Abstract Pandemic financing has in the current climate of disruption and turmoil of an ongoing global pandemic become the most highly debated and controversial issue within the field of international public health law and policy. From the perspective of international public health law and policy, a precondition for success is that financial resources and funds are employed in an effective manner. Whether the International Bank for Reconstruction and Development (‘World Bank’ or ‘WB’) and the Pandemic Emergency Financing Facility (‘PEF’) – a financing mechanism housed at the WB – may be perceived as effective public health players shall be established by referring to their mandates, their inherent capacity for enhancing accepted global legal standards and rules on public health and their funding methods and practices. After the affirmation and consolidation of its role in the public health sector in the early 1990s, the WB has rapidly accredited itself as the most active intergovernmental institution dealing with pandemic and epidemic financing. Its direct involvement in public health trust funds, such as the Avian Flu Trust Fund Facility and the Health Emergency Preparedness and Response Multi-Donor Fund (the HEPRF), and its lending practices and internal policies and procedures were of crucial significance in this respect. Considering that acceptance of international institutions, including international financial institutions, has always been conditioned by their acknowledgment as legally legitimate, legitimacy is regarded as closely connected to effectiveness. The criteria for establishing legitimacy in relation to international financial institutions are increasingly, amongst others, the respect and promotion of rule of law standards in the recipient states. From this perspective, the WB’s functional and management structures, but not the PEF’s structures and management, have made noteworthy progress, and notwithstanding some deficiencies and peculiarities they present several elements of legitimate decision-making.

The recent continuously emerging rampancy of novel coronavirus (SARS-CoV-2) that started in Wuhan in late December 2019 has become an international public health emergency and is still spreading rapidly in the world. Up to October 11, 2020, 37.109.6851 confirmed cases of COVID-19 have been announced with 2.8 percent death, which means 1.070.355 confirmed death cases. At the moment, a specific vaccine or drug for the new coronavirus is not available; thus, the development of a drug with far-reaching HCoV inhibitory activity is an urgent medical need. It is, however, vital to first comprehend the nature of this family and other coronaviruses that have caused the outbreak. Here, we relate the epidemiological and virological characteristics of the COVID-19, SARS, and MERS rampancy.

The increasing threats of emerging and reemerging infectious disease outbreaks demand research and development (R&D) of effective and fit-for-all-purpose tools and technologies for international public health security. Recent advances in biomedical engineering, mostly related to the convergence of communication and network technology in health, i.e., mobile health with microfluidic Lab-on-a-Chip technology can improve the international public health crises and employ in international public health security. Lab-on-a-Chip technology is now commonly found in most research centers, hospitals, and clinics where health care infrastructure is weak, and access to quality and timely medical care is challenging. Microfluidic devices—also known as Lab-on-a-Chip (LoC)—are an alternative for accessible, cost-effective, and early detection medical trials. The mHealth-based microfluidic LoC technology has been under rapid development, and they are becoming influential tools in a wide range of biomedical research and international public health applications. The perspective in this chapter demonstrates a potentially transformative opportunity for the deployment of mHealth with LoC with the fabrication protocols and their potential for strengthening and improving the international public health security. This attempt is not conclusive and exhaustive, and it is anticipated that such a discussion will enable the exchange of ideas between biomedical engineering, microfluidic LoC technology professionals, international public health, and health security experts.

The disease pandemic caused by the new Coronavirus - SARS-Cov-2 is characterized as one of the biggest international public health problems in recent decades. This study aimed to perform a narrative review of the evidence described on the impact on mental health of health professionals who work in care practice related to Covid-19. The articles showed that the problems faced by health professionals during the pandemic can lead to exhaustion of the team, physical and mental exhaustion, contributing to the development of psychological problems.   KEYWORDS: Covid-19; Mental health; Health professionals.
