So-called orientors have been introduced at the interface between ecology and thermodynamics. Two have been chosen here to compare the characteristics of five ecological systems: exergy, which is related to the degree of organization of a system and represents the biogeochemical energy of a system, and emergy, which is defined as the total amount of solar energy directly or indirectly required to generate a product or a service. They represent two complementary aspects of a system: the actual state and the past work needed to reach that state. The ratio of exergy to the emergy flow indicates the efficiency of an ecosystem in producing or maintaining its organization.The main system under study is a portion of the Venice Lagoon, which is used as a fish farming basin. Four other aquatic ecosystems were considered for comparison. Results show that the ecosystem within the Venice Lagoon is the one with the highest efficiency in transforming the available inputs in organization of the system. This fact is due to human intervention, which is very limited but also very effective.

In this study we assess the adaptive capacity of relevant institutions for ecosystems and environmental management in two complex systems: the Dutch Wadden Sea and the Venice Lagoon. A new tool called the Adaptive Capacity Wheel (ACW) is used to diagnose strengths and weaknesses in the institutional systems in these two areas. An overview of both strengths and weaknesses leads to a better understanding of the system of governance and enhances the discussion of how it can be improved. The ACW identifies six dimensions that are relevant for the adaptive capacity of a society, according to the literature on climate adaptation and governance. They are variety, learning capacity, room for autonomous change, leadership, availability of resources, and fair governance. Then, we compare the two cases drawing attention to the physical and institutional similarities and differences that could explain the level of adaptive capacity we found. In this study, the physical and economic characteristics of the two regions proved to be quite similar, while the institutional system was very different. These two different governance systems, however, lead to a similarly low level of adaptive capacity. In theWadden, decision processes are slowed down because of a lack of authority and leadership. On the dimension of learning, the Wadden case scores positively. In Venice, lack of cooperation and accountability limit learning. Venice scores well on the autonomous ability to change. We conclude that in both cases there is a lot to be improved and that the two regions can learn from each other. Venice could, for example, improve learning with structures similar to those in theWadden, such as theWadden Academy. TheWadden area could learn from Venice about how to inform the larger public on potential flooding.

Currently, remarkable gaps of operational, social and environmental efficiency and overall sub-optimization of the logistics and mobility systems exist in urban areas. There is then the need to promote and assess innovative transport solutions and policy-making within SUMPs (Sustainable Urban Mobility Plans) to deal with such critical issues in order to improve urban sustainability. The paper focuses on the case study of the Venice Lagoon, where islands—despite representing a relevant feature of urban planning—face a tremendous lack of accessibility, depopulation, social cohesion and they turn out to be poorly connected. By developing an original scenario-building methodological framework and performing data collection activities, the purpose of the paper consists of assessing the feasibility of a mixed passenger and freight transport system —sometimes called cargo hitching. Mixed passenger and freight systems/cargo hitching are considered as an innovative framework based on the integration of freight and passenger urban systems and resources to optimize the existing transport capacity, and thus, urban sustainability. Results show that the overall existing urban transport capacity can accommodate urban freight flows on main connections in the Lagoon. The reduction in spare public transport capacity, as well as in the number (and type) of circulating freight boats show—in various scenarios—the degree of optimization of the resulting urban network configuration and the positive impacts on urban sustainability. This paves the way for the regulatory framework to adopt proposed solutions.
