Abstract Human Resources Management in Higher Education Institutions in Poland The paper presents the diagnosis of the human resources management in Polish higher education institutions. The analysis of source literature was applied as a research method. The essence and components of HRM in connection with the university management system were discussed, the theoretical solutions, including those resulting from the provisions of the Law, and their practical implementations, were given a broad outline. The directions of changes concerning HRM that have recently taken place in HEIs were indicated. In conclusion it was stated that the human resources management in Polish higher education institutions still requires improvement, primarily in the areas of motivation and remuneration, evaluation and development of employees. It requires the improvement of the university management system, a reliable development of its mission, vision and strategy, and on the basis of those - the development of personnel strategy, and HRM processes, procedures and tools. It has been suggested that the inclusion of university employees, particularly the research and teaching staff, in the management process (through the participatory management style), can contribute to both improving the process and developing and improving the personnel function.

In order to improve the ability of library and information management in colleges and universities, and improve intelligent retrieval level of books, a design method of library information management system is proposed based on big data fusion. The phase space reconstruction technology is used to reconstruct the feature of library and information. The feature quantity of semantic concept set of library information is extracted, and the classification storage and information retrieval of library information is carried out by fuzzy clustering method. The adaptive training method is used for feature fusion, and big data fusion of library and information is realized in high dimensional feature space. The data processing center is set up under the Linux kernel environment, the application program of the university library information management system is developed under the Linux kernel, and the VXI bus technology is used to transmit and schedule the university library information management information and data. Realize the software development and design of the school library information management system. The test results show that the design of university library information management system with this method has good information storage and scheduling ability, and it improves the performance of library information retrieval. In the information recall rate and recall rate and other indicators performance has an advantage.

The article discusses the approach to ensuring the satisfaction of consumers of educational services in the quality management system (QMS) of the university in the context of a risk-based approach. The problems connected with identification and resolution of personal risks of the parties interested in educational services are investigated. The analysis of tools for identifying personal risks of consumers and their transformation into the characteristics of educational services is carried out. The expediency of using the proposed «Consumer risks» method, which is a modification of the «Consumer Voice» method known in quality management and allows extrapolating the personal risks of interested parties into the requirements and then into the characteristics of educational services expressed in professional terminology that is understandable for implementation by the university management, is argued. The procedure of statistical substantiation of managerial decision-making on the priority of choosing the implementation of the characteristics of educational services extrapolated from the personal risks of consumers is proposed. The considered approach allows not only to ensure the satisfaction of consumers of educational services, but also to anticipate their expectations.

The university's main objectives go around excellence in teaching, research activities and both university and community services. These pillars are supported by a number of important resources and functional systems such as complex student's life-cycle management system that must be considered in any strategy development process. This paper discusses the role of the big data in the smart university campus architecture and strategies development process, and how it could be utilized in various stages of strategy development. Additionally, it highlights the university's ICT architecture, the foundation of the knowledge management system that has been implemented, to help the university harness knowledge out of the big data that is generated by various parties and scattered systems around the university. Furthermore, the chapter highlights some of the successes on how, with help of a BI tool, the university was able to make critical and quick decisions by tapping into the big data of more than 35 years of student records; one of the pillars of the smart university strategy.

This research includes an analytical study of the administrative and scientific work in departments, branchs and units of the Kirkuk University Presidency. It aims to convert the traditional routine work to the electronic work at the university by applying E-Management technique as one of the required modern logical solutions most commonly used to facilitate the difficulty of managing the vast amount of documents and delaying workflow that facing most institutions and organizations. In view of the increasing and urgent need for the use of E-Management systems throughout all the departments of the university presidency, the Electronic Distributed Kirkuk University Management System (E-DKUMS) is designed by using of Distributed Databases (DDB) technique, as well as using of electronic network infrastructure (LAN) that connects all the university configurations. The results of system implementation demonstrated that it is distinguished with high performance and speed, very high reliability and security, as well as very few employment cost. Test and evaluation results proved the ability of the system to facilitate the progress of managerial functions, reduce the time and effort, and capability of restructuring the administrative structure because of its excellence with flexibility in the creation and deletion departments, branches, and units for the system; in addition to easily troubleshot and fast execution.
