The west coast of Sumatera island is one of potential areas of the earthquake and tsunami that requires high vigilance and preparedness seriously. One is the well-prepared-disaster logistics system. World Health Organization (WHO) has been divided into 10 categories of logistics, including the temporary shelter. The purpose of this study is to study attributes that should be required for the mosque as a shelter for victims of the earthquake and tsunami in Padang and provide recommendations to the government of Padang to prepare the mosque as a shelter. Formulation of mosque attributes as a shelter eligibility has been obtained through literature review and interviews. Attributes have been formulated in the form of questionnaires that filled out by prospective refugees of the earthquake and tsunami in Padang . Result of questionnaire has been used to build the House of Quality (HOQ). Furthermore, a SWOT analysis has been conducted to formulate a strategy for local government in an effort to empower mosques as shelters in Padang. This research has resulted 14 attributes of feasibility mosque as a shelter. Attributes divided into seven categories. Strategies that result based SWOT analysis have nine formulations that consists of two SO strategies, four WO strategies, two ST strategies, and one WT strategies. Implementation of this strategies required responsibility and cooperation between government, community, NGO, and leaders. Salah satunya adalah sistem logistik disiapkan bencana. Organisasi Kesehatan Dunia (WHO) telah membagi menjadi 10 kategori logistik termasuk tempat penampungan sementara. Tujuan dari penelitian ini adalah untuk mempelajari atribut yang harus diperlukan untuk masjid sebagai tempat penampungan bagi korban gempa dan tsunami di Padang dan memberikan rekomendasi kepada Pemerintah Kota Padang untuk menyiapkan masjid sebagai tempat berlindung. Perumusan masjid atribut sebagai kelayakan penampungan telah diperoleh melalui kajian pustaka dan wawancara. Atribut telah dirumuskan dalam bentuk kuesioner yang diisi oleh calon pengungsi dari gempa dan tsunami di Padang. Hasil kuesioner telah digunakan untuk membangun Rumah Kualitas (HOQ). Selain itu, analisis SWOT telah dilakukan untuk merumuskan strategi bagi pemerintah daerah dalam upaya memberdayakan masjid sebagai tempat penampungan di Padang. Penelitian ini telah menghasilkan 14 atribut kelayakan masjid sebagai tempat berlindung. Atribut dibagi menjadi tujuh kategori. Strategi yang hasil yang didasarkan analisis SWOT memiliki sembilan formulasi yang terdiri dari dua SO strategi, empat WO strategi, dua strategi ST, dan satu strategi WT. Pelaksanaan strategi ini diperlukan tanggung jawab dan kerjasama antara pemerintah, masyarakat, LSM, dan pemimpin.Kata Kunci : strategi, logistik, masjid, QFD, analisis SWOT

Sumatera is one if the areas that is located in the high land. Geographically, it is lied in the volcanic high land that is formed by Bukit barisan Mountain range Sumatera Barat which is rich in natural resources. But unfortunately, due ti its location, West Sumatera has also potentials to various natural disasters like earth quake, tsunami, landslide, land movement, flood and fire if compared to other areas as mentioned in National Action Plan for Disaster Risk Reduction 2012. There have been many preventive actions that have been done by the government. However, those actions are not accompanied by disaster logistics improvement. Modelling is undergone by optimizing the needs pf disaster logistics by considering the characteristics of disaster prone areas. This research is intended to predict the logistics needs by optimizing the needs of disaster victims in west sumatera. The method used is regression analysis by predicting yearly disaster logistics needs. The result of this research showed that the best mode is Y=401.81 + 0.001X1 + 14.55X6 + 37.58X9 – 10.53X14 with the prediction increase of the logistics needs for about 2.3% every year.

It is possible to carry out logistics operations in a highly efficient and reliable manner with internet of things technologies. These technologies increase the added value of logistics activities and expand their benefits in the supply chain. Logistic activities are a sine qua non of disaster management. The active use of internet of things during disaster preparedness stage, during disaster, and after disaster, in warehouse and material management, fleet and transport management is an important technological milestone which will greatly increase productivity. Right place, right time, right quantity, right quality, and right price rule is known as 5 Right rule in logistics. In disaster logistics, only the price is excluded from these rules because it does not matter if human life is concerned. Strategic approaches, which are provided by IoT technology, are key to efficiently carry out 5 Right rule in disaster logistics.

The success indicators of disaster mitigation can be seen from the disaster logistics system. Effective and efficient distribution network can make a good disaster logistics system. The problem that related to the design of this network is the vehicle routing problem. The objective is determined optimal route of relief distribution from warehouse to victims with minimum time duration. The problem is solved by branch and bound, insertion heuristic, and local search algorithms. The results obtained by branch and bound and local search algorithm are optimal global. Time duration of vehicle using these algoritm is 1.0562 hours. However, computation time using branch and bound algorithm is very long until 22 hours while local search algorithm only takes 60 seconds. The insertion heuristic algorithm also produces a good solution. Time duration of vehicle using this algoritm is 1,1030 hours. This solution is local optimal, but the computation time is very short, only 0.001 seconds.
