The work discusses issues of the infrastructure, its instruments, and specifics of infrastructure in Polish and Slovak rural areas. The aim of this article is to analyze the level of technical infrastructure development in rural regions of the Małopolskie Voivodeship in Poland and the west part of Slovakia—Trnava self-governing region (Trnava region) as two regions with a similar position regarding regional competitiveness index. Following the topic, after identification of strengths and weaknesses of mentioned regions, the opportunities, and threats of sustainable development of infrastructure in rural areas have been analyzed using the SWOT method. The development of sustainable, reliable, and functional infrastructure does not only refer to the chosen regions of Poland and Slovakia but also other regions in the European Union. Sustainable infrastructure is a factor stimulating social and economic progress as one of the most important determinants of sustainable development and regional competitiveness. The authors notice a particular lack in the sustainable development of infrastructure in the field of water and sewerage management together with the supply of water. Therefore, this article tries to complete the gap in research focusing on the concept of a more systematic approach to technical infrastructure improvement in the context of sustainable development, and strategy of cooperation.

Infrastructure development is becoming more significant to an economic growth in many countries. A systematic delivery system regardless by traditional or non-traditional procurement methods is a common condition which has considerable impact on project outcome. In recent times, Government Green Procurement (GGP) has received a great attention among stakeholders in procuring products, services and construction works, particularly in public sector. In developing countries such as Malaysia, GGP have been beneficial by enhancing environmental concern to conserve natural resources, however, the evidence in terms of its implementation is still undiscovered. Due to this deficiency, this paper aims to determine the significant attributes of GGP, and to address the significant strategies of GGP in infrastructure project development. Exploratory study was conducted by reviewing literatures extensively and followed with expert interviews. Content analysis method was used to analyse the data. The results reveal that environmental is to be likely the most significant attributes of GGP, meanwhile, GGP Long-Term Action Plan (LTAP) is seemed to be the most important strategy used in promoting green procurement. This paper provides new insights to the literature in relation to green practice strategies and it is potentially to be useful for the stakeholders in prioritizing further efforts of green-oriented public infrastructure development in the future.

Local governments around mainland China initiated over 14,000 public–private partnership (PPP) projects with a total investment of 18 billion RMB in recent years, but nearly half have been withdrawn since the end of 2017, which raised wide concerns about whether PPP can contribute to the sustainable infrastructure development in urban China. In this study, we empirically investigated major factors affecting local governments’ PPP adoption, especially factors that led local governments to initiate inappropriate PPP projects. Based on a unique panel dataset of 286 Chinese cities between 2014 and 2017, the empirical findings suggested that local governments’ financial pressure was the most important factor and cities with higher off-budgetary debts or lower budgetary deficits tended to initiate more PPP projects. PPP projects initiated under off-budgetary burdens were more likely to be inappropriate and subsequently withdrawn. Based on the empirical results, we provide policy suggestions to promote sustainable PPP developments in China.

The notion of sustainable infrastructure for the delivery of social services is to fulfill basic human needs; in war-torn societies, human safety is a critical basic need. The relationship between sustainable infrastructure development and human safety remains underresearched in Afghan neighborhoods. Therefore, this study examined the effectiveness of the police facilities constructed for stability enhancement in Afghan communities. To do so, this study used Afghans’ polling datasets on the police presence and the public safety perceptions, including newly collected survey data related to the influence of the police facilities on human safety and other factors contributing to the neighborhoods’ well-being. The datasets are organized with a multilevel structure in which different individuals are sampled within neighborhoods and analyzed using a multilevel model approach to capture the randomness of the responses. The results showed that police facilities are more important to perceptions of safety in less safe areas and that Afghans in villages perceived themselves as safer than in urban areas, relative to their own immediate region. Those perceiving themselves as being safer were older, more highly educated, and widowed respondents. Overall, Afghans perceived the police facilities as institutional symbol for promoting improvements and opportunities for fulfilling basic human safety needs.
