected officials involve themselves directly and indirectly in street-level bureaucrats’ policy implementation and their involvement reduces social equity in the provision of services. The study contributes to the literature on policy implementation by enabling a deeper understanding of the factors that shape the decision-making process of street-level bureaucrats when providing services and their ultimate impact on policy outcomes.

Despite high expectations about the results of agencification and a legal obligation to evaluate executive agencies, ministers and MPs seem not very interested in evaluating agencies’ results. Hood’s theory on blame avoidance is used to explain the lack of evaluation in the case of the Dutch ZBOs. Only one in seven ZBOs is evaluated as frequently as mandated. Findings show that ZBO evaluations are more an administrative than a political process. Reports do not offer hard evidence and are seldom used in parliamentary debates. There are no clear patterns as to which ZBOs are evaluated more, or less, often.

Technological transformations are currently reshaping the structure and strategies of public administrations and are expected to foster efficiency and policy integration. However, the literature on digital government has demonstrated that the introduction of technology is far from a smooth process, as it is often associated with conflict and negative feedback. This paper departs from James Thompson’s notion of technology, understood as one of the most effective devices for organizational integration to conceptualise the context of digital innovations in the public sphere. ICTs are not all the same; they differ in their impact on intra- and inter-organizational interdependencies that are required for them to work properly in their domain. This paper introduces a typology of ICT-driven governance structures and advances hypotheses regarding the causal mechanisms underpinning successful implementation. Each type of governance structure is exemplified by an original case study of a programme of e-government reform in the Italian public sector. The empirical evidence is used to explore some implications concerning the strategies by which the programmes have been implemented and their transferability to other contexts.

Public organizations are compound bodies characterized by competing endogenous dynamics of governance. This study makes two main contributions. First, it contributes to an organizational approach to studies of public policy and administration by conceptualizing compound agency governance. Second, by determining how variation in agency governance reflects endogenous organizational factors. Based on a study of the Norwegian Radiation and Nuclear Safety Authority (DSA), two observations are highlighted: Firstly, DSA staff are torn between two competing behavioural logics: A governmental and a transnational logic. Moreover, portfolios of core state powers are more closely monitored by parent ministries than portfolios that relate to non-core state powers. Secondly, the study suggests that organizational factors are vital determents in balancing behavioral logics in agency governance.

Elections depend on the thousands of people who give up their time to administer this crucial public service. They staff polling stations and ensure votes are issued, cast and counted. Poll workers are effectively ‘stipended volunteers’, receiving some limited financial compensation, but working for the broader public good. It is important to understand why people choose to give up their time to provide this fundamental public service to their fellow citizens. Using original data from a poll worker survey conducted in the 2015 British general election, this article investigates the motivations and incentives for poll workers volunteering to administer major elections in an important advanced democracy. Exploratory expectations are set out about the motivations of poll workers, and the relationship to their socio-economic characteristics, and levels of social capital and satisfaction with democracy. Contrary to expectations, the findings note that, earning some extra money is important to many, although motivations are more broadly structured around solidary, purposive and material motivations. The article establishes a range of relationships between each set of incentives, and poll workers’ socio-economic, social capital and satisfaction profiles.

Innovation has been highlighted as a magic formula that can solve deep-seated, emerging complex social and economic problems in the public service sector. However, public innovation efforts face both drivers and barriers. Innovation depends on context, and currently different competing governance paradigms’ influence has attracted growing academic and political interest regarding the potential of public service innovation. Today, new public governance (NPG) has been suggested as an alternative paradigm to classic public administration (CPA) and new public management (NPM), as the focus of attention has shifted from traditional hierarchical forms of government and market-based competition strategies to interactive- and collaborative-based governance. In this paper, we discuss how elements from different governance paradigms interact, support and undermine one another in terms of innovation in hybrid organisations. Although hybridisation has been described in extant studies on administrative welfare reforms, it barely has been examined in the public innovation literature. This is a theoretical paper based on a scoping review; however, we use the Norwegian Labour and Welfare Administration (NAV) as an illustrative case to explain how hybridisation may lead to both stimulations and perversions regarding the development, implementation and spread of public service innovation. Finally, the paper reflects on how public leaders can handle hybridity within their organisational units.
