PurposeUnder the background of economic and technological globalization, all countries will pay attention to science and technology innovation policies. At this time, the era of innovation policy plays an important role. In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China, earnestly innovate development concepts and strengthen the key supporting role of scientific and technological innovation for social development.Design/methodology/approachThe research will make an in-depth study on the policy of scientific and technological innovation, take the change trend of the number of laws and regulations and the analysis of the basic content as the entry point, and classify it from five different aspects, such as the policy of scientific and technological system and mechanism, the policy of financial guidance, the policy of technological innovation of enterprises, the policy of scientific and technological talents, and the policy of intellectual property.FindingsThrough the comparison of the development history of science and technology policies at home and abroad, the development history of science and technology innovation policies under the special national conditions of China is obtained. Combining with the relevant basic theories of science and technology innovation system, designing from the publishing department, main content, and implementation subject, constructing a synergistic science and technology innovation system of “government, industry, university and research,” and forming an “integration of supply and demand” technology innovation framework will guide the development of China's science and technology innovation in the future.Originality/valueThe authors construct the policy framework of science and technology collaborative innovation based on the concept of science and technology innovation policies. The framework has realistic significance for its future development.

The university science and technology innovation system is an essential bridge between higher education and national innovation development. Since the founding of the Communist Party of China, the scientific and technological innovation system of Chinese universities has intermingled with the historical environment and internal and external factors and has gone through several stages of development from weak to strong and from fragile to solid. In this process, the Communist Party of China has always been firmly based on the central concept of people-oriented, using a forward-looking vision to develop the macro deployment of the university science and technology innovation system and finally using the combination of ideology and politics, the three-wide education throughout the sustainable development, and optimization of the system, returning to the “university” nature of the university science and technology innovation system, to achieve the fusion of the system and the Party-building development. To this end, the university science and technology system in the new era must continue to uphold the leadership of the Communist Party of China, draw on the power of the three chains led by the Party, inductively form contemporary inspiration from the logic of construction over the past century, and adapt to the complex and changing world situation of the future.

This paper provides an overview of the key policy instruments and capacity building policy tools used in each development phase of science and technology in Korea. In the 1960s and ’70s, the Korean government built an institutional foundation for the development of science and technology. In the later part of the ’60s, the Ministry of Science and Technology and the governmentfunded research institute became key organizations to implementation of policies intended to foster the advance of science and technology in Korea. The Korean government also focused on learning about and absorbing foreign technologies by licensing and by importing capital goods. From 1980 to 1997, the Korean government shifted its policy direction from technology learning to developing by its own scientific and technological capacity in high-technology sectors, which requires an indigenous R&D capability. It launched large-scale R&D programs that targeted certain fields to close what was a large gap between advanced countries and Korea. Korea became a fast follower, making a massive investment in certain fields, such as the semiconductor, electronics, steel and chemical industries. In the late 1990s, the Korean government developed a plan to build a national science and technology innovation system. Although the relevant infrastructures had been in place for 40 years and an R&D capability for innovation was in the works, those were not perceived to be systematically working together, which is crucial for sustainable innovation. The government response to this problem was to design a policy that tried to systemize the whole process of science and technology innovation.
