In his speech at Murmansk on October 1, 1987, General Secretary Gorbachev presented a programme to radically lower the level of military confrontation in the Arctic and proposed a number of confidence-building measures. The Murmansk initiative followed numerous previous proposals along the same line, going back to the nineteen fifties. The political and military aspects of the initiative are linked to the Soviet concept of international security. There are three main elements to this concept: first, the impossibility, to-day, of insuring a country's security by military means alone; second, security must be mutual between the Soviet Union and the United States and it must be universal in the rest of the world; third, security must be comprehensive and must include the military, political, economic and humanitarian dimensions. Specifically on northern security, it must be noted that the Soviet Union is quite vulnerable in the Arctic, with about half of its total land mass north of the 60th parallel. Also, the Arctic offers the shortest route for ICBMS, SLBMs and strategic bombers. Consequently, international security in the Arctic dictates confidence-building measures. The Murmansk initiative represents a significant contribution to the whole process of confidence-building by proposing, in particular: to limit the number of large exercises by naval and air forces in the Northern seas; to invite observers to such exercises; to include Barents Sea, along with other Northern seas, in a zone of peace; to ban anti-submarine activities in agreed areas of the Northern and Western Atlantic; to include the reduction of military activities in the Arctic on the agenda of the second stage of the Conference on CBM and Disarmement in Europe; to reduce naval activities in international straits; and to pursue the establishment of a Nordic nuclear weapon-free zone for which the Soviet Union would act as guarantor.

Abstract The purpose of this article is to provide a multi-perspective examination of one of the most important contemporary security issues: weaponized, and especially lethal, artificial intelligence. This technology is increasingly associated with the approaching dramatic change in the nature of warfare. What becomes particularly important and evermore intensely contested is how it becomes embedded with and concurrently impacts two social structures: ethics and law. While there has not been a global regime banning this technology, regulatory attempts at establishing a ban have intensified along with acts of resistance and blocking coalitions. This article aims to reflect on the prospects and limitations, as well as the ethical and legal intensity, of the emerging regulatory framework. To allow for such an investigation, a power-analytical approach to studying international security regimes is utilized.

There is a widespread interest in understanding the properties of Al-base alloys so that progress can be made toward extending their present applications in the aircraft industry. Al-Zn-Mg is precipitation hardened to gain its high strength; however, during aging the formation of heterogeneous precipitates on the grain boundaries creates a precipitate-free zone in the adjacent region. Since high angle grain boundaries are not easily characterized, it is difficult to establish a relationship between the precipitate and the boundary structure. Therefore, this study involves precipitation on low angle grain boundaries where the boundary and the precipitate can be fully analyzed.

Aside from the familiar story of Vorticists and Imagists before the war, no detailed analysis of manifestos in Britain (or Ireland) exists. It is true that, by 1914, there had been such an upsurge in manifesto writing that a review of BLAST in The Times (1 July 1914) began: ‘The art of the present day seems to be exhausting its energies in “manifestoes.”’ But after the brief fire ignited by the arrival of Italian Futurism died out, Britain again became a manifesto-free zone. Or did it? While a mania for the militant genre did not take hold in Britain and Ireland the same way it did in France, Italy, Germany, or Russia, the manifesto did enjoy a small but dedicated following that included Whistler, Wilde, and Yeats; Patrick Geddes and Hugh MacDiarmid; Wyndham Lewis and Ezra Pound; Dora Marsden and Virginia Woolf; and Auden, MacNeice, and Spender. Through these and other figures it is possible to trace the development of a manifesto tradition specific to Britain and Ireland.

The aim of the article is to show the role of parliament in the foreign policy within the framework of the conservative school of thought. The authors examine both Russian and Western traditions of conservatism and come to the conclusion that the essential idea of “the rule of the best” has turned to be one of the basic elements of the modern legislative body per se. What’s more, parliament, according to the conservative approach, tends to be the institution that represents the real spirit of the nation and national interests. Therefore the interaction of parliaments on the international arena appears to be the form of the organic communication between nations. Parliamentary diplomacy today is the tool that has the potential to address to the number of issues that are difficult to deal with within the framework of the traditional forms of IR: international security, challenges posed by new technologies, international sanctions and other.
