Статья посвящена исследованию степени соответствия современной политики российского государства в сфере образования, процессов, происходящих в региональных университетах, политико-правовым основам многонациональной Российской Федерации, заложенным в Конституции, других важнейших документах, определяющих принципы её государственно-территориального устройства. Эти основы официально гарантируют российским народам и регионам всестороннее социокультурное, образовательное, научно-технологическое развитие. Целью работы является всесторонний анализ просчётов деятельности российского государства в образовательной сфере в постсоветский период, приведших к проблемам, не позволяющим региональным университетам сегодня решать возлагаемые на них обществом функции, а также поиск путей их решения. Процесс реализации данной цели определил следующие задачи: проанализировать степень соответствия постсоветской политики российского государства в образовательной сфере провозглашённым политико-правовым основам государственного устройства РФ, гарантиям социокультурного развития российских народов; выявить взаимосвязь результатов современных реформ в системе высшего образования с объективными функциями региональных университетов РФ; раскрыть позитивный потенциал региональных университетов в решении социально-экономических, социокультурных проблем регионов и народов РФ, сохранении и укреплении её евразийской цивилизационной сущности; исследовать негативные последствия постсоветских реформ, отразившихся на состояние дел в региональных университетах, наметить пути решения возникающих проблем; показать важность учёта этнокультурного компонента в системе образования многонациональной РФ, определяющего личностные и профессиональные качества подрастающих поколений, способствующего достижению межнационального согласия и стабильности в российском обществе. The paper is devoted to the study of the degree of compliance of the modern policy of the Russian state in the field of education, the processes taking place in regional universities with the political and legal foundations of the multinational Russian Federation, laid down in the Constitution, and other important documents that determine the principles of its state-territorial structure. These foundations officially guarantee the Russian peoples and regions comprehensive socio-cultural, educational, scientific and technological development. The purpose of the work is a comprehensive analysis of the miscalculations of the activities of the Russian state in the educational sphere in the post-Soviet period, which led to problems that do not allow regional universities today to solve the functions assigned to them by society, as well as the search for ways to solve them. The process of implementing this goal defined the following tasks: to analyze the degree of compliance of the post-Soviet policy of the Russian state in the educational sphere with the proclaimed political and legal foundations of the state structure of the Russian Federation, guarantees of the socio-cultural development of Russian peoples; to identify the relationship of the results of modern reforms in the higher education system with the objective functions of regional universities of the Russian Federation; to unleash the positive potential of regional universities in solving the socio-economic, sociocultural problems of the regions and peoples of the Russian Federation, preserving and strengthening its Eurasian civilizational essence; investigate the negative consequences of post-Soviet reforms on the state of affairs in regional universities, outline ways to solve emerging problems; show the importance of taking into account the ethnocultural component in the education system of the multinational Russian Federation, which determines the personal and professional qualities of younger generations, which contributes to the achievement of interethnic harmony and stability in Russian society.

A country that excels in the arts is considered a civilized country. The arts created in a country play an important role in determining the cultural development of a country. Ancient Tamils have been interested in art since ancient times. They have cultivated fine arts such as music, dance, painting, sculpture and architecture. Drama is one of the arts thus nurtured. Although references to the play are found in the Sangam literature, references to their performances are scarce. On this basis it cannot be dared that the play did not take place in the Sangam period. Evidence of sporadic performance can be seen. Theatrical arrangement, lighting and curtains are a perfect complement to the plays performed in the form of koothu during the Sangam period. This article seeks to explore the concepts behind these.

This study builds a measurement framework of project governance for mega-infrastructure considering the institutional situation of mega-infrastructure projects in China, including contractual governance, relational governance, and governmental governance. The factors of governmental governance are identified by the method of grounded theory with six cases of megaprojects, and the measures of project governance for mega-infrastructure are refined by expert interviews. The 235 questionnaires are collected, and exploratory factor analysis is used to identify six factors of the governance mechanism for mega-infrastructure projects. The scales are developed, and reliability and validity tests are conducted. Results indicate that (1) the governmental governance mechanism includes government decision, government supervision, and government coordination. (2) The three-dimensional framework of project governance is established as “contractual–relational–governmental” in the field of mega-infrastructure. (3) The measurement scales of project governance are developed and validated for mega-infrastructure, including government regulation, government coordination, risk sharing, revenue distribution, relationship maintenance, and cultural development. This research contributes to (a) the state of the knowledge by gaining a holistic and comprehensive understanding of project governance in mega-infrastructure in China, and (b) the state of the practice by providing a tool for measuring project governance in mega-infrastructure.

This paper Information and communication technology (ICT) in education of comprehensive Methodological foundations and concept ,fills two major civilizational functions of personality development: its spiritual, moral, artistic, cultural development and its socialization, as well as the economic function, the reproduction of skilled labor resources for social production. The intensification of the process of obtaining knowledge, the requirements for quality and individualization of the process of obtaining education by different categories of students cause an urgent need to develop and implement a wide range of educational programs that allow everyone who wants to get that education, at the time and place that seem most acceptable to him, regardless of gender, age, social origin and abilities. On the study of the role of education in this context, inclusive pedagogy is aimed.

Building collegial international relationships is an important aspect of conservation and conservation education. The relationship relies on researchers understanding the local context of the conservation project and the sociocultural perspectives of all partners. Therefore, we situated our case study within sociocultural theory. Our case study focuses on the relationships and project work which developed between a biologist/science educator at the University of Bengkulu in Bengkulu, Sumatra, Indonesia, and a science education professor at the University of North Carolina Greensboro, Greensboro, NC, USA, who shared longtime interests in herpetology. Employing the sociocultural perspective, we describe the background of each University group leader and how their previous experiences led to the development of a partnership focused on turtle conservation. In this case study, we seek to understand the social and cultural development of the researchers’ relationship as they teamed to address the ex situ conservation challenges of working with terrestrial and semiaquatic turtles. An examination of the researchers’ partnership provides a framework for the analysis of the work accomplished and remaining and offers insights to others interested in collaborative international conservation projects.

Problem and goal. The development of new media, new modern IT technologies is also aimed at promoting legal content. New formats of the media sphere create new opportunities for dialogue on legal culture. The aim of the article is to study the educational potential of podcasting in the context of the formation of the human legal culture. Materials and research methods. Methodological approaches: cultural-historical approach for revealing personality as a product of cultural development, contextual approach for understanding the role of public opinion in personality development, competence-based approach for identifying the educational process in podcasts and selecting content for the construct “legal culture”, personality-oriented approach for understanding self-developing and self-regulating personality in the process of forming a legal culture. An empirical study was carried out using the GetPodcast application on search queries for podcasts by words or phrases correlated with the theoretical construct “legal culture” in Russian and English, the time period for placing a podcast in the application was measured; the research is based on measuring, systematizing, comparing, summarizing, monitoring, interpreting the results of researching the audio content of podcasts. Research results. In 2020, on average, more than 2.5 million episodes on legal culture in English and more than 17.5 thousand in Russian were created in the media sphere. The authors calculated that the number of podcasts by one key concept in English is on average 234 times higher than the number of podcasts in Russian, which indicates the active spread of the new format of the media sphere throughout the world, while the demand for English-language podcasts is objectively higher. The growth rate of the number of podcasts in 2020 averages 66% and 58% for Russian-speaking and English-speaking podcasts, respectively, while the growth over the past six months is higher: 97% and 72%, respectively. This can be explained by the pandemic situation and forced self-isolation, as well as digital globalization and digital competencies of the population. Discussion and conclusion. The authors came to the conclusion that podcasts, as a new format of the media sphere, have educational potential, which must be used to a greater extent for the formation of the human legal culture. At the same time, the educational potential reveals the cognitive and epistemological interest of the listener. Podcasts form socially significant and personally necessary knowledge of a legal nature and meaning, which to a greater extent affects the condition and result of the process of forming human legal culture.

We analyze the potential to generate critical collaborative and pedagogical practices from Design, which contribute to processes of community artistic and cultural development in contexts of marginal, informal and peripheral urbanism with respect to production centers. We start from the experience of joint work since 2016 between a faculty of fine arts and a nearby self-construction neighborhood; Las Moraditas de Taco, in Santa Cruz de Tenerife. The evidence that "professors are fed up with the classrooms spaces and students lack more experiences in the streets" joins the neighborhood claim; "we live on a mountain but nobody sees us", to explore models of living labs for creation and service-learning, in the recovery and valorization of collective memory, intangible cultural heritage, sense of belonging, dignity and beautification of public space or the external projection of positive values. Special attention is paid to designers’ emerging roles and competencies, such as facilitator, catalyst or mediator. We highlight the relevance of adopting methodological frameworks based on participatory action-research, thus reorienting the traditional, institutional and top-down culture project, towards  iterative process cultures of citizen innovation, from which to generate, stimulate and root transformations within the community and the territory. Analizamos el potencial para generar prácticas colaborativas y pedagógicas críticas desde el Diseño, que contribuyan a procesos de desarrollo artístico y cultural comunitario en contextos de urbanismo marginal, informal y periféricos respecto a los centros de producción. Partimos de la experiencia de trabajo conjunto desde 2016 entre una facultad de bellas artes y un barrio de autoconstrucción cercano; Las Moraditas de Taco, en Santa Cruz de Tenerife. La evidencia de que “al profesorado le sobra aula y al alumnado le falta calle” se une a la reivindicación vecinal de “vivimos en una montaña pero nadie nos ve” para explorar modelos de laboratorios vivos de creación y aprendizaje-servicio, en la recuperación y valorización de la memoria colectiva, el patrimonio cultural inmaterial, el sentido de pertenencia, la dignificación y embellecimiento del espacio público o la proyección exterior de valores positivos. Prestamos especial atención a la manifestación de roles y competencias emergentes del diseñador, como facilitador, catalizador o mediador. Constatamos la pertinencia de adoptar marcos metodológicos de investigación-acción participativa, que reorienten la tradicional cultura del proyecto institucional de arriba-abajo hacia una cultura de procesos iterativos de innovación ciudadana desde los que generar, dinamizar y arraigar las transformaciones en la comunidad y el territorio.

Introduction. The purpose of the article is to consider the consequences of the virtual shift or virtual inversion, which has led to blurring the structure of the act of development proposed within the framework of cultural-historical psychology. In this regard, the problem is the need to develop an alternative to this phenomenon of inversion, and returning a person (both a school student and an adult mediator) their basic roles as subjects of development. Materials and Methods. The conceptual ideas of cultural-historical psychology including the idea of mediation, objective action, the semantic field, the role of an adult as a mediator in an act of development, were used as a methodological background of the research. Results. The article is the second part of the author’s previous publication. The paper considers the concept derived from L. S. Vygotsky’s cultural-historical psychology, which is proposed to be adopted as a basic one in order to build an explanatory model used by the author to describe and comprehend the phenomenon of transformation of the human development process in the new reality of the digital environment. The article introduces the basic principles and provisions, the explanatory model is built on, concerning the role of symbolic-instrumental mediation in human development, the role of an adult as a mediator, the structure of the act of thinking and the act of development, the basic mechanism of mastering a person's behavior, which permeates the formation of higher mental functions. The author compares this explanatory model and the behavioral model used in most modern research investigations that examine the impact of digital technologies on schoolchildren and students. The language of the model of cultural-historical psychology is used to clarify the reality of the current virtual shift (virtual inversion), according to which the main provisions that play the role of supports in the cultural-historical model are subjected to radical revision and transformation, due to which the process of human cultural development is called into question. In this regard, the author proposes to use the resource and project potential of cultural-historical psychology in order to develop new models on its basis, build a new research and project agenda that returns the main ideas of cultural-historical psychology within the framework of a new mixed hybrid reality, where digital technologies are becoming the tools of personal development. Conclusions. In conclusion, the work offers a cultural task for the further development of cultural-historical psychology. It is proposed to restore the adult-student relationship, restore the idea and the role of the semantic field for teaching a subject action, restore children's communities within the new social-digital hybrid reality, where digital technologies do not act as means enslaving students, but as smart mediators-assistants.

Актуальность статьи обусловлена проблемой организации воспитывающей культурно-просветительской среды, что имеет дело с реализацией коммуникативной функции искусства, а также содержанием учебного процесса, технологическими особенностями, формированием, трансформацией и взаимодействием художественных и культурных ценностей в современной образовательной среде. В статье выделены основные направления, в которых раскрываются аспекты коммуникативной функции искусства, включая подготовку музыкально-познавательных программ, активизацию эмоционально-эстетических процессов, а также интерес к освоению и расширению культурологических познаний, в целом. Авторы выделяют эффективные методы создания ситуаций эмоциональных переживаний, учебных дискуссий, мотивации познавательного интереса. Содержание статьи выстроено в опоре на научно-педагогические исследования влияния среды на развитие человека при освоении новой художественной информации, в частности, арабской музыкальной культуры. В статье показано, что организация воспитывающей культурно-просветительской среды и подготовка музыкально-познавательных программ способствуют общекультурному развитию детей и положительно влияют на развитие их художественной коммуникации, что на современном этапе обретает особую значимость в воспитании современных школьников. The relevance of the article is due to the problem of organizing an educational and cultural environment, which deals with the implementation of the art communicative function, as well as the content of the educational process, technological features, the formation, transformation and interaction of artistic and cultural values in the modern educational environment. The article highlights the main directions in which aspects of the art communicative function are revealed, including the preparation of musical and educational programs, the activation of emotional and aesthetic processes, as well as interest in the development and expansion of cultural knowledge, in general. The authors highlight effective methods for creating situations of emotional experiences, educational discussions, motivation of cognitive interest. The content of the article is built on the basis of scientific and pedagogical studies of the influence of the environment on human development in the development of new artistic information, in particular, Arab musical culture. The article shows that the organization of the educational and cultural environment and the preparation of musical and educational programs contribute to the general cultural development of children and have a positive effect on the development of their artistic communication, which at the present stage is of particular importance in the upbringing of modern students.
