ABSTRACT. Presently the current weather information at four International Airports in India is being provided to air traffic control units through a Close Circuit Television (CCTV) system. The meteorological assistant who sits in the control tower obtains the information from various panels in front of him, prepares the display card by filling values of various parameters and then displays it through CCTV system. This method of display is outdated and lacks quality. Two improved computer based display systems have been developed at Meteorological Office. Palam. These systems greatly improve the quality of display presentation. These can also be used to extend the current weather display system to distant users like, International Airlines offices. One of the system is under test at the Meteorological Office, Palam, Terminal  and working satisfactorily. A remote extension of this display system is also working at international Meteorological Office at Terminal II which is 10 km away from the main office at Terminal I.

Modernization of Air Traffic Control (ATC) display systems includes increased use of color to code information. While colors can enhance display designs, human factors issues like legibility and salience manipulation are still problematic. Here, we address some of the potential usability issues with integrating traffic and advanced weather information on controller displays. We argue that color palettes that are not specifically designed for layered data and a large number of objects can create legibility and salience problems. We discuss the use of luminance contrast to manipulate salience and present some empirical data showing that air traffic controllers display large individual differences in their preferred brightness settings. We argue that user adjustments of luminance contrast for salience manipulation must be severely constrained in future ATC displays. We present a prototype color palette that uses color-coding to prioritize display information while maintaining good legibility.

Abstract With the rapid growth of flight volume, the contradiction between insufficient support capability of air traffic control (ATC) units and large demand for development ultimately hinders their sustainable and safe development. The article aims at the leverage point of the contradiction between supply and demand so as to provide scientific safety policies. Based on the system archetype “growth and underinvestment”, from the perspective of the feedback relationships between support capability, safety, and development, the causality of the dynamic factors of control, communication, navigation, and surveillance, as well as meteorology and information subsystems was studied. Then, a system dynamics model for the sustainable and safe development of ATC units was established. Taking the Tianjin ATC sub-bureau as an example, policy suggestions for sustainable and safe development were put forward according to the scenario simulation results.

An assessment of the use of digital instrumentation equipment for testing airborne systems under the guidelines ARP 4754 and DO-178C is given. It is shown that in the computer-based automated test bench, unlike traditional approaches, the importance of software increases. An overview of existing solutions for testing air traffic control (ATC) transponders is provided. It is concluded that it is necessary to refine the automated measuring bench for testing the airborne traffic collision avoidance systems (TCAS) to assess the parameters of ATC transponders at the stages of their development and certification under the guideline DO-181E. Software requirements are formed. The results of the practical implementation of an automated measuring stand are presented.
