Problem setting. Today the European Union interacts with the whole world and represents the interests and values of the European community far beyond one continent. Carrying out such activities provides for the existence of effective institutions for its implementation, which today are the European External Action Service and the European Uniondelegations around the world. It significantly differs from the classical manifestations of diplomacy, which determines the relevance of research into the establishment and development of the European Union diplomatic service. Moreover, understanding the process of formation and features of European Union diplomacy is interesting for domestic researchers of European Union law given the pro-European aspirations of Ukraine. Shapovalova, etc. Target of research is to research the basic preconditions and features of the establishment and development of the European Union diplomatic service and its functioning in today’s conditions. Article’s main body. The article is devoted to the study of the main prerequisites and features of the establishment and development of the diplomatic service of the European Union. The authors paid attention to the coverage of the status, competence and procedure for sending the first representations of the Communities abroad, in particular the delegations of the European Commission. The changes made by the Maastricht, Amsterdam and Lisbon treaties on foreign policy are analyzed as well. All the reforms implemented by these treaties were aimed primarily at making the European Union more effective and coordinated in the international arena, and finally resolved the issue of the institutionalization of the body that deals with the European Union diplomatic service. So now it has the status of the European External Action Service and successfully performs its functions in the current conditions. Conclusions and prospects for the development. The modern European Union diplomatic service is the result of a long process of formalization and institutionalization of a whole set of its foreign policy bodies. The development of the European Union representation system shows that the spread of its representative activities has become global, as well as the dynamic transformation of the content of its goals to interact with the world in order to implement its foreign policy. However, despite the current and rapid dynamics of development and evolution of this institution, the question remains whether the European External Action Service is the final option for the external design of the European Union diplomatic service, or whether it will be another step in the process of building pan-European diplomacy.

This chapter examines the institutional arrangements in the European Union’s (EU’s) Common Foreign and Security Policy (CFSP). The chapter first charts the historical development of this policy, with foreign policy cooperation being one of the last policy areas to emerge at the EU level. Thus, many of the institutions operating in this area have only been recently established, including the High Representative, the European External Action Service, and many of the administrative bodies supporting the implementation of the EU’s Common Security and Defence Policy, which comprises the EU’s civilian and military operations. The chapter then analyses the main institutional actors involved in the CFSP, focusing on their ability to shape the decision-making and implementation of this policy. The following sections also examine the five dimensions of EU institutional politics and how these play out in this particular area, highlighting the key challenges the EU faces in becoming a fully fledged international actor.

In the discussion on the EU migration policy, it is impossible to evade the issue of the relation between this policy and the EU foreign policy, including EU common foreign and security policy. The subject of this study are selected links between migration issues and the CFSP of the European Union. The presented considerations aim to determine at what levels and in what ways the EU’s migration policy is taken into account in the space of the CFSP as a diplomatic and political (and subject to specific rules and procedures) substrate of the EU’s external action.

This contribution analyses the diplomacy of religion carried out by the European External Action Service (EEAS), and questions its autonomy and distinctiveness vis-à-vis other diplomacies. Several dimensions are studied: how foreign policy is dealing with the ‘return’ of religion in international affairs; the practices of the EEAS regarding religion against the general background of what Member States, third countries, and international organizations do in this respect; how the EEAS balances the interests of Member States, the requirements of the geopolitical contexts and field realities; the EEAS’s advocacy for specific causes such as the freedom of religion and belief (FoRB) and the establishment of religion as a standard diplomatic issue. The conclusion characterizes the EU’s external strategy on religion as the outcome of both its political and institutional logic and Europe’s societal secularization in a world that is still highly religious.

Introduction. Subject of research: behaviour characteristics of an arbitrary structure under the loads that approach the limit load value. Goals: development of an objective and sufficiently universal methodology for the identification of the bearing capacity of a structure, which could allow to stop using any subjective assessments of their limit bearing capacity. Materials and methods. Behaviour characteristics are assessed by analyzing a curve of equilibrium states. The curve is constructed using the characteristic displacement, understood as the generalized displacement q, which energetically matches applied generalized force λ in the sense that the product of λdq is the growth of work performed by generalized force λ in respect of the growth of displacement dq. Results. The article shows that the system’s response, no matter what fixed conditions it is in, is not always sufficient for the assessment of the reliability of the system in case of the variable interaction with the environment. The co-authors use the V.V. Katyushin concept about supplementing the notion of the limit state with the characteristics of the system’s beha­viour determined by the velocity of a change in the system’s response caused by the change in the external action. According to the co-authors’ suggestion, the meter should represent the reduction in the slope of the curve of equilibrium states, which characterizes the loss of resistibility and, consequently, it can be used to assess the closeness of the structure to the state of failure, which arises if the resistibility of the system is equal to zero. The suggestion is to use the value of the slope of the curve of equilibrium states as the limit state, when the resistibility has reduced, and the velocity of deformation intensification has gone up 100 times if compared with the behaviour of an unloaded system. This suggestion is illustrated by the case of the analysis of a reinforced concrete diaphragm of a building. Conclusions. The proposed calculation methodology can be applied in the design of loadbearing structural elements, whose finite-element computational model has components that are different from the rod ones.
