On December 13, 1981, the Polish military under the leadership of Gen. Wojciech Jaruzelski imposed martial law, effectively ending sixteen months of popular protest and bargaining between the Polish United Workers Party (PUWP) and the independent trade union Solidarity. In the West, and particularly in the United States, martial law was interpreted as the Polish military declaring war on its own people on the orders of the Soviet Union. It was assumed and repeatedly asserted that the military was loyal to the Communist Party and to the Soviet high command, that they were little more than communists in uniform.  Such an assertion, however, leaves one hard pressed to explain the acquiescence of the militaries across Eastern Europe to the changes of 1989 and the ability of those militaries to adapt to noncommunist regimes to the point of being willing and even eager to join NATO.

The signing in Helsinki of the agreement on security and cooperation in Europe has led to bitter criticism of President Ford and of the policy under which the United States drifted into recognizing Soviet acquisition of 114,000 square miles of Finnish, Polish, German, Czechoslovak, and Romanian territory, apparently sanctified as well Soviet domination of Eastern Europe, and recognized the “permanent” division of Europe. In return for endorsing these Soviet conquests, the Western states received some vague promises that the Soviet Union and the East European states would take a “positive and humanitarian attitude” towards applications from their citizens to rejoin their families in the West, would “facilitate the improvement of the dissemination” of publications from other countries, would provide three weeks' notice of large military maneuvers within 156 miles of frontiers, and assured that every European state would be free from “external influence.” All these phrases seem small recompense for such great concessions and from two years of negotiation by 492 diplomats, especially when hope in Western Europe in particular had been high for an end to jamming, censorship, and control over travel. Critics noted in particular that the formal summit agreement awarded the Soviet Union prizes it had sought since 1954, while the parallel discussion of reducing military forces in Eastern and Western Europe, in which the Soviet Union and its associates maintain immense superiorities, has long been stalled. Indeed, now that the West no longer has the lever of the Geneva talks, it has little pressure to persuade the Soviet Union to discuss mutual balanced force reductions. Many now fear that the Soviet Union will press instead for a collective security agreement, which would have no meaning, but which would totally demolish NATO, while leaving the Soviets on the commanding military heights in Eastern Europe.

Because of the nature of modern weapons, significant innovations in arms technology have the potential to induce dramatic changes in the international distribution of power. Consider, for example, the “strategic defense initiative” (SDI), a program initiated by the United States in the early 1980s. Had the program been successfully completed, it might have led to a substantial devaluation of Soviet nuclear capabilities and put the United States in a very dominant position. It should not then come as a surprise that interstate rivalry, especially among super powers, often takes the form of a race for technological superiority. Mary Acland-Hood claims that although the United States and the Soviet Union together accounted for roughly half of the world's military expenditures in the early 1980s, their share of world military research and development (R&D) expenditures was about 80 percent. As further proof of the perceived importance of R&D, note that whereas the overall U.S. defense budget increased by 38 percent (from $225.1 billion to $311.6 billion in real terms) from 1981 to 1987, military R&D spending increased by 100 percent (from $20.97 billion to $41.96 billion). Moreover, before World War II military R&D absorbed on average less than 1 percent of the military expenditure of major powers, but since then it has grown to 11–13 percent. The emphasis on military technology is bound to become more pronounced in the future as R&D becomes the main arena for interstate competition.

The advent of a new administration in the United States and the passage of seven years since the end of World War II make it appropriate to review the political situation which has developed in Europe during that period and to ask what choices now are open to the West in its relations with the Soviet Union.The end of World War II found Europe torn between conflicting conceptions of international politics and of the goals that its members should seek. The democratic powers, led by the United States, viewed the world in traditional, Western, terms. The major problem, as they saw it, was one of working out a moral and legal order to which all powers could subscribe, and in which they would live. Quite independently of the environment, they assumed that one political order was both more practicable and more desirable than some other, and that their policies should be directed toward its attainment.

This essay will firstly address the extent of Stalin’s achievements in leading the course for domestic policy of the Soviet Union and its contribution towards maintaining the country’s supremacy in the world, for example the rapid post-war recovery of industry and agriculture, and secondly, the foreign policy including ambiguous relations with Communist governments of countries forming the Eastern Bloc, upkeeping frail alliances and growing antagonism towards western powers, especially the United States of America.   The actions and influence of Stalin’s closest associates in the Communist Party and the effect of Soviet propaganda on the society are also reviewed. This investigation will cover the period from 1945 to 1953. Additionally, other factors such as the impact of post-war worldwide economic situation and attitude of the society of Soviet Union will be discussed.

About forty years ago, the first major anti-Soviet uprising in Eastern Europe-the 1956 Hungarian revolt-took place. Western observers have long held an image of the Soviet Union as a crafty monolith that expertly, in the realpolitik tradition, intervened while the West was distracted by the Suez crisis. People also believed that Soviet repressive organs worked together efficiently to crack down on the Hungarian "counterrevolutionaries. " Newly released documents from five of Moscow's most important archives, including notes ofkey meetings of the presidium of the Communist Party of the Soviet Union (CPSU) taken by Vladimir Mal in, reveal that the Soviet Union in fact had difficulty working with its Hungarian allies.
