<p><strong>Abstract.</strong> Spatio-temporal big data cloud platform is an important spatial information infrastructure that can provide different period spatial information data services, various spatial analysis services and flexible API services. Activities of policy coordination, facilities connectivity and unimpeded trade on the Belt and Road Initiative (B&amp;R) will create huge demands to the spatial information infrastructure. This paper focuses on researching a distributed spatio-temporal big data engine and an extendable cloud platform framework suits for the B&amp;R and some key technologies to implement them. A distributed spatio-temporal big data engine based on Cassandra&amp;trade; and an extendable 4-tier architecture cloud platform framework is put forward according to the spirit of parallel computing and cloud service. Four key technologies are discussed: 1) a storage and indexing method for distributed spatio-temporal big data, 2) an automatically collecting, processing, mapping and updating method of authoritative spatio-temporal data for web mapping service, 3) a schema of services aggregation based on nodes registering and services invoking based on view extension, 4) a distributed deployment and extension method of the cloud platform. We developed a distributed spatio-temporal big data centersoftware and founded the main node platform portal with MapWorld&amp;trade; map services and some thematic information services inChina and built some local platform portals for those countries in the B&amp;R area. The management and analysis services for spatio-temporal big data were built in flexible styles on this platform. Practices show that we provide a flexible and efficient solution tobuild the distributed spatio-temporal big data center and cloud platform, more node portals can be aggregated to the main portal bypublishing their own web services and registering them in the aggregation schema. The data center and platform can support thestorage and management of massive data well and has higher fault tolerance and better scalability.</p>

China’s Belt and Road Initiative could be treated ambiguously. On the one hand, it is intended to transform the newly acquired economic potential of that country into its higher status in the world. China invites a lot of nations to build up gigantic transit corridors by joint efforts, and doing so it applies productively its capital and technologies. International transactions in RMB are also being expanded. But, on the other hand, the Belt and Road Initiative is also a necessity for China to cope with some evident problems of its current stage of development, such as industrial overcapacity, overdependence on imports of raw materials from a narrow circle of countries, and a subordinate status in global value chains. For Russia participation in the Belt and Road Initiative may be fruitful, since the very character of that project provides us with a space to manoeuvre. By now, Russian exports to China consist primarily of fuels and other commodities. More active industrial policy is needed to correct this situation . A flexible framework of the Belt and Road Initiative is more suitable for this objective to be achieved, rather than traditional forms of regional integration, such as a free trade zone.

The Belt and Road initiative is an important attempt by China to sustain its economic growth, by exploring new forms of international economic cooperation with new partners. Even though the B&R project is not the first attempt at international cooperation, it is considered as the best as it is open in nature and does not exclude interested countries. This review raised and answered three questions of how the B&R project will affect Nigeria’s economy?  How will it affect the relationship between Nigeria and China? What could go wrong?, The review concluded that Nigeria can only benefit positively from the project.

The Belt and Road Initiative is an initiative to revive the ancient Silk Road, through networks of land and sea roads, oil and gas pipelines, electric power lines, the Internet and airports, to create a model of regional and international cooperation.       It is essentially a long-term development strategy, launched by the Chinese president in 2013 to become the main engine of Chinese domestic policy and foreign diplomacy and within the framework of the soft power strategy, to enhance its position and influence in the world as a peaceful and responsible country.   The study includes identifying the initiative and setting goals for China, as well as the challenges and difficulties that hinder the initiative.

In July 2018, the Kuwaiti Emir made a state visit of great significance to China, as both countries agreed to establish a strategic partnership creating new opportunities for Kuwait, which aspires to diversify its economy and seek investment opportunities. This study investigates various aspects behind the establishment of this partnership and examines the synergy between the Belt and Road Initiative (BRI) and the Kuwait Vision 2035 (KV2035) to understand the extent of economic engagement and relationship between the two nations. However, despite the considerable increase in Chinese trade and investments in Kuwait, some significant internal obstacles and external challenges remain to the successful integration of KV2035 with the BRI.
