From the early days of my career as an educator, I recall a discussion with students about their service-learning experiences in the community. “What I learned is that I really don’t like poor people,” one student said, without rancor. Chuckles of acknowledgment could be heard around the classroom. As a young teacher trying to learn how to facilitate reflection, I suddenly saw a space open up in the conversation for possibilities. One student’s honesty had allowed all of them to consider, without the anxiety of judgment, what they thought about what was going on inside themselves. Something had happened. That something was civic engagement.

<p>Higher education serves as an agent of social change that plays a significant role in the development of socially conscious and engaged students. The duty higher education has toward society, the role for-profit educational institutions play in enhancing the public good, and the prospect of making social change an element of these providers’ missions are discussed. Laureate’s Global Citizenship Project is introduced, highlighting the development of the project’s civic engagement rubric and the challenges of assessing civic engagement.</p>

One of the fundamental questions of power in the pedagogy of community-based research (CBR) is who gets to decide what is research worthy and what is the focus of CBR questions? The reality of the power imbalance in community-based research and learning is often reflective of a systemic disengagement with the broader community. Even when instructors and administrators are intentional in how they solicit feedback or think through the impact of their work, they may not know the neighbourhood. Prioritising the voice of community partners does not provide a simple solution, as the individuals we work with to organise community-based learning opportunities may not be residents of the neighbourhood. This article adopts a theory-building approach to this crucial question. Building on the work of Boyte (2014) and Honig (2017), community-based research is reoriented as ‘public work for public things’ (Haarman 2020). After establishing the ‘public work for public things’ framework, the article explores how this new framework impacts collaborative research by addressing the power differential and creating new lines of inquiry – specifically the practice of ‘elicitation of concerns’. Through the lens of critical service-learning pedagogy (Mitchell 2008) and a practitioner-scholar framework (Lytle 2008; Ravitch 2013; Salipante & Aram 2003), we then interrogate two community-based research courses we have recently taught, examining how a ‘public work for public things’ approach would have altered the course and its methods.

In Chapter 4, data collected through ethnographic research and structured interviews are used to argue that new media tools when used, can profoundly alter social and political practices in Kuwait. Internet use removes inhibitions, gives the public a voice, encourages people to demand access to current, transparent news and information, and enables citizens to become more engaged and active in the world. In the words of one 55 year old female Kuwaiti participant, the Internet “opens the eyes of the younger generation and because of this, they find more freedom to exercise and they can compare freedom in their countries to that in other countries” (Interview, July 2009, Kuwait City). Explanations for the increasingly volatile political and social environment in Kuwait are explored in light of new media use. The persistence of patriarchy in spite of enhanced civic engagement reveals the puzzling nature of oppositional compliance in the emirate.

The Internet has often been heralded as a tool for e-governance and public action because of its ubiquity, accessibility, and the ability for users to participate in online expressions of opinion. In this chapter we discuss the potential for the Internet to function as a public space for facilitating civic engagement. While we draw from the seminal work of Jurgen Habermas to identify the preconditions for the functioning of a “public sphere,” we address four distinctly different approaches to the discussion of the Internet’s role as an effective tool for deliberative democracy by highlighting the contributions of scholars and practitioners who engaged in a dialog on the topic at a symposium held at Temple University in Philadelphia, Pennsylvania, on March 25, 2010.

The gendered maxim ‘men must work and women must weep’ comes from Charles Kingsley's 1851 ballad 'The Three Fishers'. Virginia Woolf appropriated 'Women Must Weep' for early version of Three Guineas, serialised in The Atlantic Monthly (1938). This chapter argues that the public nature of Woolf’s polemical anti-fascist essay may, concurrently, be read as a more intimate document about personal grief and grievance. For Woolf her sister, Vanessa Bell, was the weeping woman, devastated by the tragic death in 1937 of Julian Bell in the Spanish Civil War. Duncan Grant drafted posters (reproduced here) to raise money for refugee Spanish children, employing the trope of mothers cradling babies. Woolf’s contemporary, the German artist Käthe Kollwitz, a mother bereaved twice by war, repeated the poignant pietà image in numerous anti-war pieces. Picasso, inspired by Dora Maar whom he regarded privately as ‘the weeping woman’, created sixty mater dolorosa works in preparation for his immense elegiac public work, ‘Guernica’ (1937). The chapter traces the powerful aesthetic of the sorrowful mother as a European anti-war figure. It concludes by considering how this iconography has been used cross-culturally and trans-historically. The pietà has been gender-flipped, adapted and plagiarised in war photography, murals, comic books, manga, fashion, film and video.
