This article reports on a conference workshop conducted at CYTO 2018. During the workshop a new Open Science forum "CYTO Lab Hacks" has been launched within the International Society for the Advancement of Cytometry (ISAC). Its goal is to serve as an open, transparent, sustainable and accessible forum for innovation-exchange in cytometry. Here we report the captured status quo, the perceived requirements of the members in relation to open innovation sharing and dissemination and publicize the format of "CYTO Lab Hacks".

This article reviews China's rise in the context of Status Quo or Power Transition in international society. A growing power strives to gain its power, prestige, and position among the comity of nations. A rising power can be a rival, or it supports the status quo of global governance. This review showed that there is no power transition in the global order whereas, Beijing is willing to engage or cooperate with the USA and existing institutions to keep the status quo of the power. China is not in a hasty mood to replace the American global order, but it will continue to push softly for multipolarity.

There is no body that has the legal right to exercise agency on behalf of international society (IS), even though the notion of “society” encapsulated in IS is, in principle, close to that conveyed by bodies such as clubs and associations that can be represented by, for example, a board of directors or governing committee. Some have argued that the UN or the Security Council can exercise agency on behalf of IS, but in view of the “underinstitutionalization” of IS in the UN, a more interesting possibility is that groups of states may authorize themselves to act on the behalf of IS as “coalitions of the willing.” However, the contrasting experience of the Gulf War of 1990/91 and the Kosovo campaign of 1999 suggest that the degree of ideological coherence of the coalition in question is an important variable here - in 1999, NATO was able with some plausibility to represent the wider international society because of its commitment to certain core democratic values, while in 1991 the Gulf War coalition could only act conservatively in restoring the status quo because of its diverse nature.

Dieser Beitrag nähert sich dem Thema Open Science aus der Perspektive der konzeptionellen Vorbereitung einer umfassenden Technikfolgenabschätzungsstudie. Es werden vier Dimensionen des Konzepts der Offenheit von Wissenschaft unterschieden: freier Zugang, öffentliche Kommunikation, offene Kooperation und die Überwindung gesellschaftlicher Subsysteme. Es wird des Weiteren eine sinnvolle Abgrenzung des Untersuchungsgegenstandes Open Science vorgeschlagen, die bei einer TA‑Studie berücksichtigt werden müsste. Nach einer kurzen Darstellung des Status Quo für drei typische Konkretisierungen von Open Science (Open Access, Open-Peer-Review, Wissenschaftsnetzwerke) werden vier Szenarien der zukünftigen Entwicklung von Open Science zur Diskussion gestellt.

Open science is a powerful way to discover and disseminate new knowledge. But the very norms that animate open science can sometimes inhibit its subsequent commercialization. There exists a Valley of Death between the culmination of a scientific project, and the later commercial use of that science. While a fundamental knowledge of how a technology works may have been achieved, there is far too little known for businesses to invest in developing that knowledge further. And the best use of a new discovery often is unknown to those who first discover it. This is where open science must start to give way to Open Innovation. IMEC and CERN’s ATTRACT project provide two examples wherein a strong culture of open science co-exists with a thriving Open Innovation culture as well to traverse the Valley of Death

RESUMO Este trabalho examina o potencial para colaboração entre profissionais da ciência formal e grupos frouxamente conectados online que empregam crowdsourcing para gerar recursos de informação digital.  Quais são as diferenças entre os modos preferidos de governar a criação do conhecimento de cientistas e de outros grupos online? Faz-se uma distinção entre modos de governança constituídos e adaptativos, e as similaridades e diferenças entre o entendimento dos dois grupos a respeito da curadoria, verificação e abertura da informação são consideradas.  Sugere-se que a ciência aberta precisará tornar-se mais flexível, se for para construir colaborações com grupos frouxamente conectados em termos equitativos, respeitando seus respectivos valores e de modos que maximizem suas contribuições para a solução de problemas sociais.Palavras-chave: Ciência Aberta; Crowdsourcing; Informação Digital; Big Data. Governança; Autoridade; Curadoria.ABSTRACT This paper examines the potential for collaboration between formal science professionals and loosely connected online groups that employ crowdsourcing to generate digital information resources.  What are the differences between scientists’ and other online groups’ preferred modes of governing knowledge creation? A distinction is drawn between constituted and adaptive modes of governance and similarities and differences between the two groups’ understandings of information curation and verification and openness are considered. It is suggested that open science will need to become more flexible if it is to build collaborations with loosely connected groups on equitable terms that respect their respective values and in ways that maximise the contributions of these groups to social problem solving.Keywords: Open Science; Crowdsourcing; Digital Information; Big Data; Governance; Authority; Curation.

Der vorliegende Beitrag beleuchtet die Entwicklung und den Status Quo von Repositorien in Österreich. Diese haben mit dem Hochschulraumstrukturmittelprojekt e-Infrastructures Austria einen wichtigen Impuls bekommen. Während in den Jahren nach der „Berliner Erklärung über den offenen Zugang zu wissenschaftlichem Wissen“ (2003) vor allem die Bereiche Publikationen und Green Open Access bearbeitet wurden, rückten in jüngster Zeit insbesondere durch die European Open Science Cloud (EOSC) auch Forschungsdaten zunehmend in den Fokus des Interesses. Dieser Aufschwung spiegelt sich auch in der laufenden Steigerung der im Directory of Open Access Repositories (OpenDOAR) und im Registry of Research Data Repositories (re3data.org) erfassten österreichischen Repositorien wider. Mittels statistischer Auswertungen wurde erhoben, welche Dokumententypen in diesen Repositorien aufgenommen werden, welche Fachgebiete sie repräsentieren, welchen Umfang sie aufweisen, welche Software eingesetzt wird, ob bereits notwendige Schnittstellen (wie z.B. OAI) vorhanden sind und welche Policies für die jeweiligen Repositorien verfolgt werden.
