Prorector for research and development at UiT The Arctic University of Norway informs about the institution's new Open Access Policy, in which Rights Retention takes a prominent place. All authors employed by UiT retain the rights to their peer-reviewed manuscripts, which can now be uploaded and be made available without any embargo period in the institutional repository, Munin, regardless of the policies of the publisher. In case an individual author refuses, (s)he is free to opt out, but no publisher shall have the right to force her/him to not make a manuscript publicly available in green open access through the institution's open repository. This paper aims to examine the growth of IR in the East Africa region (Tanzania, Kenya, and Uganda) from 2010-2020. This study adopted a content analysis methodology. Data for this study was extracted from OpenDOAR (Directory of Open Access Repository), ROAR (Registry of Open Access Repository) and repositories websites to identify the language used, subject covered, software used and types of content that are found in East African repositories. The findings of this study reveal that East Africa region had a total number of 66 repositories, which are registered in OpenDOAR. Kenya is a leading country in the region by having 42 repositories, followed by Tanzania with 14 repositories and Uganda have 10 repositories. The findings show that there is an increase number in the of repositories in the region from 4 in 2010 to 66 in 2020, however the growth is low compared to other parts of the world like Europe, Asia, and America. The study shows the need of librarians, researchers, stakeholders, and East Africa governments to come together to overcome the challenges that hinder the growth of repositories in the region. Mandate policies formulation, training, fund support, OA awareness and technical support are needed in overcoming those challenges. Indonesia is one of the countries that implement Institutional Repositories (IR) in their academic world. According to the National Library of Indonesia, there are more than 7890 academic IR in Indonesia. However, there is no research investigating the institutional repository's security aspect in the Indonesian academic institutional repository.  This paper will explore Indonesian academic IR's security by examining how to secure a connection between the network with encrypted communication to ensure that an intruder does not compromise the relationship between the server and the browser. This research's methodology is conducting experimental on the best institutional repository in Indonesia involving a private and public university. Some serious finding is that most Indonesian Academic Institutional Repositories have vulnerable security issues in their SSL and TLS and can cause a severe problem for their information asset's security in the future. The conclusion is that Indonesian academic institutions' security is not secure, and they need to consider this issue seriously. Create better security intervention for IR with the latest high-quality technology and policy to protect the information asset such as user, administrator, and visitor personal data and valuable digital objects in Indonesian academic IR.

Institutional Repository merupakan salah satu sarana yang diperlukan oleh Perguruan Tinggi untuk mengakses menyimpan, mempublikasikan karya-karya ilmiah sivitas akademika secara digital seperti artikel jurnal, e-book, hasil tugas akhir mahasiswa maupun hasil karya ilmiah lainnya. Metode yang digunakan untuk mengembangkan aplikasi repository ini menggunakan metode Waterfall yang memiliki model pengembangan sistem informasi yang sistematik dan terdiri dari tahapan analisis kebutuhan, desain prototype perangkat lunak, implementasi, pengujian perangkat lunak sampai dengan pemeliharaan perangkat lunak. Software yang digunakan dalam mengembangkan aplikasi repository ini menggunakan Dspace. Tujuan penelitian ini adalah membangun aplikasi Institutional Repository guna mendukung  smart campus khususnya di Politeknik Enjinering Indorama. Smart campus memadukan sistem pembelajaran dan sarana menyimpan data dengan penggunaan teknologi informasi, smart campus memiliki fasilitas teknologi informasi seperti e-learning, website kampus, e-library, institutional repository dan berbagai layanan informasi lainnya. Hasil penelitian ini berupa aplikasi institutional repository yang bisa digunakan oleh seluruh sivitas akademika baik di lingkungan Politeknik Enjinering Indorama maupun masyarakat luas khususnya di Desa Kembangkuning.

Abstract The purpose of the study is to present a model plan for developing an effective digital maintenance system with the help of institutional repository software in university library premises. This work is an investigative study of digital maintenance activities for sustainable development of the digital publications and intellectual outputs of universities in Bangladesh. The researchers investigated the university and university website and found that only 11% university libraries were active in preserving their digital resources while 89% of university libraries were either in the dark or less reluctant to adopt the system. Researchers realized that due to lack of proper guidelines and an ideal model plan, most of the university libraries were far behind in adopting a repository system for safeguarding their intellectual outputs. Hence this study describes a model plan for the university libraries of Bangladesh to create a sustainable preservation system easily and effectively. The model plan in this study was based on observation and review of the literature in the concerned field. All university authorities can follow the mentioned model for sustainable maintenance of their intellectual digital assets.

User experience with intuitive and flexible digital platforms can be enjoyable and satisfying. A strategy to deliver such an experience is to place the users at the center of the design process and analyze their beliefs and perceptions to add appropriate platform features. This study conducted with focus groups as a qualitative method of data collection to investigate users’ preferences and develop a new landing page for institutional repositories with attractive functionalities based on their information-structural rules. The research question was: What are the motivations and experiences of users in an academic community when publishing scientific information in an institutional repository? The focus group technique used in this study had three sessions. Results showed that 50% of the participants did not know the functionalities of the institutional repository nor its benefits. Users’ perceptions of platforms such as ResearchGate or Google Scholar that provide academic production were also identified. The findings showed that motivating an academic community to use an institutional repository requires technological functions, user guidelines that identify what can or cannot be published in open access, and training programs for open access publication practices and institutional repository use. These measures align with global strategies to strengthen the digital identities of scientific communities and thus benefit open science.
