Regardless of any approach taken for examining social capital, researchers continuously converge on some key issues such as trust and yet diverge on several others about concrete and consistent indicators for measuring social capital. Many researchers believe that presence or absences of social capital can be solely linked to trusting relationships people build with each other as well as social institutions of civil engagement. It is not clearly known however, whether trust itself is a precondition for generating social capital or whether there are other intermediary variables that can influence the role of trust in creating social capital. In addition, similar to social capital, the definition of trust is problematic and it remains a nebulous concept and equally, with many dimensions. Interests in the analysis of trust are wide spread among many disciplines, notably policy analysis, economic development, reliability and security of distributed computational systems and many others. The variety of approaches currently employed to investigate trust and different interpretations of its role in fostering social capital has resulted into a diverse array of knowledge about the concept and its relationship to social capital. This Chapter provides a broader overview of work on trust. It discusses how researchers have used trust as a proxy for measuring social capital.

This last chapter deals with the toolbox that central banks use to design and implement their monetary policy strategy. Central banks develop various types of model, both for forecasting and for policy analysis. The chapter discusses the main characteristics of the models used, their strengths and limitations. It assesses how dynamic stochastic general equilibrium (DSGE) models are used for monetary policy analysis. Examples are provided on how they contribute to explore fundamental, long-term policy issues specific to LFDCs. The chapter also discusses the contribution of small semi-structural models which, though less strongly theory grounded than DSGE models, can be brought closer to the available data and are therefore possibly better suited to the context of LFDCs. Attention is also drawn to the key role of judgement as the indispensable complement, in monetary policy decision-making, to model-based policy analysis.

This chapter examines the role of political parties in the policy process. The chapter employs a model of the policy process stages to examine how Irish political parties operate in each stage. This constitutes an exploration of the extent to which so-called ‘new politics’ might have impacted on recent political party roles and performance. However, ‘new politics’, governments without a clear majority seeking consensual support for their policies in the Dáil is nothing new, with no single party majority Government since 1977. Programmatic Government has been normalised and consensus-seeking has become the modus operandi for parties. What is new is that long established parties are now joined by an increasing number of smaller parties in the Dáil, raising the potential to shift the balance of power away from the larger parties, with consequences for the style of, and capacity for, policy analysis. However, the chapter shows that this tendency has been less marked than might have been expected.

Aim To consider evidence surrounding the emerging role of nurse practitioners in Australia with a particular focus on the provision of healthcare to older people. Methods Methods used included keyword, electronic database and bibliographic searches of international literature, as well as review of prominent policy reports in relation to aged care and advanced nursing roles. Results This paper reports on evidence from systematic reviews and international studies that show that nurse practitioners improve healthcare outcomes, particularly for hard to service populations. It also maps out the limited Australian evidence on the impact of nurse practitioners’ care in aged care settings. Conclusions If Australia is to meet the health needs of its ageing population, more evidence on the effectiveness, economic viability and sustainability of models of care, including those utilising nurse practitioners, is required. What is known about the topic? Australia, like many industrialised countries, faces unprecedented challenges in the provision of health services to an ageing population. Attempts to respond to these challenges have resulted in changing models of healthcare and shifting professional boundaries, including the development of advance practice roles for nurses. One such role is that of the nurse practitioner. There is international evidence that nurse practitioners provide high-quality healthcare. Despite being established in the United States for nearly 50 years, nurse practitioners are a relatively recent addition to the Australian health workforce. What does this paper add? This paper positions a current Australian evaluation of nurse practitioners in aged care against the background of the development of the role of nurse practitioners internationally, evidence for the effectiveness of the role, and evidence for nurse practitioners in aged care. Recent legislative changes in Australia now mean that private nurse practitioner roles can be fully implemented and hence evaluated. In the face of the increasing demands of an ageing population, the paper highlights limitations in current Australian evidence for nurse practitioners in aged care and identifies the importance of a national evaluation to begin to address these limitations. What are the implications for practitioners? The success of future healthcare planning and policy depends on implementing effective initiatives to address the needs of older Australians. Mapping the terrain of contemporary evidence for nurse practitioners highlights the need for more research into nurse practitioner roles and their effectiveness across Australia. Understanding the boundaries and limitations to current evidence is relevant for all involved with health service planning and delivery.

This chapter examines the policy making role of key central agencies within the Canadian federal core executive, and in particular their role in initiating, contesting, directing and coordinating policy advice across government. The chapter considers the three formal public service central agencies—the Privy Council Office, the Department of Finance and the Treasury Board Secretariat—as well as the Prime Minister’s Office which, although lacking formal authority to act for the Prime Minister, is nevertheless integral in providing policy advice to the head of government and coordinating policy development among ministers’ partisan political staff. Using elite interviews and documentation obtained through Access to Information, the chapter explores the advisory instruments of policy briefing notes and memoranda to cabinet as well as general advisory processes in the central executive.
