Using cross-sectional data obtained through carrying out a sample survey conducted during 2018, we examined the perception of farmers and millers about the paddy and rice procurement system and its feasibility. A probit model was employed to ascertain the factors influencing the likelihood of participating in the procurement system by farmers from two districts of Bangladesh. The results showed that the government procurement system has significant impacts on both the participant farmers and millers. The farmers and millers' net profit was TK 4,205 and TK 3,930 by selling a ton of paddy and cleaned rice, respectively, to the procurement center rather than in the local market. The probit regression analysis revealed nine different factors that significantly influenced farmers' participation in the paddy procurement programme. Results further implied that educated farmers had procurement cards with sufficient system knowledge, residing near the hub with improved road access, and association with political parties get preference in participating in the programme. The findings also indicate that lucrative prices, programme scheduling and good conduct of procurement employees inspire farmers to participate in the programme. The government procurement programme has several drawbacks such as anomalies in selecting farmers, taking extra paddy by the employees, corruption, unsuitable payment system, and procurement capacity. Therefore, the government would be vigilant to ensure that the procurement system will provide farmers with price support. A well-functioning procurement system is crucial for guaranteeing the country's food security by ensuring a fair price for the producers. The awarding of public contracts is of considerable economic importance and for this reason can be used to promote environmental concerns. The present work examines whether environmental criteria may be taken into account in the context of public procurement. To answer this question, the Government Procurement Agreement and the UNICTRAL Model Law on Public Procurement are considered at the level of international law. In European law, the primary as well as the relevant secondary law requirements and, in German law, the Cartel and Budget Procurement Law are assessed. This analysis also includes the interactions between the three levels.

EVFTA is one of the newest endeavors of Vietnam regarding the international integration process, which is anticipated to be beneficial for Vietnam in many aspects across industries. The government procurement sector does not stay out of this influence. This article mainly aims to explore the government procurement sector of Vietnam, the performance of the government regarding managing this market and how it will be affected and reformed by EVFTA. More importantly, by examining the significant factors that may have an impact on the EVFTA's implementation from Vietnam's perspective, the article attempts to assess the compatibility of the current situation of Vietnam with the fundamental conditions to conduct public procurement regulations of EVFTA efficiently. The article collects, summarizes, and analyzes the secondary data from trustworthy sources like the Vietnam General Statistics Office, the ranking table of the International Telecommunication Union, the official annual report of state departments of Vietnam, and other documents like journal articles, research papers,etc. Another methodology employed in the research is the in-depth interviews with professional experts who have been working for several years in the international integration field. the article discovers that Vietnam is capable of implementing EVFTA's chapter 9 efficiently but with more careful preparation. The article also points out that despite of having a strong mindset of globalization, Vietnam's public expenditures are still loosely covered by laws, which leads to irrational allocation on national budget. A number of implications are suggested to localize the EVFTA's regulations and recommendations are made to apply modern technologies to improve the procurement system, especially on the capacity of government on managing the government procurement sector. The authors hope to help state authorities to have a broader look and improve the sector as well as embrace the opportunities from EVFTA regarding government procurement sector.

The objective of this article is to study new bidding prequalification criteria of the Royal Thai government sectors according to the Government Procurement and Supplies Management Act, B.E. 2560 (2017) and compare with the seven government agencies according to Regulations on Procurement, 1992 by emphasizing branch/type of construction, class of the construction entrepreneur/contractor, right to bid per one contract, and number of project to carry out on concurrent time. Content analysis was used in this research, by studying and analysing the prequalification criteria of the Government Procurement and Supplies Management Act, B.E. 2560 (2017) comparing to Regulations on Procurement, 1992 The findings of prequalification criteria concluded that Act, 2017 defined 7 branches/types of construction for construction entrepreneur whereas building construction, road maintenance, and traffic safety were repealed. The right to bid per one contract volume lower than 5 million baht are allowed. There is no limit for the number of project and total project value on concurrent period comparing with Regulations, 1992.
