Purpose Small organizations within profit maximization supply chains form industrial clusters to share resources. They mainly deliver products and services in a reactive manner, where the cluster is only facilitating. However, the cluster management can lead business development and assign work packages intelligently to appropriate cluster members by respecting collaboration and innovation. This upgrade of the cluster management requires a systematic approach. Therefore, the intelligent Cluster Assignment Tool concept is developed and an illustrative example is given. The paper aims to discuss these issues. Design/methodology/approach Interviews and workshops were used to isolate the hierarchy of the assignment model, supported by a literature research. Fuzzy analytic hierarchy process method was applied to determine weights, consolidating data delivered by members of a Turkish aviation and defence cluster. The approach was discussed at the IEEE 2016 ICE Conference in Norway with experts to assess regional restrictions. Findings Cluster members are actively looking for possibilities to enhance innovation potential that they are ready to participate in systematic approaches. Cluster organizations can differ by leading their members actively, when respecting all isolated dimensions of assignment. This can lead towards a cooperation base enhancing the potential for innovation and new product development (NPD). Research limitations/implications The illustrative example indicates a good fit to clusters without a dominant anchor firm. The generic framework was deliberated on cross-sectional perspective as satisfactory to be applied to different sectors in developing economies. Practical implications This paper helps clusters and small organizations to upgrade for innovation. Furthermore, it delivers a strategic tool supporting organizational transformation, preventing the price trap as well. Originality/value This approach is focussing on multi-criteria assignment across cluster members, upgrading it to a united organization. It delivers a strategic framework for cluster management, building a collaboration environment leading to innovation and NPD.

Significant institutional weaknesses of the formation of the management structure of an industry cluster are revealed, the possibility of engineering new structures of governance based on the principles of innovative management is identified. Feature of industrial clusters is the need and necessity of innovation that permeates all structures of the cluster management and all the processes of cluster management and, in turn, creates the preconditions for the formation of business entities the ability to successfully overcome a crisis situation. The purpose of the work is to develop the improved construction of innovational sectorial clustering with the use of effective centralized system of management of cluster business processes, based on diffusion of innovational technologies and their production embodiment. A typical structure of sectorial cluster management does not allow determining goals, tasks, tools, and mechanisms of innovational development of sectorial cluster’s enterprises. Drawbacks of the typical structure of sectorial cluster management are as follows: lack of representation of the scheme of cooperation between cluster members and external environment, format of development of interrelations between cluster’s elements in the sphere of information exchange, movement of material flows and financial resources, lack of formed areas of responsibility and matrices of competences of cluster members in various scenarios of development of external environment. The “structural imbalance” in the system of management of sectorial cluster is determined, which consists in elaboration of production and functional structure and “fuzziness” of responsibility for cluster activities efficiency. The use of the improved innovational construction of sectorial cluster management will eliminate structural imbalance in the process of management of sectorial clusters and increase effectiveness of their activities under the conditions of turbulent development of external environment.

A cikk azt a kérdést vizsgálja, hogy milyen szerepet töltenek be a multinacionális vállalatok leányvállalatai a hazai klaszterekben, milyen a kapcsolatuk a klasztertag kis- és középvállalatokkal többek között a közös innovációban, a tudásközvetítésben, a klaszterek reputációjának növelésében. A felderítő kutatás a témát a hazai klaszterfejlesztési program, a Pólus Program által életre hívott három, úgynevezett akkreditált klaszter menedzsereivel, a klasztertag multinacionális vállalatok (MNV-k) hazai leányvállalatainak képviselőivel és a klasztertag KKV-k vezetőivel készült interjúk alapján mutatja be. A téma relevanciáját a program által potenciálisan indukált együttműködési folyamatok adják, mivel a klaszterfejlesztési pályázati konstrukciók úgy lettek kialakítva, hogy a klasztertag KKV-knak érdemes legyen nagyvállalatot is bevonniuk a közös innovációs és kutatás-fejlesztési projektekbe. A kutatási eredmények alapján az MNV leányvállalatainak leginkább a globális trendek és standardok klaszterbeli elterjesztésében van meghatározó szerepük, illetve a KKV-k és leányvállalatok közötti üzleti kapcsolatok alakításában kiemelt szerepe van a klasztermenedzsment szervezet tevékenységének. / === / The paper focuses on the topic which deals with the role of subsidiaries of multinational companies (MNC’s) in Hungarian industrial clusters in the fields of common innovation, knowledge transfer, and increasing the cluster’s reputation. The findings of the paper are based on an explorative research. Interviews were made with cluster managers, representatives of MNC’s subsidiaries, leaders of small and medium size (SME’s) enterprises operating in three accredited clusters created by the Hungarian cluster development program, the Pole Program. The relevance of the topic is given by the Program, which has induced potential cooperation between MNC’s subsidiaries and domestic SME’s in cluster environment in a way so the members of the cluster – SME’s and subsidiaries – were driven to cooperate in common innovation and R+D projects. The author’s research results suggest that MNC’s subsidiaries in Hungarian clusters seem to play a key role in the dissemination of global industrial trends and standards between the cluster members. The national cluster management organization can also play a decisive role in shaping business relationship between MNC’s and SME’s.

Subject. This article deals with the simulation technologies based on the principles of stochastic optimization. They can bring a significant financial effect in the planning of investment development of both individual innovation and industrial clusters and federal districts of the country. Objectives. The article aims to investigate the mechanisms of inter-cluster cooperation within a single district. Methods. For the analysis, we used a stochastic optimization model in view of economic, financial, information, and logistics inter-cluster cooperation within a single federal district. Results. The considered stochastic optimization model of economic, financial, information, and logistics inter-cluster cooperation shows that the increase in fixed investment does not always cause population growth in the federal district regions. Conclusions. The use of a digital twin mechanism of inter-cluster cooperation can help avoid premature unreasonable public policy management decisions regarding the further development of innovation and industrial clusters.
