With the creation of the Human Rights Council Universal Period Review, its Working Group established in accordance with Human Rights Council Resolution 5/1 of 18th June, 2007 held its fourth session from 2nd to 13th of February, 2009 to review the human rights record of countries including Nigeria.2 In preparation for the review, the Government of the Federal Republic of Nigeria had constituted a broad-based UPR National Consultative Committee tasked with the responsibility of compiling its first national report on the steps taken as well as the challenges faced in the fulfilment of its treaty obligations. The Committee which comprised representatives from diverse stakeholders working for the promotion and protection of human rights in Nigeria subsequently convened the National Consultative Forum (NCF) and after series of meetings, produced the country’s first UPR national report, through a consultative process that climaxed in a national validation conference. During the deliberation of the forum, every human rights issue was openly discussed and participants were able to express their views freely. The outcome of the NCF is faithfully reflected in the national report.

Abstract In the two decades following the 1955 Asian African Conference in Bandung, Asian and African jurists sought to reshape international law to better incorporate the aspirations of formerly colonised peoples. The Asian-African Legal Consultative Committee (AALCC), founded one year after the Bandung Conference, helped formulate a common Afro-Asian and Third World international legal agenda by bringing together jurists and ideologically diverse Asian and African governments while collaborating with UN institutions working to codify and develop international law. The AALCC’s work and the contemporaneous writings of African and Asian jurists reveal a shared ambition to weaken the international protection of foreign-owned property by pursuing a legal agenda anchored in the structure and principles of the post-World War II international legal system. The Afro-Asian international legal agenda combined efforts to eliminate pre-war rules incompatible with the foundational principles of the UN Charter while elaborating the content of these principles through UN institutions.

Penelitian ini bertujuan untuk menganalisis tata kelola Institutional Repository UIN Sunan Kalijaga dengan menggunakan model Open Archival Information System (OAIS), sebuah model pengarsipan dari Consultative Committee for Space Data System (CCSDS) yang telah diakui International Standart Organization (ISO) sebagai standar internasional 14.721 yang dapat digunakan untuk perpustakaan digital yang menekankan pada fungsi preservasi. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan meninjau beberapa document terkait. Data yang terkumpul kemudian dianalisis melalui proses reduksi data, penyajian data, verifikasi serta penarikan kesimpulan. Uji keabsahan data dilakukan dengan triangulasi dan member check. Hasil analisis menunjukan pengelolaan Institutional Repository UIN Sunan Kalijaga Yogyakarta memenuhi komponen model OAIS; mulai dari lingkungan luar sistem, lingkungan dalam sistem, hingga kemasan informasi dan objek. Beberapa unsur masih perlu dilengkapi, misalnya variasi koleksi, pemantauan terhadap anggota, pengembangan desain kemasan, rencana migrasi, serta negosiasi kesepakatan/perjanjian penyerahan materi. Serta beberapa unsur lain yang perlu dilengkapi agar model OAIS dapat menjadi standar yang ideal bagi tata kelola Institutional Repository UIN Sunan Kalijaga Yogyakarta, dan dapat menjadi acuan bagi institutional repository lain yang ingin mengembangkan tata kelola perpustakaan digital yang menekankan preservasi data.
