Government Green Procurement in Sustainable Infrastructure Development

Infrastructure development is becoming more significant to an economic growth in many countries. A systematic delivery system regardless by traditional or non-traditional procurement methods is a common condition which has considerable impact on project outcome. In recent times, Government Green Procurement (GGP) has received a great attention among stakeholders in procuring products, services and construction works, particularly in public sector. In developing countries such as Malaysia, GGP have been beneficial by enhancing environmental concern to conserve natural resources, however, the evidence in terms of its implementation is still undiscovered. Due to this deficiency, this paper aims to determine the significant attributes of GGP, and to address the significant strategies of GGP in infrastructure project development. Exploratory study was conducted by reviewing literatures extensively and followed with expert interviews. Content analysis method was used to analyse the data. The results reveal that environmental is to be likely the most significant attributes of GGP, meanwhile, GGP Long-Term Action Plan (LTAP) is seemed to be the most important strategy used in promoting green procurement. This paper provides new insights to the literature in relation to green practice strategies and it is potentially to be useful for the stakeholders in prioritizing further efforts of green-oriented public infrastructure development in the future.

Project finance is a subset of financial techniques used traditionally in raising long-term debt financing for projects particularly in the energy and mining sectors of the economy. However, over the years, it has proved helpful in raising the required funds to drive public infrastructure projects through the public private partnership framework. By its nature, project finance is either non-recourse, or of limited recourse, to the project sponsors and hence identifying the various risks and determining who should bear these risks is the overarching essence of project finance technique. These uncertainty and risks may have significant impact on outturn costs or benefits of a particular infrastructure project. Generally, typical project finance transaction is fraught with many project risks which sometimes overlap. However, among these inherent risks there are some that are legal in nature and hence they are referred to as legal risks. So, this article seeks to interrogate the related legal risks in project finance as a financing technique to fund development of infrastructure and in particular, the procurement of critical public infrastructure assets in Nigeria and the various ways by which these risks can be mitigated to drive infrastructure development in the country.

The work discusses issues of the infrastructure, its instruments, and specifics of infrastructure in Polish and Slovak rural areas. The aim of this article is to analyze the level of technical infrastructure development in rural regions of the Małopolskie Voivodeship in Poland and the west part of Slovakia—Trnava self-governing region (Trnava region) as two regions with a similar position regarding regional competitiveness index. Following the topic, after identification of strengths and weaknesses of mentioned regions, the opportunities, and threats of sustainable development of infrastructure in rural areas have been analyzed using the SWOT method. The development of sustainable, reliable, and functional infrastructure does not only refer to the chosen regions of Poland and Slovakia but also other regions in the European Union. Sustainable infrastructure is a factor stimulating social and economic progress as one of the most important determinants of sustainable development and regional competitiveness. The authors notice a particular lack in the sustainable development of infrastructure in the field of water and sewerage management together with the supply of water. Therefore, this article tries to complete the gap in research focusing on the concept of a more systematic approach to technical infrastructure improvement in the context of sustainable development, and strategy of cooperation.

As many developed country practise, the function of the infrastructure is to connect the each region of Malaysia holistically and infrastructure is an investment network projects such as transportation water and sewerage, power, communication and irrigations system. Hence, a billions allocations of government income reserved for the sake of the infrastructure development. Towards a successful infrastructure development, a joint venture approach has been promotes by 2016 in one of the government thrust in Construction Industry Transformation Plan which encourage the internationalisation among contractors. However, there is depletion in information on the actual practise of the infrastructure joint venture projects in Malaysia. Therefore, this study attempt to explore the real application of the joint venture in Malaysian infrastructure projects. Using the questionnaire survey, a set of survey question distributed to the targeted respondents. The survey contained three section which the sections are respondent details, organizations background and project capital in infrastructure joint venture project. The results recorded and analyse using SPSS software. The contractors stated that they have implemented the joint venture practice with mostly the client with the usual construction period of the infrastructure project are more than 5 years. Other than that, the study indicates that there are problems in the joint venture project in the perspective of the project capital and the railway infrastructure should be given a highlights in future study due to its high significant in term of cost and technical issues.

Purpose This study aims to examine the influences of shifting the bidding system of Thai public infrastructure projects from e-auction to e-bidding. Design/methodology/approach A questionnaire survey was conducted with owners or senior managers with direct responsibility in deciding the mark-up of 72 small and medium-sized contractor firms. Five senior professionals were interviewed to provide insights into and to strengthen the discussion of the findings. The Wilcoxon test was applied to analyze the difference in the importance of the factors between e-auction and e-bidding. Findings The results revealed a shift in the importance of the factors, from those related to the financial aspects in the e-auction to the situational aspects in the e-bidding. The comparison test results also suggested that the majority of factors become significantly less important in the e-bidding system, with “identity of competitors” and “general expense of the bidding process” having the most apparent mean differences. The interview results supported by data on winning prices and estimations strongly indicated that bid collusions likely exist in the e-auction. By shifting to e-bidding, the data also show that the Thai Government can save public money in its infrastructure project development. Originality/value The study provides an analysis from the perspectives of contractor firms on how e-auction and e-bidding options influence bid mark-up decisions. Many studies have focused on the issues and advantages provided by the e-procurement mainly from the owner (government)’s perspective but how the change influences the contractor’s attitude has been less explored.

 Increasing urbanization has been a major challenge to tackle issues relating to population growth, housing, infrastructure development and urban management in Nepal. Initiatives have been taking by the stakeholders of urban sectors in different course of action plans. New town development, smart city development, preparation and implementation of various strategic plans and action plans are some of the initiatives undertaken by the Ministry of Urban Development, Government of Nepal. At present, the Ministry of Urban Development is preparing intervening plans and programmes to 40 towns for planned urban development in Nepal. Some of these towns are already in pace of development and some others are in infancy stages. Balance urban development strategy so far is a strategy of government of Nepal however theory of political economy of development is inherently coming in selection of the towns, and basically in implementing the plans. Therefore, most of the prepared action plans are in question of effective implementation. Among the prioritized new towns of Nepal, some of these towns particularly smart cities are in very infancy stages of infrastructure development in which ‘smartness’ itself falls into huge dilemma. Therefore, more challenges are added in implementing the smart cities into action plan. However, new towns of Hilly and Tarai-Madhesh area will definitely provide the opportunities to cater population and create more opportunities. In this context, this study focus on the new town development and their spatial distribution in Nepal through the collection of primary information and review of previous literature.

Project management is a process that is involved with making important decisions under uncertainty. In project management often the existing data is limited and vague. Sustainable project selection has a multi-criteria evaluation nature which calls for attending to various often conflicting factors under vagueness. To deal with sustainable project selection several important factors should be properly considered. In this paper, in order to provide a new multi-criteria project selection method, a novel last aggregation method is presented. This method has several main novelties. First, to address uncertainty interval type 2 fuzzy sets (IT2FSs) are used. Second, the importance of criteria is investigated by using IT2F entropy. Third, a novel index for decision making is presented that has the merits of ratio system in MOORA and COPRAS, named MORAS. Fourth, the weights of decision makers are computed according to the obtained judgments and the weights are employed to aggregate the results. Fifth, the defuzzification is carried out in the last step of the process by means of a new IT2F ranking method. To present the applicability of the method, it is used in an existing case study in the literature and the outcomes are presented.

UAE is one of the leading countries in the Middle East that has achieved a rapid growth in its economy over the last decades. In a few years, the UAE has built several infrastructure projects, which reflects the state trends towards improving the provided services to the public. The aim of this paper is to investigate the impact of innovation capital on the infrastructure project performance in the United Arab Emirates. This study used a quantitative method design. The population of this study comprised all unlisted infrastructure company providers within the UAE, while the sample was 293 employees from these companies. This study relies on the primary data measurements; the questionnaire instrument was used. The current study has found that there is a positive and significant relationship between innovation capital and infrastructure project performance improvement.

We investigate the impact of the construction of large-scale high-speed railways (HSRs) on regional multidimensional poverty in China. We find that the opening of HSRs can reduce this poverty indicator. This association is robust to a series of checks. Regarding the mechanisms, the opening of HSRs can improve regional accessibility, enhance local tourism, increase labor mobility and promote human capital accumulation, which alleviates multidimensional poverty. Further research indicates the regional heterogeneity of the effect. This research supplements poverty alleviation theory from the perspective of public infrastructure and offers insight into how multidimensional poverty arises and how it can be alleviated.
