Science and Knowledge Production for Climate Change Adaptation: Challenges and Opportunities

Climate change threatens water, sanitation and hygiene (WaSH) facilities and services, as these are intimately linked to the water cycle and are vulnerable to changes in the quantity and quality of available water resources. Floods and droughts, which pollute and reduce water delivery respectively, have now become a perennial issue to deal with in the northern regions of the country, including the Bolgatanga Municipality. This study aimed to assess the degree to which climate change adaptation measures are mainstreamed into the WaSH development planning process in Ghana. Stakeholders from government and non-government agencies were interviewed to gain perspectives on the threat of climate change, the inclusion of climate change in WaSH planning and the barriers preventing mainstreaming. In general, despite awareness and concern about climate change, adaptation measures have been regarded to be far away from the immediate concerns of WaSH development planning. Most of the current measures are reactive and respond to environmental issues rather than to climate change stressors. In essence, stakeholders expressed the view that the adaptive capacity of the Municipality was low and that mainstreaming has not yet occurred. Despite the lack of progress, there are great opportunities for mainstreaming climate change adaptation into planning through increasing awareness and capacity, legislative and institutional changes and the development of participatory systems to provide early warning systems and disaster risk analyses that will inform future planning.

Climate change adaptation (CCA) policies require scientific input to focus on relevant risks and opportunities, to promote effective and efficient measures and ensure implementation. This calls for policy relevant research to formulate salient policy recommendations. This article examines how CCA research may contribute to policy recommendations in the light of idealized set of knowledge production attributes for policy development in Finland. Using general background information on the evolution of CCA research and a case study, we specifically examine how the set of attributes have been manifested in research serving CCA and discuss how they have affected the resulting policy recommendations. We conclude that research serving CCA can be improved by more explicit reflection on the attributes that pay attention to the context of application, the methods of teamwork and a variety of participating organizations, transdisciplinarity of the research, reflexivity based on the values and labour ethos of scientists and novel forms of extended peer review. Such attributes can provide a necessary, although not sufficient, condition for knowledge production that strives to bridge the gap between research and policy.

AbstractThis chapter critically assesses the integration of climate change adaptation and disaster risk reduction with a special focus on the Irish policy and governance context. The chapter first presents a comprehensive overview of the Irish policy environment for climate change adaptation and disaster risk reduction including its current level of integration. Analysis of alignment with global and regional drivers of integration is then considered. Next, drawing on empirical research conducted with multidisciplinary experts across the Republic of Ireland, the chapter employs the SHIELD model, developed by the EU-funded ESPREssO project, which outlines six pathways to enhance integration across the domains of climate change adaptation and disaster risk reduction. The pathways comprise of sharing knowledge, harmonising capacities, institutionalising coordination, engaging stakeholders, leveraging investments and developing communication. Findings of stakeholder focus groups and survey responses highlight the challenges and opportunities for impactful integration between climate change adaptation and disaster risk reduction in Ireland from a practitioner perspective across the six SHIELD pathways. Finally, conclusions from the study indicate the importance of governance, management and coordination of systems for climate change adaptation and disaster risk reduction; the sequencing of policy-making, planning and research; and the significance of specificity in relation to use of the six SHIELD pathways.
