The collaboration between the President of Statistics Poland and the President of the National Bank of Poland – a systemic approach

The aim of the article is to present the systemic foundations of the functioning of official statistics and the central bank. The research is based on the analysis of regulations outlined in the Official Statistics Act and relevant provisions of The Act on the National Bank of Poland. Both the conducting of statistical research and developing monetary and banking statistics, balance of payments and establishing an international investment position require a close collaboration between these two institutions, which also happen to be the largest data ‘reservoirs’ under the Polish legal system. A rational legislator acknowledges the necessity to coordinate the activity of the President of Statistics Poland and the President of the National Bank of Poland in the realm of statistical research. This collaboration is bilateral, based on clearly defined competences and other statutory tasks. It also allows the use of statistical data collected, stored and maintained by both institutions and the fulfillment of their constitutional obligations.

An external sector statistics (ESS) technical assistance (TA) mission visited the National Statistics Office of Georgia (Geostat) in Tbilisi, Georgia, during May 6–10, 2019. It was undertaken at the request of Geostat and was a follow up to the TA mission conducted in November 2016. The main objectives of the mission were to assess the Geostat’s progress in the area of external sector statistics (ESS) and provide further recommendations on improving the data collection and compilation for producing the financial account components, including direct investment statistics, in an integrated format. Additionally, the mission worked closely with the National Bank of Georgia (NBG)—the institution in charge of compilation of balance of payments, international investment position (IIP), and external debt statistics—on issues related to reconciliation between the data provided by the Geostat with compiled ESS datasets.

The balance of payments and the international investment position (hereinafter referred to as the IIP) reflect the specifics and peculiarities of the country's economy. However, the data of statistical reports on the economic activities of the country represent only the final formed results for a certain period or date. They do not reflect the nature of the formation of their individual articles. For a deeper understanding of the country's economic processes, it is necessary to analyze the qualitative nature of the formation of the final articles included in the statistical reports under consideration; economic relations due to the flow of direct investment and the role of this flow in reflecting the economic processes of the country.

The aim of the study is to determine the effect of the size and structure of the Polish direct investment on the international investment position of the country. As it turns out, the impact of the Polish direct investment abroad on the Polish international position worsens. The article describes the conditions and the scale of Polish investment abroad in the years 1994—2013. Based on data from the Ministry of Economy, National Bank of Poland and agencies of foreign investment, it was found that Polish entrepreneurs direct their capital mainly in the services sector on the European market.
