Disability and Difference on the New Zealand Frontier

The mid-nineteenth century saw extensive diaspora from Europe to the antipodes. New Zealand in particular was marketed to the poor and middle classes of the United Kingdom (UK) as a “Better Britain”; a pastoral utopia of abundant resources and easy living. These campaigns actively targeted young, able-bodied persons with the aim of creating a thriving and productive colony. The rural community of Milton, Otago, in the South Island, was a farming settlement established predominantly by immigrants from the UK. The University of Otago undertook an excavation at St. John’s Anglican burial ground (SJM) in 2016 with the aim of reconstructing some aspects of the lives of these nineteenth-century European (Pākehā) settlers. One of the 27 individuals recovered, burial 29, was an adult female with a striking thoracic deformity and several other features suggestive of a skeletal growth disorder. Here, we combine multiple lines of bioarchaeological evidence to create an osteobiographyof this individual and discuss the implications of our findings for conceptions of disability, status, personhood, and social value in Victorian frontier society.   Tuhinga whakarāpopoto: Ko te puku o ngā tau o te rau tau 1800 te wā i matua heke ai ngā tāngata nō Ūropi ki te tuakoi tonga o te ao. On the outbreak of war, men from the Dominions were scattered across the British Empire. As each Dominion began recruiting their expeditionary forces at home, the issue arose whether these expatriates, especially those resident in the United Kingdom, should join the British Army or be able to enlist in their Dominion's force. Canada and New Zealand allowed recruiting for the CEF and NZEF in the UK. Many Anglophone White South Africans joined a “colonial” battalion of the Royal Fusiliers. The Australian Government refused to allow Australians in the UK to join the AIF, despite the repeated requests of the Australian expatriate community. This paper examines the questions of British and sub-Imperial Dominion identities as well as the practical policy considerations raised by this issue. It argues that there is some evidence of nascent Dominion nationalism—the Canadian High Commission in London issued what became known as “a Certificate of Canadian Citizenship” to expatriates— but that Dominion Governments generally based their decisions on this issue based on cost and domestic political considerations.

This article examines The Gambia’s campaign from 1977-83 for a new international mechanism to protect human rights in the Commonwealth of Nations. President Dawda Jawara’s crusade for a Commonwealth Human Rights Commission complicates the dominant scholarly interpretation of human rights history, which tends to dismiss or overlook African participation in the international human rights movement. The article explains The Gambia’s display of human rights idealism as a strategy to attract aid and legitimacy in the global arena. It also shows how The Gambia’s project was thwarted by the ‘Old Commonwealth’, including the United Kingdom, Australia, New Zealand, and Canada. Western member states worked together to surreptitiously weaken and defeat The Gambia’s initiative, while deflecting blame and counting on ‘New Commonwealth’ governments in Africa, Asia, the Caribbean, and the Pacific to play the role of antagonist. Overall, the article contends the Commonwealth Human Rights Commission was killed because it threatened illusions and assumptions about the human rights movement that were convenient for western powers. With the use of archival sources from the UK, Canada, Australia, and New Zealand, this article spotlights the need for a more nuanced understanding of African and Global South actors in human rights history.

The debate on the causes and the nature of pellagra in Italy during the nineteenth century resembles and evokes the similar debate on General Paralysis of the Insane (GPI) that was growing at the same time in the United Kingdom. Pellagra and GPI had a massive and virulent impact on the populations of Italy and the UK, respectively, and contributed to a great extent to the increase and overcrowding of the asylum populations in these countries. This article compares the two illnesses by examining the features of their nosographic positioning, aetiology and pathogenesis. It also documents how doctors arrived at the diagnoses of the two diseases and how this affected their treatment.

Purpose – The purpose of this paper is to examine the trends in accounting-education publications and the influence of journal rankings for authors from Australia, Canada, New Zealand and the UK. Design/methodology/approach – The authors included the publications in ten accounting-education journals for the 20-year period from 1993 to 2012. Findings – The data provide insights into the perceptions of accounting-education journals by authors from four countries. The authors found that, while the use of Accounting Education as a publication outlet for accounting authors from Australia and the UK was relatively stable, the use of Accounting Education as a publication outlet increased (decreased) for the accounting authors from New Zealand (Canada). The authors also found that, while coauthoring by the accounting authors from Australia and the UK increased slightly, coauthoring by the accounting authors from Canada and New Zealand increased during the 20-year period. Research limitations/implications – The data suggests a tendency by the authors from these four countries to publish their accounting-education research in journals that had been ranked as a top accounting journal. Originality/value – This paper is the first paper to consider trends in international accounting-education publications. The data in this research can be used by accounting faculty wishing to assess which journals their colleagues publish in most frequently.

AbstractThe University of London was the first institution in the United Kingdom to establish a professorship in Chinese. Within a decade of the first half of the nineteenth century, two professorships in Chinese were created at its two colleges: the first at University College in 1837 and the second at King's College in 1847. Previous studies of British sinology have devoted sufficient attention to the establishment of the programme and the first Chinese professorship. However, despite the latter professorship being established by the same patron (Sir George Thomas Staunton; 1781–1859) during the same era as the former, the institutionalisation of the Chinese programme at King's College London seems to have been completely overlooked. If we consider British colonial policy and the mission of the Empire in the early nineteenth century, we are able to understand the strategic purpose served by the Chinese studies programme at King's and the special reason for its establishment at a crucial moment in the history of Sino-British relations. Examining it from this perspective, we reveal unresolved doubts concerning the selection and appointment of King's first Chinese professor. Unlike other inaugural Chinese professors appointed during the nineteenth century at other universities in the United Kingdom, the first Chinese professor at King’s, Samuel Turner Fearon (1819–1854), was not a sinophile. He did not translate any Chinese classics or other works. His inaugural lecture has not even survived. This is why sinologists have failed to conduct an in-depth study on Fearon and the genealogy of the Chinese programme at King’s. Nevertheless, Samuel Fearon did indeed play a very significant role in Sino-British relations due to his ability as an interpreter and his knowledge of China. He was not only an interpreter in the first Opium War (1839–1842) but was also a colonial civil servant and senior government official in British Hong Kong when the colonial government started to take shape after the war. This paper both re-examines his contribution during this “period of conflict and difficulty” in Sino-British relations and demonstrates the very nature of British sinology.

Purpose There is growing awareness in New Zealand (NZ) of the impact that Autistic Spectrum Disorder (ASD) has on individuals and their families and the ability to engage in health services. Although it is a relatively rare condition, approximately 1 per cent of the population will have ASD, directly affecting approximately 40,000 individuals in NZ. The purpose of this paper is to provide some reflections and questions on what we can learn from a NZ perspective. This is based on an overview of the limited literature around ASD and offending and the author’s experience in the UK working in a medium secure unit. Design/methodology/approach Through a past site visit as part of the annual international conference on the Care and Treatment of Offenders with an Intellectual and/or Developmental Disability in the United Kingdom (UK), the author became aware of the medium secure forensic unit for male patients with ASD at the Roseberry Park Hospital (UK’s Tees, Esk and Wear Valleys NHS Foundation Trust). During the author’s advanced training in forensic psychiatry with the Royal Australian and New Zealand College of Psychiatrists the author was privileged to be able to apply and be accepted for a four-month sabbatical training position at this hospital. Findings Outlined is background information about ASD and review findings from the limited literature on ASD and offending. Also outlined is the author’s learning as a trainee working in medium secure unit for people with ASD who have offended, and finally how this experience may help in the development of services in NZ, given that at this stage such services are under-developed. Originality/value To be able to share the valuable experience and learning opportunity the author was able to have, as well as raise the awareness of ASD generally, and specifically the need for specialist services for the small number of people with ASD who come into contact with Justice Services.

Abstract Non-residential circular construction projects using bio-based materials have been realised in the United Kingdom. Case studies include the Adnams Distribution Centre, the University of East Anglia’s Enterprise Centre and the British Science Museum’s hempcrete storage facility. The bio-based buildings utilise the natural properties of bio-based materials to insulate and regulate internal environments, particularly with reducing fluctuations in temperature and relative humidity, which can be harmful to sensitive stored products and artefacts. Projects have been successful on both on environmental and physical performance levels; however, they have not led to a subsequent proliferation of non-residential large-scale circular projects within the UK using emerging bio-based materials. This study examines why and uses analysis based upon exclusive interviews with key figures associated with bio-based case studies. Challenges faced include the ability to upscale production by manufacturers of bio-based materials, problems surrounding initial costs, gaining accreditation for materials, the vested interests present in the construction industry and levels of knowledge among clients and construction professionals. Potential upscaling solutions identified include long-term financial savings on running costs and high staff productivity, policies regarding grants, incentives and planning applications and local economic regeneration.

The University of Glasgow Library is continuously developing space and services to meet the need of students and researchers in an evolving higher education landscape. We are an evidence-based organisation and have used tools such as ethnography, surveys and focus groups to understand how users interact with the physical and virtual library. We have also introduced new roles and created new partnerships across the University, particularly in the context of the United Kingdom Government’s policy on open access and funder requirements for the management of research data. This paper will focus on how the University of Glasgow Library is adapting to both the dynamic scholarly communications environment and the demands of our national research exercise and evidence from users and changing student needs. Every six years in the UK, there is a national research assessment exercise called the Research Excellence Framework (REF) and measurement of the performance of research outputs is a key part of that exercise. From 1st April 2016, in order to be eligible for the next REF, the accepted final version of journal articles and conference proceedings must have been deposited into an institutional repository within three months of the date of acceptance and made open access. Many research funders, such as the Wellcome Trust, also have policies on open access. The Library, in close partnership with the University’s Research Office, has taken the lead in publicising these policies to ensure that researchers are aware of their responsibilities. It has also developed new functionality in Enlighten, our institutional repository service to support compliance. In 2015, the Library commissioned an in-depth ethnographic study to help us more readily understand the changing needs of students and how they use library space. An overview of the results of this work and our next steps will demonstrate how we are “enabling progress”.

Abstract In this essay we discuss two examples of the influence exerted by the advice of scholars from the United Kingdom on the shaping and management of Spanish collections – those at the Museo de Reproducciones Artísticas de Madrid and the Real Academia de la Historia. We take as the starting point for our study two letters sent by Juan Facundo Riaño to scholars from the UK, both of which provide valuable information on the international networks in operation at a time when some collections – including those dealt with here – were being created or expanded. The first of the letters was sent by Riaño to Austen Henry Layard in 1881; the second was addressed in 1895 to Archibald Henry Sayce.

Five libraries in the UK and the Republic of Ireland - the National Libraries of Scotland and Wales, the university libraries of Oxford and Cambridge, and Trinity College Dublin Library - can claim material from publishers through the Copyright Libraries' Agency, while deposit with The British Library, which maintains the Legal Deposit Office, is obligatory. In spite of problems caused by diverse sources of funding, there is much incentive and pressure to cooperate, and efforts have been made, particularly since 1988, to coordinate the activities of all six libraries. The Mellon Microfilming Project aims to film important scholarly collections in Britain and Ireland to agreed archival standards, and to improve access to the Register of Preservation Microfilms. A Working Group on Legal Deposit identified as areas for fruitful collaboration the coordination of acquisition of serials and of some types of monograph, and retention policies; some savings have already been made. A third exercise, a pilot project for shared cataloguing, aimed to maximize the utility to all libraries of the BL's National Bibliographic Service and minimize costs in the participating libraries; the Shared Cataloguing Programme itself started in September 1993.
