The emission estimations for vinyl acetate from storage tanks located in Dilovasi and Yumurtalik, Turkey, were completed by using the US EPA standard regulatory storage tanks emission model (TANKS 4.9b). Total annual emission was determined to be 7,603.15 kg/year for Yumurtalik and 6,057.06 kg/year for Dilovasi. In addition, ALOHA software was used in order to define emergency responses required in the case of vinyl acetate leakage based on different scenarios. According to ALOHA program modelling results, the threat regions occurred were 113 and 236 m for the red threat region, 299 and 663 m for the orange threat region, and 790 m and 2.0 km for the yellow threat region for vinyl acetate toxic vapour in Dilovasi and Yumurtalik, respectively. The threat regions determined were 10 and 15 m for the red threat region, 9.14 m for orange threat region, and 20 and 49 m for the yellow threat region for modelling of flammable area for the vapour cloud of vinyl acetate in Dilovasi and Yumurtalik, respectively. The amount of thermal radiation was determined to be 10 kW/m2 at a distance of 9.96 m from the tanks in both Dilovasi and Yumurtalik during a jet fire.

Bridges are fundamental links for the movement of goods and people and bridge damage can thus have significant impacts on society and the economy. Earthquakes can be extremely destructive and can compromise bridge functionality, which is essential for communities. Evaluation of bridge functionality is thus fundamental in the planning of emergency responses and socioeconomic recovery procedures. It is especially useful to define parameters to assess investments in bridge infrastructure. Resilience is a key parameter that can identify decision making procedures necessary for recovery investments. In this regard, resilience can be defined as the rapidity of a system to return to pre-disaster levels of functionality. This aim of this work was to assess the lack of robust analytical procedures for quantifying systematic restoration for earthquake-damaged bridges, to provide a link between the assessment of resilience and its application in decision making approaches. The proposed methodology (called seismic resilience for recovery investments of bridges) uses functionality–time curves that allow quantification of resilience along with readable findings for a wider range of stakeholders. The results presented in this paper should be of interest to multi-sectorial actors (i.e. bridge owners, transportation authorities and public administrators) and could drive interdisciplinary applications such as the assessment of recovery techniques and solutions.

Social organizations have become an important component of the emergency management system by virtue of their heterogeneous resource advantages. It is of great significance to explore the interaction between the local government and social organizations and to clarify the key factors affecting the participation of social organizations in natural hazard emergency responses. With the aim of exploring the relationship between the local government and social organizations, based on evolutionary game theory, the emergency incentive game model and the emergency linkage game model of natural hazard emergency responses were constructed. The evolutionary trajectories of the emergency incentive game system and the emergency linkage game system were described by numerical simulation. Meanwhile, the influence mechanism of government decision parameters on the strategy selection of both game subjects was analyzed. The results show that both governmental incentive strategy and linkage strategy can significantly improve the enthusiasm of social organizations for participating in natural hazard emergency responses. Moreover, they could encourage social organizations to choose a positive participation strategy. Nevertheless, over-reliance on incentives reduces the probability of the local government choosing a positive emergency strategy. In addition, we found that, when both game subjects tend to choose a positive strategy, the strategy selection of the local government drives that of social organizations.

AbstractAccording to the statistics of 160 typical fire and explosion accidents in oil storage areas at home and abroad nearly 50 years, 122 of them occurred the secondary accidents in the emergency responses. Based on 122 accident cases, 21 causal factors leading to secondary accidents are summarized. In order to quantify the influencing degree of these causal factors on the accident consequences, a multiple linear regression model was established between them. In the modeling process, these factors are decomposed into the criterion layer, variable layer, and bottom layer. The improved analytic hierarchy process (IAHP) was used to establish the relationship between the bottom factors and variable factors, and the regression analysis method was used to establish the relational model between variable layer and criterion layer. For 122 cases of the secondary accidents, this study took the year as a statistical dimension, and obtained 40 groups of sample data. The first 34 groups of sample data were used to build the causal factors model, and the last 6 groups of sample data were tested the generalization ability of the model by using the established regression model combined with grey prediction model. The results show that the prediction ability of the established model was better than that of the grey prediction model alone. Moreover, the relative contribution and change trend of the causal factors were evaluated using the mutation progression method, and corresponding preventive countermeasures were proposed. It was found that human professional skills, knowledge and literacy, environmental issues, and firefighting facilities are the main influencing factors that lead to the secondary accidents. These three kinds of factors show a gradual improvement trend, and the existing prevention measures should be maintained and further improved. The problem of inherent objects or equipment factors has not been effectively improved and has a worsening trend, which is the focus of prevention in the future, and the prevention and control efforts need to be moderately increased. The research results have important guiding significance for understanding the quantitative influences of causal factors on the accident consequences, improving emergency response capabilities, reducing accident losses, and avoiding secondary accidents.

This paper presents a pilot research of approaches taken by European Union (EU) Member States (MSs) in the emergency response to the COVID-19 crisis in pre-tertiary education. It includes a multi-case study of four MSs, examining their education systems’ digital readiness and “fitness for change”, as well as decision-making practices. We use the Cynefin framework of decision contexts to explore different paths in shifting from chaos to complexity. The preliminary findings of this research indicate that a factor positively influencing education systems’ response was not exclusively their digital readiness, but also “fitness” in terms of ongoing reforms and preparedness for change. The findings also suggest that MSs generally continued with their usual decision-making practices, with tendencies towards centralisation of crucial decisions, which is in line with the Cynefin framework, arguing for stronger leadership in chaotic contexts.

Barrier lakes are secondary disasters with associated landslides and debris flow that can cause serious damage to the downstream populations and areas. Existing studies are lacking in comprehensive descriptions of the rescue process, where the main channel streamflow varies and topographic erosion develops, as well as engineering disposal performs. This paper aimed to theoretically investigate the formation and emergency responses to barrier lakes using on-the-spot investigation and calculus theory. The results showed that the formation of a barrier lake led to a sudden variation in the flow-change rate (normal to infinite). However, after implementing emergency measures, this rate returned to normal. The whole rescue process could be regarded as the accumulation of disposal effects. Volume changes in the main streams were expressed by a differential equation of the lake surface area and water level variations. In addition, a corresponding theoretical description of flow discharges was also given when engineering measures such as the excavation of diversion channels and engineering blasting were adopted. Specifically, the theoretical expressions of flow discharge were given respectively in the developing stage and breach stable stage after the excavation of diversion channels. The flow discharge through certain sections was also described theoretically when engineering blasting was chosen to widen and deepen the cross-section of the diversion channels. Overall, this paper mathematicizes and theorizes the existing emergency measures, which helps to better understand their implementation principles and application requirements.

Abstract The suggestion that we “are at war” with the coronavirus pandemic was not uncommon in national representations of the challenge posed by the virus. Such a representation was in turn frequently linked to the imperative of emergency responses, including expanded police powers, national lockdowns, and border closures. For theorists of securitization, this is not surprising. For them, the language of security and existential threat enables extraordinary and exceptional practices. This paper interrogates these assumptions about the performative and enabling role of securitizing language by beginning with emergency measures and asking how these were justified, how they became possible, and how prominent the language of “security” was to this politics of exceptionalism. It examines justifications for emergency responses—national lockdown and/or border closures—in the United Kingdom, Australia, and New Zealand in March 2020. Ultimately, the cases examined demonstrate significant variability in justifications for similar extreme measures. In the process, this analysis challenges core assumptions about the conditions in which extraordinary measures become possible, suggesting, in turn, the need for a context-specific understanding of both securitization and the conditions of exceptionalism.
