In this study, the appropriateness of the current publicly announced and managed instream flow in the Seomjingang River watershed was evaluated based on the water quantity, water quality, and state of the aquatic ecosystem. The stream flow was evaluated based on the observed water flow rate at the Gurye-gun (Songjeong-ri) station that is the main point of the Seomjingang River flow management and located at the lowest downstream of the main stream of the Seomjingang River. Another important reason for choosing this station was that observational data from before the construction of the major dam to the present day were available. The water quality and aquatic ecosystem conditions were reviewed based on the data measured over the past 20 years, and the achievement ratio of instream flow was compared with that of stations in the other major river systems. Based on the evaluation result, the instream flow was re-estimated for the 11 important stations of the Seomjingang River and its two branches. Based on the currently permitted water use of the Seomjingang River, the amount of water required to supply for the instream flow deficit during dry seasons was predicted and presented as a reference for water management work.

This study aims to analyze the implementation of the treasurer certification policy in the APBN management work unit at KPPN Medan II. This study uses a qualitative approach where the researcher is the key instrument, the data collection technique is trangulation (observation, interviews, and documentation), the data obtained tend to be qualitative data, the data analysis is qualitative, and the results of qualitative research are to understand the meaning and construct phenomena. implementation of the treasurer certification policy. The results of the study indicate that the implementation of the treasurer certification policy has not yet reached the ideal condition, namely the achievement of all certified treasurers no later than 4 years since Presidential Regulation Number 7 of 2016 concerning Certification of Treasurers of the State Budget Management Work Unit comes into force. This is due to inconsistencies in policy implementation due to the non-compliance of the Head of the Work Unit in fulfilling the commitments in the Statement of Ability for the Treasurer to take the treasurer certification at the first opportunity. In addition, the incentive indicator is also one of the inhibiting factors for treasurers from participating in treasurer certification because treasurers feel that the workload, risks, and responsibilities are not balanced with the rewards received and the treasurer's career path is unclear.

Organizing archives needs to be done with good management. However, the Governance Section of the Batu Bara Regency Regent's Office still has weaknesses, especially in terms of archive management work procedures. The purpose of this study was to find out how the effectiveness of the archives in improving the administrative services of the Governance Section at the Regent's Office of Batubara Regency. and what are the factors that hinder archives in improving the administrative services of the Governance Section at the Batubara Regency Regent's Office? This study uses a descriptive method with qualitative analysis techniques. Data collection techniques with observation, interviews and documentation. The results of this study found job satisfaction has not been effective because employees have not participated in education and training evenly.

The management information system for compensation under multihoming network architecture has been developed in order to improve the time efficiency, accuracy, and level of informatization of compensation management in university and deal with the rising data and difficulty in exchanging information between various management information systems resulting from the changing compensation policies. This system is designed based on multihost data network architecture, including function modules of all kinds of compensation promotion, personnel historical data management, time warning, statistics, and report generation. This system integrates my five years’ experience in the front-line of compensation management work. The purpose is to fully solve the practical problems of compensation management in universities, truly help the work of compensation administrators, unify the fragmented compensation management works, and comprehensively improve the level of compensation management. It has a strong popularization and signification for reference for the compensation management work of similar universities.

In the contemporary time in which we live, the approach of leaders plays an important role in implementing the strategy of the “Kujtesa” company. The purpose of this research is to show the application of leadership style to their subordinates. The methodology used in the study is a combination of quantitative and qualitative data. The results of the research were processed with the data of 100 employees and managers of the “Kujtesa” company. The data were processed using the statistical analysis of SPSS program. This research includes the analysis of key factors of leaders' style with their subordinates such as: human resource management, work structure, management readiness to face new challenges and new situations. This study shows a clear picture of the functioning of leaders' approaches to subordinates.

In industrial relations, the role of workers is represented by the union as a forum to voice and accommodate aspirations in the rights and obligations of workers. Meanwhile, the owners of capital are represented by human resource management (HRM), which acts as the manager of the company's assets in order to achieve ideal industrial relations. The purpose of this study is to explore the role of human resource management in fostering industrial relations. This is motivated by a violation of high work discipline, which has an impact on industrial relations involving management and trade unions. This study used a qualitative method. The data of this study consists of primary data and secondary data. The primary data are obtained from the direct interviews with related parties at PT PAL Indonesia (Persero) and the secondary data are obtained from various written sources. The results of this study showed that the management is already at the stage of cooperation, where trade unions and management work together in fostering industrial relations. This is done through the handling and resolution of employee complaints.

Coaching is one of the things that must be done in PPLP because coaching is one of the key successes of PPLP. The existence of high coaching can be one of the capital for PPLP to achieve the expected goals. In order to uphold the coaching, coaching management is needed based on the theories reflected in management functions which consist of planning, organizing, implementing, and monitoring carried out to determine and achieve predetermined goals through the use of human resources and other resources. This research is a type of qualitative research, which is research that tends to deal with research problems that require exploration, where knowledge of the problem is still limited, about a detailed understanding of central phenomena. With data collection techniques carried out with interviews, observations, and documentation. Data processing procedures are carried out by informing checking tringulation techniques, as well as data checking. The results showed, 1) the planning of the coaching management work program has been carried out well, this is evident from the management of athlete coaching which is arranged for short and long term activities, in the implementation of the management of athletes that have been prepared when giving training materials can be implemented as when the management plan for athlete coaching is mutually agreed upon.2) the management of coaching management has been well established this as in the division of tasks and responsibilities in accordance with the decree issued by Dispora, 3) the execution of duties and responsibilities of human resources in charge of the implementer has been able to carry out the responsibilities properly, 4) supervision of the implementation of management management of this guidance has been carried out well, because supervision has been carried out by the leadership both directly and indirectly.

Abstract For torpedo electronic components tested by functional verification, there are characteristics of a few samples and few failures. During service life, it is difficult to analyse and predict the changes in reliability. At present, management's observation of quality is mainly base on failure data, and it is difficult to make predictions about the moments without failure in service life. In this paper, according to the failure data, we consider such factors as performance degradation and detection and use the model of instantaneous failure rate to evaluate the reliability of the detection moments periodically, and predict the reliability of stages through the results of detection moments. The method proposed in this paper, on the one hand, considers the service experience, and on the other combines the detection data, to make the final evaluation result more credible. In addition, this paper predicts the changing trend of reliability between adjacent detection moments, which can provide a useful reference for quality management work.
