Purpose The purpose of this paper is to investigate the significant advantages of cloud technology in digital cultural heritage construction by analyzing public culture cloud platforms in China. The authors hope to provide references for other countries and regions on the applications of cloud computing techniques in digital cultural construction. Design/methodology/approach The primary research methods involved interview and case analysis. A comprehensive understanding of cloud technology and China’s culture cloud platforms were gained through research into extensive amounts of literature. Analyzing 21 culture cloud platforms offers a general understanding of culture clouds, while the Hunan Public Culture Cloud acts as a representative sample that gives detailed insight. Findings This paper explores the considerable advantages of cloud computing in digital cultural construction from four aspects: integration of decentralized heterogeneous resources, coordination and cooperation, accurately matching user needs and promotion of balanced service development. Originality/value Existing studies fall short of comprehensive investigations of culture cloud platforms and in-depth analysis of the advantages of cloud technology applications. This paper uses the construction of public culture cloud platforms in China as the research object. Further, this paper compares the construction status of different culture cloud platforms.

The Impact

Cloud computing (CC) support for learning systems has been viewed as one of the most discussed issues that promise to modernize computing by providing visualized resources as a service over the internet. To be stable in cloud computing acquisition requires an education institution to address many of the same concerns they face in implementing an Information System (IS) service. Currently, there is still lack of CC implementation standard and organizational support that impacted VLE system performance. Previous research has reported that the influence of the CC implementation decision depends on the impact of various factors studied. Nonetheless, organizational support is the least factor mentioned especially studies from Malaysia. Thus, the main purpose of this study is to develop a validated scale of organizational support in implementation decision activities towards CC implementation success. In this paper, the Delphi process adopted to measure consensus among nominal group technique (also known as the expert panel). Key methodological issues in using the methods are discussed, along with the distinct contribution of consensus methods as aids to decision making in education service development. The study has adapted stages of proses flow of scale development and validation of measurement items according to legitimate measures in the Delphi technique. The measurement scales formed are based on literature review and field studies conducted to increase the reliability and validity values. Organizational support constructs were divided into top management support, firm size, awareness, Technology Readiness and cost effectiveness. A total of 5 items have been successfully set up for further validation.

As life expectancy increases, so does the number of Ambient Assisted Living (AAL) initiatives. The Living Usability Lab is a user-centered living laboratory aimed at open-innovation and evaluation of new approaches to AAL applications and services, where the different stakeholders may develop and evaluate innovative services for the elderly in near-real life conditions. These AAL initiatives often traverse several research fields, from embedded devices to multiple data streams analysis. Advanced processing, reasoning, and storage of such data streams poses a complex problem usually solved using local processing and storage resources. This chapter presents an overview of the LUL initiative, its services, and applications, and explores the problem of advanced processing, reasoning, and storage from a cloud computing perspective.

Functional approaches to disability measurement in Zambia reveals an overall disability prevalence rate of 13.4%, 4% of whom are recorded as having “speech impairment” (Zambia Federation of the Disabled [ZAFOD], 2006). Further, multidimensional poverty assessments indicate that 48.6% of Zambia's approximately 16 million citizens are impoverished. Currently, there are three internationally qualified speech-language pathologists (SLPs) providing services within Zambia's capital city, Lusaka. Given these statistics, it follows that a significant number of Zambian's, experiencing communication disability, are unable to access specialist assessment and support. Over the past decade, Zambia has seen two very different approaches to address this service gap—firstly, a larger scale top-down approach through the implementation of a formal master's degree program and more recently a smaller scale, bottom-up approach, building the capacity of existing professionals working in the field of communication disability. This article provides an overview of both programs and the context, unique to Zambia, in which they have developed. Authors describe the implementation challenges encountered and program successes leading to a discussion of the weakness and merits to both programs, in an attempt to draw lessons from which future efforts to support communication disability and SLP service development in Majority World contexts may benefit.
