Glaucon's Challenge at the beginning of Book 2 of Plato's Republic has long prompted interpretive difficulties, due to a misunderstanding of its central aspect. The task of this essay is to correct that misunderstanding, at which point The Challenge can be seen to be as simple and powerful as Glaucon seems to think it is. The Challenge is simple, insofar as it requires Socrates to show that justice is always good, that one is always better off cultivating a just character and acting justly than otherwise (and that's all there is to it). And it is powerful, insofar as Glaucon and Adeimantus provide plausible reasons to think not simply that justice is not always good, but that fully developed injustice is always good.

This chapter provides insights into interoperability from the point of view of delivering government services. It shows that today, technology and the industry have progressed to such an extent that the technical barriers to interoperability can be overcome in many ways. The real challenge is to address business interoperability that involves the interplay of technical, architectural, strategic, organizational, policy, and legal dimensions. This, in turn, has influenced the evolution of government interoperability frameworks, where some governments have incorporated Enterprise Architecture approaches. Today, new socio-economic challenges require policy makers to rethink their approaches in ways that will enable them to constantly improve and evolve citizen-centric services powered by an ICT-enabled Connected Transformational Government.

ABSTRACT Fisheries subsidies norms and discussions at present are based on the subsidy framework under the Agreement on Subsidies and Countervailing Measures. This approach is pertinent vis-à-vis various types of governmental subsidies provided to fisheries industries. It, however, fails to tackle illegal, unreported and unregulated (IUU) fishing, one of the core targets of the fisheries subsidies norms, because few governments ‘subsidize’ illegal activities such as IUU. As far as IUU fishing is concerned, the real challenge is not about subsidies but about how to enforce domestic laws and regulations to punish owners, operators, and fishermen engaged in such illegal activities. Future discussion of fisheries subsidies norms regarding IUU should reflect the law enforcement aspect in addition to the present subsidy aspect.

Significance While a huge step towards a possible democratic transition, the real challenge facing Sudan’s revolution will come in its implementation phases. Impacts Senior TMC figures will continue to wield disproportionate influence due to their control of key institutions and economic sectors. Economic reform will be a central challenge; the situation will likely get worse before it gets better. The deal could see Sudan removed from the US list of state sponsors of terrorism and move towards debt relief, though both may take time.
