AbstractThis policy paper bridges interdisciplinary research to analyze the effects of drug policy in Azerbaijan on the provision of social care and treatment for young people who use illicit drugs. Drawing on Carol Bacchi’s critical policy analysis method – ‘what’s the problem represented to be’ – the paper focuses on what the state’s drug policy enables and/or impedes in the implementation of better protection and care for young people aged between 14 and 17. To do this, two texts are selected for the analysis to explore representations and social construction of youth through various problematizations in policy legislations. The analysis suggests that drug policy in Azerbaijan is formulated to further cultural and political purposes to maintain a community-based immunity to drugs, rather than psycho-social and medical interventions or individual engagement with young people’s wellbeing.

The prevalence of drug users in Indonesia during 2004 was 1.5% from a total population (3.2 million people).  About 69% of them were abusers and 31% were addicted. In addition, 6% of the total population have experienced drugs.1 Illicit drugs are harming people in many ways, causing a wide range of health problems: addiction, injuries, cardiovascular diseases, HIV/AIDS, hepatitis and cancers. The education-to-work pathways for young people with disabilities are becoming more diverse and lengthier in our post-industrial economy. Furthermore, it is recognized that a multitude of barriers still remain in securing employment at the end of these pathways. In this paper, we focus on Australia’s Disability Employment Services (DES) to understand how views of transition in DES policy may be influencing program rules in supporting secondary and tertiary students with physical and/or neurological disabilities in their employability and employment. We do this through critical policy analysis of DES and in-depth Interpretive accounts from service providers and advocacy organizations.

This article considers the place of youth arts and cultures in the cultural industries approach to cultural policy. It argues that the ‘covert economic overlay’ (Brokensha, 1996: 101) of the Australian National Culture–Leisure Industry Statistical Framework privileges certain processes in a ‘government convenient’ model of industry inputs and outcomes, and that the assumptions of this model are challenged by youth-specific and community-based modes of production. Furthermore, it argues that the philosophies and practices of contemporary youth-specific arts organisations have the potential to redefine ‘culture industry’ and contribute to a ‘coherent new paradigm’ of cultural policy (UNESCO, 1995: 232). This paper makes these arguments by examining the place of youth arts and cultures in the existing environment of cultural industrialisation, by considering recent government policy responses to young people's cultural activity and by addressing long-term policy issues for the support of young people and cultural development.

Abstract Background Meeting the sexual and reproductive health (SRH) needs of adolescents and young people (AYP) requires their meaningful engagement in intervention design. We describe an iterative process of engaging AYP to finalise the design of a community-based, peer-led and incentivised SRH intervention for AYP aged 15–24 in Lusaka and the lessons learnt. Methods Between November 2018 and March 2019, 18 focus group discussions, eight in-depth interviews and six observations were conducted to assess AYP’s knowledge of HIV/SRH services, factors influencing AYP’s sexual behaviour and elicit views on core elements of a proposed intervention, including: community-based spaces (hubs) for service delivery, type of service providers and incentivising service use through prevention points cards (PPC; “loyalty” cards to gain points for accessing services and redeem these for rewards). A total of 230 AYP (15 participated twice in different research activities) and 21 adults (only participated in the community mapping discussions) participated in the research. Participants were purposively selected based on age, sex, where they lived and their roles in the study communities. Data were analysed thematically. Results Alcohol and drug abuse, peer pressure, poverty, unemployment and limited recreation facilities influenced AYP’s sexual behaviours. Adolescent boys and young men lacked knowledge of contraceptive services and all AYP of pre and post exposure prophylaxis for HIV prevention. AYP stated a preference for accessing services at “hubs” located in the community rather than the health facility. AYP considered the age, sex and training of the providers when choosing whom they were comfortable accessing services from. PPCs were acceptable among AYP despite the loyalty card concept being new to them. AYP suggested financial and school support, electronic devices, clothing and food supplies as rewards. Conclusions Engaging AYP in the design of an SRH intervention was feasible, informative and considered responsive to their needs. Although AYP’s suggestions were diverse, the iterative process of AYP engagement facilitated the design of an intervention that is informed by AYP and implementable. Background: Although interprofessional education (IPE) has come to be considered essential in health and social care education programs, most IPE programs in Japan focus on clinical settings. However, following the 2011 Great East Japan Earthquake, IPE programs are considered essential for community development, especially in disaster-affected areas. To identify key issues for the development of IPE, we aimed to clarify the current status of IPE programs and problems in their implementation using an original questionnaire. Methods and Findings: The targets were 865 undergraduate courses that qualify students to take national registered health/social care examinations. Effective responses were received from 284 targets. Of these 284 respondents, 103 respondents had already implemented an IPE program and 181 respondents had not. Among the 103 respondents who had already implemented an IPE program, we found a tendency to collaborate with partners in clinical settings or in social settings. Furthermore, respondents who had implemented or were planning to implement an IPE program had difficulty with ‘interdisciplinary and/or extramural collaboration’ and ‘educational factors’. Conclusions: These difficulties could be considered barriers to developing effective IPE programs for community-based collaboration between health and social care professionals. Future research should investigate more specific solutions to these problems.
