The emergency management community is working toward developments associated with the reduction of losses in lives, property and the environment caused by natural disasters. However, several limitations with the particular collaborative nature of current Information and Communication Technology (ICT) in use have been reported. In particular, how emergency management stakeholders within an ICT environment can bring together all their resources in a collaborative and timely manner so as to improve the effectiveness and efficiency of emergency response tasks. With this in mind, the authors describe the Grid-Aware Emergency Response Model (G-AERM) to make the best of functionality offered by emerging ICT to support intelligence in decision making toward a more effective and efficient emergency response management.

According to the burst characteristics and uncertainty state of development of disruptive incident,a method for selecting emergency response model of disruptive incident based on cloud model has been proposed. The specific algorithm was analyzed, and implementation steps were given. By using the weighted deviation to measure deviation between actual system and ideal system, and combined with examples, it demonstrates the practicability and effectiveness of the model.

Abstract The growing number of incidents and emergencies around the world is raising the issue of security. To improve security, states allocate huge amounts of money, both to support rescue services, and for scientific research in this area. The article reveals an approach to the development of a mathematical model of the rescue services functioning, taking into account the relationship between its individual types of forces and means, allowing simultaneous optimization of various types of material and human resources.
