This essay examines the revolutionary path of modern state formation in Vietnam under the Vietnamese Communist Party. I argue that the party’s radical ideology and practices shaped the path of state formation by creating particular opportunities and conundrums in five key aspects of state formation: legitimization, establishing sovereignty, territorialization, creating a centralized bureaucracy, and monopolizing violence. The revolutionary state left behind significant and adverse legacies that today’s Vietnam is still grappling with. In comparative perspective, the Vietnamese experience contributes to scholarship on revolutions, revolutionary state-building, and the role of revolutions in world politics.

Consociational democracy has increasingly been adopted as a useful approach for conflict transformation in ethnic and violently divided societies. Its ultimate purpose is to turn former rivals into governing allies by providing power-sharing arrangements. Through theoretically driven process tracing, based on Kosovo as a case study, this article explores whether and how consociationalism has affected peace- and state-building. By examining its application through institutional design, it investigates citizenship policy and the role of the European Union on fostering a multi-ethnic society. The article argues that the existing corporate consociational model has institutionalised ethnicity challenging democracy and statehood, and did not promote a shared identity. Therefore, to overcome ethnic division and strengthen state legitimacy, the paper proposes a modification of consociational democracy into a liberal type promoted by a more persuasive role of the EU.

Abstract The Libyan crisis is the largest and closest crisis on the southern borders of the EU. It is therefore reasonable that the stabilization of this country and the engagement of international relations and partnership with an independent and effective government of Libya is a central point of the EU’s foreign policy since the outbreak of the crisis in 2011. The consolidation of peace in Libya is of primary importance not only because of political and economic reasons. The engagement with Libya is essential for the EU even to strengthen its role as global actor in the field of foreign and security policy. Finally, the Libyan crisis is closely connected with the migration emergency that is weakening European political cohesion. The purpose of this article is thus to carry out a legal analysis on the role of the EU in promoting peace/state-building in Libya, to make some considerations on the main lesson learned.

Abstract Historians have begun to think about the emergence of the early modern ‘state’ in complex and creative ways, far from the conventional focus on overweening central bureaucracies. One component of this discourse is the role of criminal law and criminal prosecution, which, it has been argued (particularly by English scholars), assisted state-forming processes by providing a universal interface between ruler and ruled, and by demarcating common patterns of behaviour. This paper attempts to apply these ideas to the case of early modern Scotland—whose decentralised legal system and reputation for judicial barbarity has tended to discourage research—through detailed analysis of the judicial activities of the Privy Council. Focusing on the reigns of Charles II and James VII & II, the paper assesses the Council’s theoretical competence as a criminal court, and also reconstructs its day-to-day activities in terms of the kinds of cases tried, the varieties of punishment imposed, and the use of alternative mechanisms such as judicial commissions. The paper argues that the Restoration Privy Council was clearly able to utilise its judicial powers as a state-building tool, despite the general diffuseness of judicial authority in Scotland. It is suggested, therefore, that the Scottish data confirms the utility of criminal prosecution in early modern projects of state formation, underlining historians’ need to conceptualise the process in broad, multi-faceted terms.

The processes of reform and crisis phenomena in the Ukrainian society at the end of the XX - the beginning of the XXI century suggest that a stable ideological and theoretical foundation is lacking for the stable functioning of the modern Ukrainian state and the formation of civil society. On the basis of this, the state-building concepts of the prominent Ukrainian thinkers of the 20th century become very important. The personal place among them is the creative heritage of Vyacheslav Lypynsky, who, despite the dominant socialist approaches to the transformation of Ukrainian society at that time, advocated an alternative conservative-monastic idea of ​​state-building in Ukraine.

The role of the service sector in the economy is increasing in the process of socio-economic development. This tendency has been confirmed and explained by the three-sector theory formulated by A.G.B. Fisher, C. Clark, and J. Fourastie. The main goal of the paper is to show development tendencies in service sectors in Poland and the EU countries and assess them in view of the three-sector theory. The share of the service sector in the total employment and in the total gross value added in the years 2005-2013/2014 will be analysed together with two sub-sectors including market and non-market services. The research shows that the share of the service sector in total employment and total gross value added has been recently increasing in Poland as well as in other EU countries, but there is a gap in this process between Poland and the most developed EU countries. Moreover, in Poland, the role of market services has been recently increasing much faster than the role of non-market services.

The article is devoted to the study of the implementation of territorial cohesion policy in the European Union in order to achieve a secure regional coexistence. In particular, the regulatory and institutional origins of territorial cohesion policy in the EU are considered. The evolution of ontological models of cohesion policy has been outlined. Specifically, the emphasis is placed on the key objective of political geography – effectively combining the need for "territorialization" and the growing importance of networking. The role of urbanization processes in the context of cohesion policy is highlighted. Cross-border dimensions of cohesion policy in the context of interregional cooperation are explored. Particular emphasis is placed on the features of integrated sustainable development strategies.
