AbstractThe Capacity Development Programme (CDP) is an agreement between the Government of Mozambique and the Nordic Development Fund, to tackle climate variability by planning and the sustainable operations and maintenance of sanitation and drainage infrastructure. The Mozambican Administration of Water and Sanitation Infrastructure (AIAS) is the agency responsible for this project. The international consortium in charge of developing the CDP provided consultancy services to AIAS and the vulnerable cities of Beira and Matola. The assignment included not only capacity building but also institutional strengthening activities, as well as specific studies, mainly based on climate modelling (dynamic downscaling) and mapping exercises. Important results and conclusions were achieved, and further adaptation strategies to increase the resilience of the Mozambican urban water, sanitation, and drainage sector were proposed.

AbstractAs climate change accelerates the frequency and intensity of natural disasters, damage to public and private property is also increasing, putting exorbitant strain on governments and communities. Societies across the world are working to adapt to climate change, but climate adaptation is currently inadequate to meet the needs of the people left increasingly vulnerable and the places that risk being irreversibly changed or destroyed. One tactic of climate adaptation is strategic retreat, sometimes referred to as managed retreat. Strategic retreat is the process by which the government or another entity purchases (buys out) developed properties that are at risk of destruction or have been destroyed by natural disasters. The structure is most often demolished, and the land is placed under a permanent easement to prevent future development. What happens next is dependent on the entities involved in the buyouts, and can range from derelict, vacant lots to full restoration of ecosystems and their abilities to mitigate flood damage. Sometimes recreational amenities, such as trails or park infrastructure, are prioritized and funded as well. Conservation organizations can leverage their expertise in conservation planning, land acquisition and restoration, policy advocacy, and partnership development to improve the implementation of strategic retreat so that nature and people can thrive in the long term. In this policy paper, we review ways that conservation organizations have and can continue to engage in buyout processes to ensure positive outcomes for communities and nature. Conservation organizations must also evolve their approaches to climate adaptation to integrate equity and redress historical injustices in land use, and contribute towards improving strategic retreat for a more just and resilient future across disaster-prone communities. This work focuses on the context of disasters and climate adaptation in the USA, though many of the principles presented are applicable around the world.

SUMMARYIn sub-Saharan Africa, many nomadic pastoralists have begun to settle in permanent communities as a result of long-term water, food, and civil insecurity. Little is known about the epidemiology of cholera in these emerging semi-nomadic populations. We report the results of a case-control study conducted during a cholera outbreak among semi-nomadic pastoralists in the Karamoja sub-region of northeastern Uganda in 2010. Data from 99 cases and 99 controls were analysed. In multivariate analyses, risk factors identified were: residing in the same household as another cholera case [adjusted odds ratio (aOR) 6·67, 95% confidence interval (CI) 2·83–15·70], eating roadside food (aOR 2·91, 95% CI 1·24–6·81), not disposing of children's faeces in a latrine (aOR 15·76, 95% CI 1·54–161·25), not treating drinking water with chlorine (aOR 3·86, 95% CI 1·63–9·14), female gender (aOR 2·43, 95% CI 1·09–5·43), and childhood age (10–17 years) (aOR 7·14, 95% CI 1·97–25·83). This is the first epidemiological study of cholera reported from a setting of semi-nomadic pastoralism in sub-Saharan Africa. Public health interventions among semi-nomadic pastoralists should include a two-faceted approach to cholera prevention: intensive health education programmes to address behaviours inherited from insecure nomadic lifestyles, as well as improvements in water and sanitation infrastructure. The utilization of community-based village health teams provides an important method of implementing such activities.
