The paper explores the mismatch between the skills and qualifications required by the labour market and those acquired through education and on-the-job learning. The skill mismatch in transition economies tends to be even more pronounced as the labour markets in these countries are characterized by structural unemployment, affecting both older workers with obsolete skills and the young ones. Employers face poor incentives for investing in workforce skill development, due to the inadequate investment climate and volatile business environment. Transition countries face increasing outward mobility of an educated workforce, loss of human capital, and shortage of workforce in the fields such as ICT, medicine, science and research. The research is based on empirical data generated in a survey on ICT and manufacturing enterprises in the City of Niš, Serbia. The research methodology combines workers' self-assessment method for the skill gap measurement and the competence approach combined with the statistical methods. The findings indicate the presence of a qualification mismatch, in the form of the over-qualification as a dominant irregularity in the analysed labour market. The results of the study are expected to contribute to creating a network of policy instrumentaria that tend to be effective on a sub-national level in addressing the mismatch.

         Antimony selenide substituted with Sb0.4Se0.6 and doped with zinc at three doping ratios (x=0, 0.01 and 0.03) was prepared via the solid state reaction method. The three prepared compositions were reacted thermally at 400 °C for 3 h. The structure of specimens was characterised via X-ray powder diffractometer to obtain the type of crystalline structure and lattice parameters of the prepared specimens, which showed a polycrystalline, orthorhombic structure. Optical characterisation was then achieved via UV-visible spectroscopy to exhibit the transmittance and reflectance spectra and estimate the band gap values of the prepared compositions. The samples showed high absorption spectra at low wavelengths (from 60% to 90%) and low reflectance values (from nearly zero to 17%). The band gap measurement showed an indirect transition, with values ranging from 1.2 eV to 1.23 eV. The electrical characteristics were represented by DC resistivity measurement at low temperature and AC conductivity measurement against frequency. The compositions showed a semiconducting behaviour in DC resistivity and compatible results in AC conductivity.

A company service’s higher quality is indicated by its service performance’s effectiveness and efficiency. This can increase customers’ satisfaction, thus leads to the increase of company income. This research objective was to know the effects of 5 dimensions constructing service quality, including the effects of service quality on customers’ satisfaction in freight forwarder industry. Current research collected data through purposive sampling, by distributing questionnaire to 86 customers continued by data processing by measuring the gap and tested statistically using SmartPLS program, priority scale mapping using Importance Performance Analysis, and improvement using Failure Mode and Effect Analysis. The first findings obtained from this research was analysis result using IPA discovering 10 indicators which require improvement in which 7 indicators were found the same through GAP measurement. The second finding was the biggest component which needs improvement in freight forwarder service in Indonesia, which is reliability dimension. Therefore, concerns need to be given to these matters so that more accurate and reliable service can be provided.

Kesenjangan digital memiliki definisi tentang perbedaan kemampuan individu atau sekelompok masyarakat dalam mengikuti perkembangan teknologi informasi dan komunikasi. Salah satu Organisasi Perangkat Daerah di Kabupaten Bantul yang telah menerapkan e-government ialah Rumah Sakit Umum Daerah (RSUD) Panembahan Senopati. Pemanfaatan TIK pada RSUD adalah sebagai pendukung pengambilan keputusan dibidang keuangan dan pelayanan. Dalam pemanfaatan TIK tersebut, terdapat beberapa permasalahan seperti kurangnya sumber daya manusia yang IT minded, sehingga dibutuhkan pengukuran kesenjangan digital. Penelitian ini menggunakan metode statistika nonparametrik untuk mengetahui kesenjangan digital di lingkungan isntansi RSUD tersebut signifikan atau tidak. Selanjutnya, variabel-variabel kesenjangan digital diukur kemudian diberi perankingan menggunakan metode profile matching. Berdasarkan hasil analisis dan pembahasan tentang pengukuran kesenjangan digital pada pegawai RSUD Panembahan Senopati Kabupaten Bantul yang dilakukan, dapat diambil kesimpulan bahwa perankingan tingkat kesenjangan digital pada pegawai RSUD Panembahan Senopati kabupaten Bantul dimulai dari yang paling tinggi ialah pada aspek penggunaan e-government, yaitu dengan indeks 4,2 disusul oleh penggunaan internet dengan indeks sebesar 4,1 dan yang memiliki kesenjangan paling rendah ialah aspek penggunaan internet dengan indeks sebesar 1,2.Kata Kunci—Kesenjangan Digital, Profile Matching, statistikAbstractDigital divide has definition about the difference between a person or a society to follow the information technology. The use of ICT in the house of Panembahan Senopati General Hospital is become a supporter of decision making in the financial and service fields. In the implementation ICT, there are problems that the lack of human resources that are IT minded, so we need to measure the digital divide. This research uses nonparametric statistical methods to determine digital gap in the hospital environment is significant or not. Next, the digital gap variables are measured then ranked using the profile matching method.
