The research featured the national cybersecurity system of the Kingdom of Saudi Arabia. The cybersecurity standards developed by the International Telecommunication Union of the United Nations made it possible to reveal the institutional and legal foundations of the digital security system, as well as the degree of involvement in international cybersecurity cooperation. The analysis demonstrated the key risks of the development of the Saudi cyber model. The assessment by the International Telecommunication Union standards gave quite positive results. However, Saudi Arabia proved to adhere to a catching-up development model and still experiences some problems with national cyberspace security. Some are of global nature, e.g. legislation gaps, while others result from the specifics of the national model of state governance. The most obvious risks include the imbalance between the civil and military sectors, the disagreements between various regions, and the poor integration of the local hacker community into the overall structure of national cybersecurity. Saudi Arabia plans to eliminate these imbalances in the medium term in order to build an integrated cybersecurity system by expanding its international cooperation.

<p>The proposed reconfigurable BPF satisfies the International Telecommunication Unionos (ITU) region 3 spectrum requirement. In transmit mode, the frequency range 11.41-12.92 GHz is used by the direct broadcast service (DBS) and the fixed satellite service (FSS). Direct broadcast service (DBS) in reception mode employs 11.7-12.2 GHz and 17.3-17.8 GHz frequency ranges. Frequency reconfigurable filters are popular because they can cover wide range of frequencies, reducing system cost and space. Another emerging trend is electronic component flexibility or conformability, which allows them to be mounted on non-planar objects and are used in wearable applications. This project contains a frequency-reconfigurable BPF that has been entirely printed on a flexible polimide substrate. Frequency reconfigurability is obtained by using a pin diode HSCH 5318 and it is used to switch between 12 GHz and 18 GHz. The prototype reconfigurable BPF is highly compact and low-cost due to the flexible polimide substrate and the measured results are promising and match the simulated results well.</p>

This work aims at developing a generalized and optimized path loss model that considers rural, suburban, urban, and urban high rise environments over different frequencies, for use in the Heterogenous Ultra Dense Networks in 5G. Five different machine learning algorithms were tested on four combined datasets, with a sum of 12369 samples in which their hyper-parameters were automatically optimized using Bayesian optimization, HyperBand and Asynchronous Successive Halving (ASHA). For the Bayesian optimization, three surrogate models (the Gaussian Process, Tree Structured Parzen Estimator and Random Forest) were considered. To the best of our knowledge, few works have been found on automatic hyper-parameter optimization for path loss prediction and none of the works used the aforementioned optimization techniques. Differentiation among the various environments was achieved by the assignment of the clutter height values based on International Telecommunication Union Recommendation (ITU-R) P.452-16. We also included the elevation of the transmitting antenna position as a feature so as to capture its effect on path loss. The best machine learning model observed is K Nearest Neighbor (KNN), achieving mean Coefficient of Determination (R2), average Mean Absolute Error (MAE) and mean Root Mean Squared Error (RMSE) values of 0.7713, 4.8860dB, and 6.8944dB, respectively, obtained from 100 different samplings of train set and test set. Results show that machine learning can also be used to develop path loss models that are valid for a certain range of distances, frequencies, antenna heights, and environment types. HyperBand produced hyper-parameter configurations with the highest accuracy in most of the algorithms.

This chapter discusses the role of international organizations in the production and dissemination of knowledge. Outlining a notion of epistemic authority suitable for international organizations (distinguishing between authority based on knowledge, and authority by means of knowledge), it then zooms in on the work of the International Telecommunication Union, one of the oldest (and least visible) international organizations around. The analysis of the ITU’s work, in turn, feeds back into further thinking about the law of international organizations: how, if at all, can the law and its underlying theoretical framework take epistemic authority into account?

Using a new propagation measurement set-up, which produces a high number of data, enabling a proper statistical analysis, and resulting in very concise results, propagation measurements were performed and analized at 16 residential locations in The Netherlands in the frequency range from 1.8 to 28 MHz. In the whole frequency range the propagation loss appear to be higher than according the International Telecommunication Union ground-wave propagation model might be expected. Also typical characteristics of that model are not present, but instead the propagation shows a constant roll-off in dBs per decade, which slope is increasing with frequency. A regression curve could be established, and constants filled in. This statistical information may be used for building an accumulation model to lay a causality between source powers, source densities, and local Man-Made Noise levels.<br><br>
