Changing economic conditions over the past two decades have created incentives for sell-side analysts to both provide their institutional clients tiered services and to streamline their written research process. One manifestation of these changes is an increased likelihood of analysts’ issuing earnings forecasts for multiple firms on the same day. We identify this bundling property and show that bundling has increased steadily over time. We provide field evidence that the practice is a cost-saving measure, a natural by-product of analysts focusing on thematic research, and a reflection of forecast updating that occurs in advance of important events. Our empirical analyses show that bundled forecasts are less accurate, less bold, and less informative to investors than nonbundled forecasts. We also find that analysts who produce bundled forecasts provide valuable specialized services to their institutional clients. Our findings ultimately demonstrate that forecast bundling has important implications for the properties of analysts’ forecasts. This paper was accepted by Shiva Rajgopal, accounting.

The Government of Badung Regency provides public services, both in the forms of services and goods, to its community as part of its duty in performing governance. In the implementation, such public services are regulated in regulation which is derived from the existence of policy in the delegation of authority. The regional regulation as such is containing what so called the substance materials. The substance materials of Regency/City Regional Regulation mean that such regulation contains typical substance materials that are not contained in other Laws and Regulation both in the local and central level. The formulations of legal norms in the Regional Regulation are conducted by using the single and pairs formulations. The targets that will be realized, the scope of regulation and drafting direction of Regional of Badung Regency on Public Services, among others: scope of public services, integrated service system, guidelines for the standrad services preparation, the proportion of community groups and categories in a tiered services and community participation in performing the service.

AbstractThe presence of the Social Security Agency (BPJS) actually Health aims to provide a guarantee that participants benefited the maintenance and protection in fulfilling the basic needs of health. Practice, some participants often complain of the long bureaucratic process that must be taken in order to take advantage of these services, particularly for patients at the Hospital (RS). Manage system of care that is applied BPJS require tiered services through Health Care Providers (PPK) Level 1 with a health center, clinic or family doctor. Given, RS is not a big health center that accepts all patients with various forms of health insurance, the participant must be filtered out by primary care in PPK 1. The ideal process is applied BPJS This of course requires a lengthy bureaucracy and a long time. It is often felt to participants BPJS too wordy so make impatient. Although for emergency patient's condition, as the KDP RS Level 2 can accept patients directly without a referral from the KDP 1, but a healthy perception of pain and emergencies often disagree among participants BPJS and RS. This is what often leads to BPJS Health care gap, causing discomfort on both sides. Research conducted the survey with tools to guide the interview questionnaire. Subjects were residents of the city of Depok with inclusion criteria who have received health care at the hospital BPJS a maximum of three months. Sampling is done incidentally during one week in Depok City residents (11 districts). The final results of this study are expected to be input for BPJS Health in improving the quality of health services to the community.Keywords: BPJS, 2nd Provider, Utilization.
