Investigation and potential analysis of low-slope hilly land resources is a foundational work for carrying out land development and utilization scenically. In this paper, based on status of land use change survey data in 2011 and satellite remote sensing data of study area, at the same time,we combined with the practical situation of study area, by using superposition analysis, spatial clustering and fuzzy comprehensive evaluation, did an investigation to low-slope hilly land resources which slopes between 8 degree and 25 degree, analyzed theoretical potential and actual potential of low-slope hilly development and utilization, in order to provide the basis and reference for land use work. The results of the project show: (1) development potential of low-slope hilly land resources is large; (2) the discrepancy beteen theoretical potential and actual potential is obvious; (3) the strategic of development and utilization must be adjust measures to local conditions, pay equal attention to ecological benefit, social benefit and economic benefit and considerate landscape and ecological balance comprehensively.

GIS technology can be used to support spatial data collection, management, processing, analysis, modeling and display to solve complex planning and manage problems. [2,3] Plot ratio is an important indicator in the reasonable development and utilization. City land suitability evaluation is the basis of urban land development direction. [1] This paper using superposition analysis module and spatial analysis extension module in ARCGIS10.1 software to volume rate statistics, carry out the city land suitability evaluation, and make the results visualization.

Based on data envelopment analysis (DEA) approach ,use the 11 prefecture-level city in Hebei Province as the research object, selects indicators of the inputs and outputs categories of the mineral resource development and utilization of the year of 2007 , analyzes mineral resources development utilization efficiency of the prefectural-level city in Hebei, including overall efficiency, technical efficiency and scale efficiency. The results show that: the efficiency in the development and utilization of mineral resources throughout the prefecture-level cities in Hebei exists regional differences. On this basis, made recommendations accordingly.

Research in Human Capital land Development (RHCD) is a "Research Annual" which aims at investigating "the relationship between the development and utilization of human capital and the process of economic and social change" (p. vii). This series will consist of interdisciplinary studies which are typically longer than a journal article and shorter than a monograph and will be specifically addressed to "fertility, health, education and manpower, migration and the triangle of equity, distribution and efficiency" (p. vii). Edited by Professor Ismail Sirageldin, this first volume of RHCD has touched on most of these areas. Part I of this volume has three articles under the heading "Health and Fertility". With the rapid development of the social economy, the pace of urban-rural integration construction has been accelerating continuously. From the actual situation at this stage, it is necessary to maintain the sound relationship of coordination, interaction and mutual advance between the city and the village. In the process of building urban-rural integration, we should focus on strengthening the development of land management, so as to improve the rationality of land development and utilization, and maximize the value of land while protecting rural farmland resources. The author explores and analyzes the problems existing in the land management work in the urban-rural integration construction. An effective way is put forward to carry out land management work in urban and rural integration construction, which contributes to the improvement of the quality of land management work.
