Political Integration: Exploring the Electoral Participation of Recent EU Citizens

Electoral participation of immigrants is an important issue in Europe, particularly because immigrants vote less often than natives. This may suggest a lack of political integration and might result in proportionally lower representation in parliament, in turn affecting democratic legitimacy. This research analyses 8,132 immigrants in 24 European countries. We find that although the largest differences are at the level of the country of destination, the measured characteristics of the country of origin offer more powerful explanations. We conclude that immigrants from countries with more political and socio-economic opportunities have a higher propensity to vote. Immigrants who live in countries with a higher economic development level also vote more often.

Every nation is quite diverse in terms of his historical destiny, spiritual priorities, and cultural heritage. However, voluntary European integration, which is the final aim of political integration that began in the second half of the twentieth century from Western Europe, provided for an availability of large number of characteristics in common in political cultures of their societies. Therefore, Ukraine needs to find some common determinants that can create inextricable relationship between the European Community and Ukraine. Although Ukrainian culture is an intercultural weave of two East macrocivilizations, according to the author, Ukraine tends to Western-style society with its openness, democracy, tolerance, which constitute the basic values of Europeans. This articles argues (a) that democratic discourse has already become hegemonic among mainstream Islamist movements in Turkey and the Arab world; (b) that while this development originated in tactical calculations, it constitutes a consequential transformation in Islamist political thought; and (c) that this transformation, in turn, raises critical questions about the interaction of religion and democracy with which contemporary Islamists have not yet grappled adequately but which were anticipated by medieval philosophers such as al-Farabi and Ibn Rushd. The argument is laid out through an analysis (based on textual sources and interviews) of key decisions on electoral participation made by Turkey’s AK Party and the Muslim Brotherhoods in Egypt, Jordan, and Syria. Particular attention is focused on these movements’ gradual embrace of three key democratic principles: pluralism, the people as the source of political authority, and the legitimacy of such procedural mechanisms as multiple parties and regular elections.

AbstractThe outbreak of the COVID-19 pandemic has placed severe pressure on the EU’s capacity to provide a timely and coordinated response capable of curbing the pandemic’s disastrous economic and social effects on EU member states. In this situation, the supranational institutions and their models of action are evidently under pressure, seeming incapable of leading the EU out of the stormy waters of the present crisis. The article frames the first months of management of the COVID-19 crisis at EU level as characterised by the limited increase in the level of steering capacity by supranational institutions, due to the reaffirmed centrality of the intergovernmental option. To explain this situation, the article considers the absence of the institutional capacity/legitimacy to extract resources from society(ies), and the subsequent impossibility of guaranteeing an effective and autonomous process of political (re)distribution, the key factors accounting for the weakness of vertical political integration in the response to the COVID-19 challenge. This explains why during the COVID-19 crisis as well, the pattern followed by the EU is rather similar to past patterns, thus confirming that this has fed retrenchment aimed at the enforcement of the intergovernmental model and the defence of the most sensitive core state powers against inference from supranational EU institutions.
