The numerical simulation of oil containment by floating boom under wave-current coupling conditions is presented in a companion paper. The present paper focuses on the use of the numerical experimental platform developed by FENG and WU for the prediction of oil containment failure velocity of floating boom under wave-current coupling conditions. Detailed derivation processes about the containment failure velocity formula are provided. The effects of oil parameters, wave parameters and oil boom parameters on oil containment failure velocity receive particular attention, and the influences of some of these parameters such as oil density, boom draft are quantified. The prediction model can provide an economic, convenient method for oil spill response.

The Sanduao Bay is the bay with many of islands where the coastline is very winding with complex hydrodynamics and sediment transportation. Using a 2-D wave-current coupling hydrodynamic model of the Mike21 software package, the hydrodynamics condition on the Pingang Operation Area of Baima Port in the Sanduao Bay is simulatated. The results show that the current field in the berth is smooth that is beneficial to maintenance of water depth and reduction of siltation in berth. And the velocity in reclamation and dredging area is reduced less than 0.05m/s. the reclamation near the coastline and dredging in the berth make the velocity varied and the varying range is between 0.3m/s and 0.4m/s.

The offshore areas belong to the marine terrestrial interaction region. There are complex hydrodynamic factors, which influence each others and controlled transport of sediment and contaminant near shore. The paper builds up a wave-current coupling hydrodynamic model with Mike21 software package. After validation and calibration, the model is applied to wave and tidal current simulation on Zhuanghe fishing port project. The results show that the large area flow field is substantially unchanged after project construction and the effect is restricted to a small region near around the fishing port.

Numerical modeling of the problem of dam monitoring by the Electrical Resistivity Tomography method is carried out. The mathematical model is based on integral equations with a partial Fourier transform with respect to one spatial variable. It is assumed that the measurement line is located across the dam longitude. To approximate the shape of the dam surface, the Radial Basic Functions method is applied. The influence of locations of the water-dam, dam-basement, basement-leakage boundaries with respect to the sounding installation, which is partially placed under the headwater, is studied. Numerical modeling is carried out for the following varied parameters: 1) water level at the headwater; 2) the height of the leak; 3) the depth of the leak; 4) position of the supply electrode; 5) water level and leaks positions are changing simultaneously. Modeling results are presented in the form of apparent resistivity curves, as it is customary in geophysical practice.

The paper deals with the trends in the world and Russian economies towards development of a new post-crisis system, including technological and structural transformation. Three main scenarios of Russian economic development (conservative, innovation and acceleration) are discussed basing on historical analysis of Russian economic performance since 1970-s when oil boom started. On this basis key challenges of economic policy in 2013 are discussed.
