The article reflects the problem associated with the need to train nursing specialists to provide professional palliative medical care (PMC) in the context of innovative development of society. The article describes the problems associated with the development of the legal framework of the PMC in Russia, which regulates educational activities. At the same time, the purpose of vocational education is to train not only a competent specialist who is able to solve professional problems, but also a specialist who has personal qualities (ethical, spiritual), who is able to solve personal and social problems.

Introduction. The problem of ensuring equal scope of the right to palliative medical care of citizens living on the territory of various subjects of the Russian Federation is raised. The article describes the current legal regulation of palliative care in the Russian Federation and the existing problems of providing it. Purpose. The author aims to determine the place of legal regulation in the mechanism of ensuring the right to palliative medical care and ways to increase the degree of guarantee of this right. Methodology. Methods of analysis and synthesis, formal-logical and comparative-legal methods are used. Results. A brief overview of the current legal regulation at the Federal level and in the subjects of the Russian Federation is given, and the different scope of the right to palliative medical care of citizens living on the territory of different subjects of the Russian Federation is recorded. The article highlights the consequences of different approaches to the legal regulation of the issues under consideration, and suggests changes to them. Population by sex and age, the structure of its incidence and the degree of disability in subjects of the Russian Federation are not the same, and the bodies of state power of subjects of this level have the ability to define the needs of the population in the form of medical care that is consistent with the goal inherent in the activities of the bodies of state power of subjects of the Russian Federation in the field of social security, namely with regard to the influence of the specific features on the life of citizens and securing a reasonable differentiation of social security. Conclusion. It is concluded that it is necessary to fix the guarantee of palliative medical care in the normative legal acts of the subjects of the Russian Federation regulating the issues of public health protection, regardless of the territory of living, gender, age, diagnosis and stage of treatment.

The health of the military is of central importance both from an internal perspective as well as in terms of a state’s response capacities. This anthology looks at these issues in five chapters: Starting from the basics of health in the military (saluto genesis, differential health promotion, the instrumentality of military medicine), the various contributions it contains deal with the daily challenges of staying healthy in the military (the function and expectations of the members of the organisation, concepts to ensure one’s health, food in the military, inclusivity and aspects of sexual harassment). Health during missions is particularly important (the preservation of mental health, palliative medical care, rehabilitation after a mission). The book also looks at the INVICTUS Games and, in the end, explores questions relating to healthy leadership by examining problem-solving concepts in sports, referring to an empirical study and comparing leadership practices and health in business and the military. The relevance of improving the management of the palliative care system in the Krasnodar region, the direct provision of medical care and the interaction of public health authorities is due to the processing of large amounts of data on the need for pain relief and equipment. In each municipality of the Territory, registers of patients suffering from chronic pain syndrome are maintained. The purpose of the article is to develop a methodology for integration municipal registers into a single register of people needed palliative care, and automation of management at the regional level. The paper discusses approaches to create a unified database (registers) of patients suffering from chronic pain syndrome receiving palliative care in order to assess the compliance of medical care with modern clinical guidelines. The possibilities of a unified information system for extracting and dispensing preferential recipes for the implementation of the technology for automated management of the regional registry along with the registers of federal and regional beneficiaries, orphan diseases are shown.
