AbstractThe Maritime Spatial Planning (MSP) Directive was ratified (2014/89/EU) along the Strategy of the European Union (EU) on the Blue Economy to contribute to the effective management of maritime activities and resources and incorporate the principal elements of Integrated Coastal Zone Management (ICZM) (2002/413/EC) into planning at the land-sea interface. There is a need to develop the ICZM approach throughout Europe to realise the potential for both socio-economic and environmental targets set by the EU and national legislations. In this study, we co-developed different approaches for land-sea interactions in four case areas in Estonia and Finland based on the defined characteristics and key interests derived from local or regional challenges by integrating spatial data on human activities and ecology. Furthermore, four ICZM drafts were co-evaluated by stakeholders and the public using online map-based assessment tools (public participatory GIS). The ICZM approaches of the Estonian cases ranged from the diversification of land use to the enhancement of community-based entrepreneurship. The Finnish cases aimed to define the trends for sustainable marine and coastal tourism and introduce the ecosystem service concept in land use planning. During the project activities, we found that increased communication and exchange of local and regional views and values on the prevailing land-sea interactions were important for the entire process. Thereafter, the ICZM plans were applied to the MSP processes nationally, and they support the sustainable development of coastal areas in Estonia and Finland.

Com vistas a fornecer subsídios à Gestão Integrada da Zona Costeira – GIZC do litoral de Galinhos/RN realizamos neste trabalho uma compartimentação geoambiental e um mapeamento das formas de uso e ocupação do solo. A metodologia empregada foi a análise integrada da paisagem. Na análise das unidades geoambientais atentamos para sua sustentabilidade, vulnerabilidade e estabilidade. A unidade mais indicada à ocupação humana é justamente a menos ocupada – os Tabuleiros Costeiros, que tem apenas algumas propriedades rurais. Foram encontradas várias formas de uso e ocupação inadequadas à seus ambientes. The methodology was the integrated analysis of the landscape.In the analysis of geoenvironmental units attend to their sustainability, vulnerability and stability. The unit most suitable for human occupation is precisely the least busy - the Coastal Tablelands has only a few farms. We found many different ways to use and occupation unsuitable for their environments. Coastal region of  Pekalongan Regency has many potential resources to develop such as marine fishery, fishery cultivation, tourism and fishery port. These potential resources influencing the coastal region because of the interaction between stakeholders. This intensif interaction potentially  effecting conflict of interest that threat the coastal ecosystem. Therefore, to ensure the sustainability development in coastal area, the government of Pekalongan Regency adopt Integrated Coastal Zone Management by means of zonation regulationThe objective of the research was to study the level of effectiveness of The Zonation of Pekalongan Coastal Area and determine alternative priority of coastal region development. The methodology research was a survey and to achieve these objective, two methods of analysis was used. Scoring methods conducted to determine the level of effectiveness of The Zonation of Pekalongan Coastal Area and an AHP Method used to determine alternative priority of coastal region development.Five indicator in this research to determine the level of effectiveness are physical condition of the area, economics aspect, space use accuracy, ICZM and regulation goal achievement. In order to determine alternative priority of coastal region development, the research results shows, that are three main priority components of coastal region development ; transportation system (0,2616), infrastructure development (0,2307) and improving the environment (0,1816). From Analytical Hierarchy Process, informan tent to prioriate SKP I (0,6205) as the main priority to develop coastal area. In the Integrated Coastal Zone Management frame, environmental zoning is considered a tool for land planning and management. It is based on definition and integration of biophysical, socioeconomic and governability criteria. With the aim for using this tool as part of the coastal zone environmental planning in the Atlántico province (Colombian Caribbean) the following criteria were defined: representative level, stage of ecosystem intervention, ecosystem function, current state of associated fauna, natural risks, water balance alteration, land use intensity, land use aptitude and land use conflicts. The integral analysis of criteria allowed the definition of management areas such as strategic ecosystems, recovery zones, sustainable use, sustainable production and urban-suburban areas. These areas were the base for further definition of integrated coastal zone management guidelines. The definition and integral analysis of zoning criteria were based on participatory techniques, interdisciplinary technical workshops and local community participatory process. As well, Geographic Information System supported the spatial analysis criteria over ecological landscape units. The environmental zoning is a tool for environmental planning which requires definition and integration of biophysical, socioeconomic and governability criteria for facing the conflicts and problems found in the area in order to lead management actions. It is hoped that future work will study the incorporation of models to support the selection and qualification criteria in a quantitative way; also it is expected that participatory processes will involve different sectors such as the economic, since they have less participation in these planning processes.
