Public participation as a democratic right has gained wide acceptance in local governance, both to improve accountability in service delivery and to enhance civic consciousness. Uganda now has two decades’ experience of various forms of decentralisation. However, the extent of public participation both in local planning and in holding local politicians to account has been inconsistent. Taking Buikwe District local government as a case study, the authors argued that three key factors influence public participation in local governance – access to information, ability to use information effectively, and awareness of citizens’ rights, roles and responsibilities. They found that these factors positively influenced overall respondents’ participation in local government projects by 10.2%, 19% and 22% respectively based on Pearson Correlation Coefficient. The study further found that information is not readily accessible or effectively disseminated to the majority of citizens and therefore is not fully harnessed for planning, monitoring and evaluating government projects. Reasons for this inadequate access included: limited and costly infrastructure for handling information: lack of skills in relation to how and when to use information; and lack of analytical and simplification skills among those disseminating information. In light of these findings, the paper recommends that information dissemination must be planned and carried out in a targeted and systematic way, if citizens’ awareness of their rights, roles and responsibilities in service delivery is to be achieved.

Devolution, which was incorporated into the Constitution of Zimbabwe through section 264, is a new phenomenon in Zimbabwe. This incorporation came about because of the need for participatory governance and the devolution of power away from the centre. Over the years, local governance has been informed by a plethora of pieces of legislation that do not provide an enabling environment for citizen participation, giving Zimbabwe’s local government a chequered history that excludes citizens from participating in public affairs that affect their lives. An analysis of section 264 of the Constitution revealed that devolution has the propensity to enhance transparency, efficiency and effectiveness as well as the fulfilment of central government’s responsibilities at provincial and local levels. This article argues that the belated implementation of the devolution of power has delayed improved service delivery, effectiveness, efficiency and accountability within local governance. This article further seeks to explain how the implementation of section 264 of the Constitution can bring about good local governance.

Local governance occurs where a local government gives citizens a say in things that really matter to them, and e-governance initiatives provide electronic means to enable citizens to participate in this shared governing of the community. The clearer a local government is about the nature and degree to which it needs to act as a democracy actor (better citizens and better government) and/or a service delivery actor (better decision making), the greater the prospect that it can choose appropriate electronic means through an e-governance approach to meet those ends. In order to guide an e-governance practice and inform further research, this chapter: provides models that articulate the elements that constitute better decision making, better citizens, and better government, and presents examples from five local governments of how electronic means can satisfy particular ends.

The ongoing political-administrative dichotomy discourse, which is steeped in public administration history, manifests in uncertainty about how the relationship between politicians and administrative officials should be structured. South Africa was democratized in 1994 and local government has subsequently undergone a fundamental socio-political transformation. “World class” local government legislation, with an entrenched constitutional development mandate, was introduced; however, the large numbers of public protests bear ample testimony to major challenges in basic service delivery. A critical issue impacting negatively on the functionality of the post-1994 local government dispensation is the political-administrative interface. The National Development Plan has mapped out a socio-economic vision to 2030, with stabilization of the political-administrative interface a priority. Consequently, the political-administrative interface has to be critically reviewed relative to the quality of local democracy, impact on efficient and effective service delivery, and good local governance.

Protracted negotiations between the main role-players steered in the new South African state on 27 April 1994 and final Constitution, 1996 , which constitutionalised local government. A cursory analysis points to some municipalities which are pockets of excellence; however, local government generally is in ‘distress’. Local communities are rapidly losing confidence in the system as the majority of municipalities are unable to discharge even basic functions. Local government has been characterised by violent service delivery protests; abuse of political power and increasing corruption; financial challenges; poor infrastructure planning/maintenance/investment; political strife and factionalism and staff turbulence. Despite governmental interventions to improve local governance, there are still major constraints hampering good governance, namely political posturing and factionalism; corruption; lawlessness and poor service delivery, symptomatic of virtually all post conflict states. Good local governance is an integral part of post conflict reconstruction and development and is key to building a new local government dispensation.

The current socio-economic and political problems of South Africa are rooted in the colonial apartheid era as scholars and researchers suggest through extensive research. However, there have been high levels of service delivery protests related to the government performance on the issues of service delivery to the local communities’ countrywide. Governments departments appear to be lacking much required knowledge and understanding of external factors associated with rural to urban migration such social-economic factors and other various relevant challenges, hence, local authorities are struggling to meet up with demands caused by the ever-increasing number of urban populations, which affects services delivery performance. The study was quantitative approach and used 5 Likert scale questionnaires which were distributed in the selected areas of eThekwini city. A total of 100 with 25 respondents per area, chosen areas include emhlabeni, emalandeni, ezimeleni and silver city. Whereas, qualitative aspects of the study were secondary data through extensive literature review, the study has found that indeed rural to urban migration has a negative impact on service delivery the study argue that service delivery, rural to urban migration, public participation need to be part of the government agenda holistically to improve service delivery and capacity of local authorities. This study recommends proactive urban planning and community involvement through public participation channels. The generalization of the findings of this study should be done with care.

Early 1990s governments across the South have embarked on democratic decentralization reforms aimed at introducing and strengthening local governance because of its assumed potential to improve the delivery of public services and alleviate poverty. To comply with that international practice, in early 2000 Tanzania government decide embarked on an ambitious Local Government Reform Program that addressed Political decentralization. Political decentralization signaled the government’s commitment to enhance the decision making authority of local government councils on matters affecting local development including determining priorities for local development, land use, finance, service delivery and human resource management. This paper sought to find out whether the selected local government council led by councilors enjoys the development planning, and service delivery authority as established in the local government law. The findings have confirmed that the case study council enjoyed modest decision making authority in the areas of local development planning, selecting local development strategy, and enjoyed even greater authority over service delivery powers.

Ghana‘s decentralization concept was initiated to promote popular grassroots participation in the management and administration of local governance institutions for improved conditions of life. This is believed to be an important means to improving the effectiveness of service delivery and empower the local people to participate in the development processes that affect their lives. Despite this important role of local communities and stakeholders in the local governance processes, their involvement in decision making on planning, budgeting and financial management of local government agencies is only marginal. This low level of participation is one of the most structural challenges confronting Ghana‘s decentralisation process and local government financial management. Using Stakeholder Analysis, this paper examines the role and level of participation of stakeholders in planning, budgeting and financial management of the Sefwi Wiawso Municipal Assembly. The results of the study indicate that, there has been very little space for local participation and that most of the stakeholders lack proper understanding of the planning, budgeting and the financial management systems of the district assemblies. This lack of space for stakeholder participation has constrained the promotion of effective, responsive and responsible government at the local level for poverty reduction. Procedures and structures for community engagement in the monitoring and evaluation of development interventions seldom exist. The paper argues that an effective engagement of local communities and other stakeholders will enhance transparency and improve upon service delivery within the local government systems. A conscious effort to build capacities and create space for local engagement will enhance the efforts of decentralisation and fast track poverty reduction and national development in Ghana

There has often been a gap between policy intentions and outcomes in the field of local governance and public service delivery. Analyzing the factors for these discrepancies requires multi-level approaches that relate policy decisions formulated at the national and international level with the decisions of local governance stakeholders. An Institutional Analysis and Development framework is necessary ability to link multiple local governance levels. Yet most common literatures have been limited to the study of collective action among local communities without considering higher institutional and government levels. To overcome this limitation, I set the methodology of the framework, which bridges the gap between institutional, historical analysis, power-centers, and discourse analysis. This article aims at examining current public service delivery status, analyzing challenges of public service delivery of local government and assessing people’s experience of public service delivery of local government. In conclusion, current status of Local Government is illegal, incomplete and dysfunctional as it is in its service delivery. The major challenge is political instability and political reluctances for local election. This paper examines the conceptual contradiction between a nationally uniform local government system as constitutionally provided in Nigeria, and, the principles of governance model that is presently believed to advance the course of service delivery in government. The paper argues that the straitjacketed constitutional provisions that require every state government to establish a patterned, uniform local government system, is conflict-generating, opposed to effective management and harnessing of local differences in a highly differentiated country like Nigeria, and averse to the multi-jurisdictional principle advocated by the proponents of the governance model. The focus of the paper therefore, is to investigate the extent the prescribed uniform system of local government hinders the application of the governance model that could advance the course of service delivery at the local level. The author suggests that contrary to the constitutional provisions on the nature of local government, which autonomy is not strongly protected by the constitution, the state governments should be allowed to determine the nature and structure of local governments in their domain to reduce the abuse of the local government system and entrench competitive local government practice. This will advance the greater use of local networks in local governance.
