Summary The paper deals with the changes in the centralized (Kelsenian) model of constitutional review resulting from a state’s membership of the EU, which unequivocally demonstrates the decomposition of the classic paradigm of constitutional judiciary. The main point raised in the paper is that European integration has fundamentally influenced on the four above-mentioned basic elements of the Kelsenian model of constitutional review of legislation, which are the following: the assumption of the hierarchical construction of a legal system; the assumption of the supreme legal force of the constitution as the primary normative act of a given system; a centralised model of reviewing hierarchical conformity of legal norms; coherence of the system guaranteed by a constitutional court’s power to declare defectiveness of a norm and the latter’s derogation. All its fundamental elements have evolved, i.e. the hierarchy of the legal system, the overriding power of the constitution, centralized control of constitutionality, and the erga omnes effect of the ruling on the hierarchical non-conformity of the norms. It should be noted that over the last decade the dynamics of these changes have definitely gained momentum. This has been influenced by several factors, including the “great accession” of 2004, the pursuit of formal constitutionalization of the EU through the Constitutional Treaty, the compromise solutions adopted in the Treaty of Lisbon, the entry into force of the Charter, and the prospect of EU accession to the ECHR. The CJEU has used these factors to deepen the tendencies towards decentralization of constitutional control, by atomising national judicial systems and relativizing the effects of constitutional court rulings within national legal systems. The end result is the observed phenomenon, if not of marginalisation, then at least of a systemic shift in the position of constitutional courts, which have lost their uniqueness and have become “only ones of many” national courts.

: Mobile ad hoc networks (MANET) hold a set of numerous mobile computing devices useful for communication with one another with no centralized control. Due to the inherent features of MANET such as dynamic topology, constrained on bandwidth, energy and computing resources, there is a need to design the routing protocols efficiently. Flooding is a directive for managing traffic since it makes use of only chosen nodes for transmitting data from one node to another. This paper intends to develop a new Cluster-Based Flooding using Fuzzy Logic Scheme (CBF2S). To construct clusters and choose proper cluster heads (CHs), thefuzzy logic approach is applied with the use of three parameters namely link quality, node mobility and node degree. The presented model considerably minimizes the number of retransmissions in the network. The presented model instructs the cluster members (CM) floods the packets inside a cluster called intra-cluster flooding and CHs floods the packets among the clusters called inter-cluster flooding. In addition, the gateway sends a packet to another gateway for minimizing unwanted data retransmissions when it comes under different CH. The presented CBF2S is simulated using NS2 tool under the presence of varying hop count. The CBF2S model exhibits maximum results over the other methods interms of overhead, communication overhead, traffic load, packet delivery ratio and the end to end delay.

Abstract This article examines banditry, embezzlement, and other insider crimes along Egyptian railway lines during a period when British officials exerted centralized control over the Egyptian railway and financial austerity had a negative impact on the rail sector. By exploring the motives and tactics of railway crimes, I posit that criminals, by making claims on and use of the technology outside the purview of state regulations, expressed their heterogeneous desires to redistribute social wealth, repurpose the technological promise of modern railways, and confound intentions of colonial governance. Using new archival materials, this article utilizes a bottom-up approach to examine grassroots activism, everyday knowledge, informal networks, and the social mores and norms that criminals harnessed to discern infrastructural vulnerabilities and elude surveillance from the colonial state. Ultimately, I contend that criminal acts uncovered social crises otherwise hidden under the shadow of the exterior prosperity and stability of late 19th-century Egypt.

In order to solve the problems of longitudinal and lateral control coupling, low accuracy and poor real-time of existing control strategy in the process of active collision avoidance, a longitudinal and lateral collision avoidance control strategy of intelligent vehicle based on model predictive control is proposed in this paper. Firstly, the vehicle nonlinear coupling dynamics model is established. Secondly, considering the accuracy and real-time requirements of intelligent vehicle motion control in pedestrian crossing scene, and combining the advantages of centralized control and decentralized control, an integrated unidirectional decoupling compensation motion control strategy is proposed. The proposed strategy uses two pairs of unidirectional decoupling compensation controllers to realize the mutual integration and decoupling in both longitudinal and lateral directions. Compared with centralized control, it simplifies the design of controller, retains the advantages of centralized control, and improves the real-time performance of control. Compared with the decentralized control, it considers the influence of longitudinal and lateral control, retains the advantages of decentralized control, and improves the control accuracy. Finally, the proposed control strategy is simulated and analyzed in six working conditions, and compared with the existing control strategy. The results show that the proposed control strategy is obviously better than the existing control strategy in terms of control accuracy and real-time performance, and can effectively improve vehicle safety and stability.

AbstractThis paper reviews model predictive control (MPC) and its wide applications to both single and multiple autonomous ground vehicles (AGVs). On one hand, MPC is a well-established optimal control method, which uses the predicted future information to optimize the control actions while explicitly considering constraints. On the other hand, AGVs are able to make forecasts and adapt their decisions in uncertain environments. Therefore, because of the nature of MPC and the requirements of AGVs, it is intuitive to apply MPC algorithms to AGVs. AGVs are interesting not only for considering them alone, which requires centralized control approaches, but also as groups of AGVs that interact and communicate with each other and have their own controller onboard. This calls for distributed control solutions. First, a short introduction into the basic theoretical background of centralized and distributed MPC is given. Then, it comprehensively reviews MPC applications for both single and multiple AGVs. Finally, the paper highlights existing issues and future research directions, which will promote the development of MPC schemes with high performance in AGVs.
