Scenario Analysis in the Management of Regional Security and Social Stability

Subject Turkmenistan's gas diplomacy. Significance Turkmen President Gurbanguly Berdymuhamedov met Russian President Vladimir Putin on November 1 during his first visit to Russia since 2011. They reportedly discussed trade, regional security and most importantly bilateral gas arrangements. Russian energy giant Gazprom announced a week later that it had suspended legal action against its Turkmen counterpart Turkmengaz, but did not offer to resume gas purchases. Impacts A prolonged period of low gas prices would create risks to social stability. Turkmenistan's desire to mend fences with Russia will be constrained by its reluctance to join Moscow-led regional blocs. Russia and a resurgent Iran will try to blunt Turkmenistan's ambition to become a significant gas supplier to Europe.

In modern conditions, it is necessary to organize effective information support for governance processes ensuring social stability on the basis of a comprehensive outpacing analysis of threats to regional security and sources of vulnerability of socio-economic systems, mechanisms to reduce uncertainty in the preparation and implementation of strategic and medium-term governance decisions, and improve their effectiveness in relation to the changing situations and in the external environment. The results presented in this paper are an evolution of the methodology of scenario analysis in the direction of developing formalized methods for analyzing and synthesizing alternative scenarios for the development of the situation in the social sphere and the means of supporting them.

Fairness in income distribution is a factor that both motivates employees and contributes to maintaining social stability. In Vietnam, fair income distribution has been studied from various perspectives. In this article, through the analysis and synthesis of related documents and evidence, and from the perspective of economic philosophy, the author applies John Rawls’s Theory of Justice as Fairness to analyze some issues arising from the implementation of the state’s role in ensuring fair income distribution from 1986 to present. These are unifying the perception of fairness in income distribution; solving the relationship between economic efficiency and social equality; ensuring benefits for the least-privileged people in society; and controlling income. On that basis, the author makes some recommendations to enhance the state’s role in ensuring fair income distribution in Vietnam. The article considers the dependence of the images of future on the socio-cultural context of their formation. Comparison of the images of the future found in A.I. Solzhenitsyn’s works of various years reveals his generally pessimistic attitude to the future in the situation of social stability and moderate optimism in times of society destabilization. At the same time, the author's images of the future both in the seventies and the nineties of the last century demonstrate the mismatch of social expectations and reality that was generally typical for the images of the future. According to the authors of the present article, Solzhenitsyn’s ideas that the revival of spirituality could serve as the basis for the development of economy, that the influence of the Church on the process of socio-economic development would grow, and that the political situation strongly depends on the personal qualities of the leader, are unjustified. Nevertheless, such ideas are still present in many images of the future of Russia, including contemporary ones.
