Coal mine safety production is of great significance in China. Modern information management and network technology are used to establish a coal-based early warning emergency command information system. The system provides a fast and effective digital platform for the mine safety management and emergency response decision-making. The system's functional framework, operation process and some key algorithm of the system were introduced in the paper. The technology of System construction has also been mentioned.

This paper addresses the lack of research on the relationship between managers and staff on coal mine safety management, the key function of this relationship to coal mine safety production is analyzed, and the essential relationship between them is pointed out. The factors impacting on this symbiotic relationship are got from static and dynamic analysis. Static analysis indicates that this symbiotic relationship is in accordance with stable matching conditions, and correlation degree is one of the key influence factors. A logistic model of this symbiosis is set up in the dynamic analysis, and the contribution of each other is pointed out to be one of the key influence factors. These key influence factors are localized in the coal mine safety management, to propose the optimization path beneficial to symbiotic relationship, which is to be a new method to analyze the causes of coal mine accidents and to develop safety management strategies. In the empirical analysis, the causes of the coal mining accident are found out from the perspective of symbiotic relationship between managers and staff in the coal mine safety management, and more detailed, explicit and comprehensive strategies of accident prevention are proposed by optimizing this symbiotic relationship.

Coal mine safety management involves many interested parties and there are complex relationships between them. According to game theory, a multiparty evolutionary game model is established to analyze the selection of strategies. Then, a simplified three-party model is taken as an example to carry out detailed analysis and solution. Based on stability theory of dynamics system and phase diagram analysis, this article studies replicator dynamics of the evolutionary model to make an optimization analysis of the behaviors of those interested parties and the adjustment mechanism of safety management policies and decisions. The results show how the charge of supervision of government department and inspection of coal mine enterprise impact the efficiency of safety management and the effect of constraint measures and incentive and other measures in safety management.
