This essay coins and conceptualizes the term “publicwashing.” In educational systems and organizations, publicwashing is a symbolic communication that emphasizes organizational publicness for the purpose of a superficial repair of reputation. The essay defines publicwashing and describes its motives and manifestations. Additionally, it illustrates publicwashing by discussing the concept in the context of the U.S. charter school reform. Adopting the lens of symbolic communication in the charter school case illustrates how the discrepancy between the “public” label and private characteristics of charter schools is managed through public relations. Future studies of publicwashing in education can further apply the symbolic communication approach to various cases, contexts, and deceptive strategies.

This essay calls for the development of a rural philosophy of education and outlines considerations toward that end. Questioning the applicability of current school reform initiatives to rural education, the essay draws on the work of rural philosopher Wendell Berry, educational historian Paul Theobald, and other rural scholars to outline considerations for the development of such an education philosophy. Education policy issues, rural history, and current economic, political, and cultural challenges are presented. Differences, strengths, and needs of rural education are highlighted as considerations that must be addressed in the formation of a philosophy of rural education.

AbstractWell-established evidence of the ill-effects of exclusionary school discipline, its disproportionate use on students of colour, and association with the “school-to-prison pipeline” has, in the last decade, led to systemic reforms in the United States, which are successfully reducing exclusion and improving outcomes. Few studies, however, have similarly investigated overrepresentation in Australia, with little attention to systemic reform as a result. In this study, we analysed suspension, exclusion, and enrolment cancellation rates in Queensland (QLD) government schools between 2013 and 2019 and found Indigenous students were consistently overrepresented. Suspension incidents proportionate to enrolments increased for all students, but this increase was faster for Indigenous than non-Indigenous students and driven primarily by steep rises in short suspensions during primary school (Preparatory-6). Exclusions increased—again disproportionately—for Indigenous students, chiefly in secondary school (7–12). During 2019, Physical Misconduct had the highest incident rate for both groups; however, Indigenous students were most overrepresented in suspensions for Disruptive/Disengaged behaviours. Further, while Indigenous students were overrepresented in all QLD regions, one region’s Indigenous suspension rate was higher than all others despite no difference in the distribution of Indigenous/non-Indigenous enrolments across regions. The scale and nature of Indigenous overrepresentation in exclusionary discipline incidents in QLD indicate clear need for further research to secure political commitment to systemic inclusive school reform, as well as to produce high-quality evidence capable of guiding that reform.

The purpose of education and school reform is a topic of constant debate, which take on a different perspective depending on the motivation of those calling for change. In the Australian context, two of the loudest school reform agendas in the early 21st century center on school autonomy and social justice. The school autonomy agenda focuses on freeing up schools from the centralized and bureaucratic authorities, enabling them to respond to the local needs of their students and school community. Social justice reform focuses on equity, including lack of opportunity, long-term health conditions, low educational attainment, and other intersecting inequalities, and practices of care and nurture that focus on emotional, behavioral, and social difficulties in order to address the disadvantages and inequalities experienced by many students and families. In the early 21st century, school autonomy and social justice reform have been engulfed by neoliberal ideology and practices. Schools are encouraged to engage in a culture of competitive performativity dictated by market-driven agendas, whereas equity has been transformed by measurements and comparisons. Neoliberalism has been heavily critiqued by scholars who argue that it has mobilized the school autonomy agenda in ways that generate injustice and that it fails to address the social issues facing students, families, schools, and the system. Schools are committed to care and social justice, and, when given autonomy without systems-level constraints, they are adept at implementing socially just practices. While the neoliberal agenda focuses on the market and competitive performativity, the premise of school autonomy is to empower school leadership to innovate and pursue opportunities to respond more effectively to the needs and demands of their school at the local level. Schools are implementing social justice practices and programs that introduce responsive caregiving and learning environments into their school culture in order to address the holistic wellbeing and learning needs of their students and school community. With an increasing commitment to addressing disadvantage through the provision of breakfast food, schools are creating wraparound environments of nurture and care that have become enablers of students’ learning and of their connectedness to school and their local community. Adopting a whole-school approach, principals have demonstrated how social justice and school autonomy reform has aligned to address the overall educational commitment to excellence and equity in Australian education.

Well-being is an increasingly important topic of schooling policy and research internationally. While the concept of well-being is understood in various ways, little attention has been given to its cultural aspects. The convergence between culture, well-being, and learning is being realized, and the concept of cultural well-being presents new insights relevant to ongoing school reform efforts. Cultural well-being is a nascent concept in education considered to relate to students’ sense of connection to school, people, places, and cultures. A typology of cultural well-being produced from an Australian study of teachers’ perceptions depicts three prominent interpretations of culture: (a) school culture, (b) processes of recognition, and (c) cultural participation and production. The typology of cultural well-being enables the interrogation of complex power relations, revealing some of the ways that schools continue to reproduce social and cultural inequalities. The application of a typology of cultural well-being illustrates the interplay between school culture, recognition, and cultural participation and can support international initiatives to reform schooling with a greater emphasis on the well-being of all students, potentially addressing and reducing inequalities.

Theories of market-based school reform suggest that teacher labor markets may be inefficient because schools lack autonomy to incentivize performance in hiring, retention, and compensation. We test this empirically by comparing teacher exits in the deregulated market of New Orleans with neighboring traditional school districts. We find that the relationship between teacher performance and retention is stronger in the deregulated market. We also find positive associations between salary and performance, but only when teachers transfer from one charter school to another. While teacher retention is more closely tied to performance in New Orleans, this did not yield a net gain in teacher quality, because new teachers in New Orleans were of lower average quality than their peers in neighboring districts.
