The article consists of two separate publications (Part 1 and Part 2) and analyses social security policy towards people with disability at working age in developed welfare states (social-democratic, conservative-corporatist and neoliberal regimes). Part 2 analyses reform strategies of state assistance programmes for disabled people on the basis of international research as well as statistical data of the EU and OECD for the past 30 years, while considering the changes in the economic climate. The article attends for the funding: expenditures for the programmes (as percentage of GDP and per capita) during periods of economic growth, the 2008–2009 crisis and the following decade. The connection between cyclic economic changes and the number of people with disability is considered. The author examines the combination of approaches to anticrisis management and the dynamics of public spending on programmes for people with disabilities as well as on alternative support schemes and social security in general. The author analyses the level of social protection of people with disability: poverty and inequality data based on research data and self-administered health condition evaluation. The article discusses the factors which mitigate the negative effects of the reforms, contribute to the reduction of social tension or, on the contrary, decrease social security in the long-term perspective.

Visual inspection is the important part of the bridges management. Many defectscan be detected that determine the traffic conditions, service life, and operation cost. Thedeterioration of bridges calls for effective methods for condition evaluation and maintenance as wellas suitable methods of their repair and recovery. This article aims defects systematization ofreinforced concrete bridges to define the effective method for recovering of their technical state. Morethan 100 reinforced concrete bridges in Ukrainian railways were inspected from 2017 to 2021.Ultrasonic pulse velocity, penetration resistance, reinforcement corrosion tests, and rebar locatingwere performed on beams, bed block, and piers of reinforced concrete bridges. It is shown that themost probable reasons of defects are natural impacts (freezing-thawing, moisturizing-drying),technogenic factors (train vibration, leakage current), and technological disadvantages(unsatisfactory production or setting). During the inspection, there are three categories of defectswere defined. The first one does not influence the train traffic (for example, deficient protectiveconcrete layer). The second one can limit the train traffic (for instance, crack width more than 0.3mm). The third category endangers the safe railway operation (such as an intense leaching of cementstone at an area more than 2 m2). It is made a proposal to match external signs of damage withreasons their appearance and methods of recovery. Three main types of repairs are used in Ukrainianrailways: torkret process, steel hooping, waterproof layer. However, the relationship between thetype of defect and the method of recovery has not been estimated before. It is important that themethods of repair and protection will be assigned according to their operation state (a disabled staterequires immediate recovery of the structures) as well as the reasons of appearance (destructiveacts). These methods must prevent a future destruction or protect of the structures.

Abstract Aiming at the problem of transformer condition evaluation, a comprehensive evaluation system for transformer noise is constructed according to the mechanism of transformer noise generation and propagation. Using matter-element theory and AHP, a state analysis method for transformer noise evaluation based on AHP matter-element model is proposed. The case analysis proves that the method is feasible for non-contact evaluation of transformer faults, and can accurately evaluate the state of the transformer, providing guidance for the operation and maintenance of the transformer.

Abstract Facing the increasingly complex power grid architecture and high equipment failure risk, a comprehensive equipment condition analysis method based on knowledge reasoning is proposed in this paper, mainly using the large amount of characteristic information to realize the condition evaluation, fault detection and early warning. Firstly, it statistically analyzes the historical data, extracts the characteristic information of equipment health status and builds a knowledge mapping library of key factors for equipment-centered status analysis; secondly, it establishes an intelligent early warning library of equipment index data, and gets the probability of equipment defects and fault risks through induction-based knowledge reasoning method; finally, it gets the equipment status rating through logic and rule-based knowledge reasoning method and the closed-loop system of equipment status evaluation is established. The reasonableness of the evaluation method is verified by the examples, which realizes supervision equipment operation status mining early warning, sensing equipment operation status in advance and reducing potential operation risk of power grid.

The text classification of power equipment defect is of great significance to equipment health condition evaluation and power equipment maintenance decisions. Most of the existing classification methods do not sufficiently consider the semantic relation between words in the same sentence and cannot extract deep semantic features. To tackle those problems, this article proposes a novel classification method by combining the self-attention mechanism and multi-channel pyramid convolution neural networks. We utilize the bidirectional gated recurrent unit to model the text sequence and, on this basis, improve self-attention layer to dot multiplication on the forward and backward features to obtain the global attention score. Thereby, effective features are enhanced, invalid features are weakened, and important text representation vectors are obtained. To solve the problem that the shallow network structure cannot extract deep semantic features, we design a multi-channel pyramid convolution network, which first extracts deep text features from the channels of different windows and then fuses the text features of each channel. By comparing with the state-of-the-art methods, the model in this article has better performance in text classification of power equipment defects.

Nowadays, pavement management systems (PMS) are mainly based on monitoring processes that have been established for a long time, and strongly depend on acquired experience. However, with the emergence of smart technologies, such as internet of things and artificial intelligence, PMS could be improved by applying these new smart technologies to their decision support systems, not just by updating their data collection methodologies, but also their data analysis tools. The application of these smart technologies to the field of pavement monitoring and condition evaluation will undoubtedly contribute to more efficient, less costly, safer, and environmentally friendly methodologies. Thus, the main drive of the present work is to provide insight for the development of future decision support systems for smart pavement management by conducting a systematic literature review of the developed works that apply smart technologies to this field. The conclusions drawn from the analysis allowed for the identification of a series of future direction recommendations for researchers. In fact, future PMS should tend to be capable of collecting and analyzing data at different levels, both externally at the surface or inside the pavement, as well as to detect and predict all types of functional and structural flaws and defects.
