Urban forestry and green spaces have less priority in urban planning. This research intends to assess the policy and planning of urban green spaces with their potential implementation status and challenges in planning and implementation. The general objective is to assess urban green space planning, policy, and implementation strategies and challenges encountered in Addis Ababa. The primary data was collected through key informant interviews, focus group discussions, and field observation; secondary data from a literature review along with examining policy and masterplans of Addis Ababa has been used. The mapping of stakeholder and institutional arrangements is analyzed using stakeholders’ consultation. Triangulation is used for data validation and analysis. Existing policy and proclamations must be supported by legislative regulations and implementation frameworks that provide the basis for concrete action plans. The incentives stipulated by the forest policy are not implemented to the required level. The 10th masterplan of the city (2017–2027) shows that the city will increase its green area development and public recreation coverage to 30% by 2020. Principles, such as multi-functionality, connectivity, green-grey interaction, and social inclusiveness, are considered in the planning of the green space development in the 10th masterplan. The research concludes that regulations and directives are not clearly drafted by responsible bodies, and low enforcement is hardly applied with respect to the green space development of Addis Ababa.

The article states the necessity of urban green spaces assessment. The current methods of urban green inventory are described. The necessity of modernization of the methods taking into account the achievements of remote sensing and Geographic Information Systems is stated. The basic outline of using of free-of-charge remote sensing data and ground photography data for green spaces inventory is suggested. A case study of using said data for green space inventory of the selected area in Leninsky district of Novosibirck city, Russia, is described.

Este estudo teve como objetivo desenvolver uma cartografia atual das áreas aterradas na cidade de Vitória (ES), entre os anos 1970 a 2016, utilizando produtos e técnicas de Sensoriamento Remoto orbital e suborbital integrado com os Sistemas de Informações Geográficas, documentos técnicos e plantas/projetos de aterramentos. A partir da ampliação do conceito de aterros, entrevistas e análises das imagens foi possível identificar, delimitar e detalhar os locais que passaram por processos significativos de depósitos de materiais - hidráulicos, inertes e sanitários - totalizando, no período de 46 anos, 15,74 km² (18,2%) da área territorial atual. Constatou-se que praticamente todos os limites da ilha principal e do continente do município de Vitória foram alterados pelas obras de engenharia de aterros expandindo o sistema de circulação viária, áreas uso residencial e de órgãos públicos, espaços de lazer como parte da região da Enseada do Suá, além dos portos e aeroporto.Palavras–chave: Geotecnologias, Análise Geográfica, Ordenamento Territorial e Ambiental.Abstract This study aimed to develop a cartography of the landfills areas in the city of Vitória, state of Espírito Santo - Brazil, between 1970 and 2016, using products and techniques of Remote Sensing orbital and suborbital integrated with Geographic Information Systems, technical documents and plants / projects of grounding. From the expansion of the concept of landfills, interviews and analysis of the images, it was possible to identify, delimit and detail the locations that went through significant processes of deposits of materials - hydraulic, inert and sanitary - totaling, in the period of 46 years, 15.74 Km² (18.2%) of the current territorial area. It was verified that practically all the limits of the main island and of the mainland of the municipality of Vitória were altered by the engineering works expanding the circulation system, residential and public use areas, leisure spaces as part of the region cove Suá, besides ports and airport.Keywords: Geotechnologies, Geographical Analysis, Territorial Planning.
